 *5984. MS. NUSRAT SEHER ABBASI: Will the Minister for Women Development be pleased to state:-

Step taken by government to address the issues faced by First Women Bank?

ANSWER

MS. TAUQEER FATIMA BHUTTO, Minister for Women Development:

The Honorable Minister for Women Development has taken up the issues of First Women Bank on different forums, besides. The department has organized various programs in coordination with First Women Bank like International Women Day, Women Conference 2009, 2011, 2012, Seminar on “Working Women Day” on 22nd December, 2011 etc.

Space has been provided to First Women Bank in the Sales and Display Resource Center established at State life Building no. 4, near Pearl Continental Hotel Karachi.

An ADP scheme namely “Micro Financing and Skill Training to Rural/un-privileged Women through First Women Bank” has also been included in the ADP Project 2012-13.

The scope of the scheme is to provide micro financing facilities to deserving women entrepreneurs and to enhance skills and management capabilities of the women artisans so that they could run their business professionally.

District and designation-wise jobs provided to the women in the Women Development Department during 2011?

 ANSWER

MS. TAUQEER FATIMA BHUTTO, Minister for Women Development:

During 2010-11 all the posts of Directorate of Women Development and Projects posts had advertised and the process of recruitment completed. During 2011-12 following female recruitment were made:-

Number of exhibitions, bachat bazaars and fairs held under “Sale and Resource Centres” during 2010 to 31-09-2011?

 ANSWER

MS. TAUQEER FATIMA BHUTTO, Minister for Women Development:

The exhibition arranged by Sales and Display centres are as under:-

Ø  Since January 2010 permanent weekly stall at Defence Sunday Bazaar Phase-VIII Karachi has been established.

Ø  Art and Craft Exhibition on 10th March, 2010 at Art Council Pakistan, Karachi was organized on the occasion of International Women Day 2010. Women entrepreneur and women artisan participated in the exhibition by setting up more than 40 stalls.

Ø  In April 2010 exhibition for women artisans was organized at Larkana and 25 stalls were arranged.

Ø  In June 2010 exhibition for women artisans was held at Shaheed Benazirabad and        30 stalls of Arts and craft of Women Artisan were setup.

Ø  Women entrepreneur and women artisan from all Districts were given opportunity to sale display their products on rotation basis.

(a)   Is it a fact that the mediation project to discourage the jirga system has been started in the divisional headquarters by the women development department;

(b)   If answer to (a) above be in the affirmative, the number of women provided relief under the same, during 01-01-2010 to 31-09-2011?

 ANSWER

MS. TAUQEER FATIMA BHUTTO, Minister for Women Development:

(a)      Yes, The Women Development, Government of Sindh in order to take up the issues of violence against women and to discourage the jirga system started project namely “Mediation for Women in all Divisional Head Quarters in Sindh through institutionalized Alternate Dispute Resolution (ADR)” (ADP No 2267).

(b)      Pre-assessment of the cases of domestic violence, violence at work place, inheritance, property and other relevant cases of needy, poor and underprivileged women are carried out by “Karachi Centre Dispute Resolution (KCDR). The KCDR identifies and collect data/cases through continuous filed visits, correspondence with District court through personal regular visits coordination with relevant District NGOs Lawyers and women complaint cells/women centers.

Ø  More than 100 Cases were identified and collected from District Courts, of Sukkur, Larkana, Hyderabad and Mirpurkhas out of which 52 cases has been successfully resolved and notified.

Ø  A training of twenty mediators from Districts Larkana, Hyderabad, Shikarpur, Mirpurkhas, Ghotki, Shaheed Benazirabad, Badin, Thatta, Khairpur other than Karachi was organized. The trained mediator will gradually be involved in the process of mediation and would finally be included in the pool of trained mediator on the basis of their performance.

Steps taken by the government for the empowerment of rural women in district Khairpur during 01-01-2008 to 31-12-2010?

 ANSWER

MS. TAUQEER FATIMA BHUTTO, Minister for Women Development:

The Women Development Department Government of Sindh is working for the women all over Sindh. The specific initiative taken by Women Development Department for women of District Khairpur are as follows:-

 During the year 2009 under the ADP Scheme namely “Baby Child Care Training in all Districts and towns of Sindh”, 30 women/girls from Khairpur were trained.

Women artisans of District Khairpur are always invited in various arts and craft exhibitions/ mela’s held at Expo Center Karachi, Arts Council Karachi. Defence itwar bazaar Phase VIII and Sales & Display Resource Center at State life Building No. 4, Karachi of Women Development Department.

 *6311. MS. ZAREEN MAJEED: Will the Minister for Women Development be pleased to state:-

(a)   Is it a fact that the Sales and Resources Display Centre is being constructed at Shaheed Benazir Abad;

(b)   If answer to (a) above be in the affirmative, the details thereof?

 ANSWER

MS. TAUQEER FATIMA BHUTTO, Minister for Women Development:

No dedicated Sales & Display Resource Center is being constructed at Shaheed Benazirabad.

A portion has been reserved for the Sales & Display Center in the already functional Women Development Complex at Shaheed Benazirabad.

Women Artisan of the District keep on displaying heir Handicrafts and products for sale.

 *6312. MS. ZAREEN MAJEED: Will the Minister for Women Development be pleased to state:-

Steps being taken to promote employment of women in the handicraft in the villages?

 ANSWER

MS. TAUQEER FATIMA BHUTTO, Minister for Women Development:

A Sales & Display Resource Center is working at State life Building No. 4, near Pearl Continental Hotel Karachi under the project District Resources Committees are formed. These Committees collect village handicrafts from women artisan.

Women artisans are also invited to display their products in various exhibitions so, that they not only get financial benefit by selling their product but also that their products are recognized in national and international markets. My department will very soon interact with Trade Development Authority Pakistan (TDAP), on this count.

As stated earlier in reply to question No. 6311 that such facilities have also been provided at “Women Development Complex at Shaheed Benazirabad”.

 *6313. MS. ZAREEN MAJEED: Will the Minister for Women Development be pleased to state:-

Present status of the Women Complex being constructed by the department at Sukkur?

 ANSWER

MS. TAUQEER FATIMA BHUTTO, Minister for Women Development:

Scheme approved on 2nd May, 2011. Since the cost of the scheme was more than 100.00 million therefore, a summary was moved to Chief Minister Sindh. Approved summary has been received in March, 2012. Finance Department has been requested to release funds for construction building to Work and Services Department in May, 2012 and in September, 2012.

 *6323. MS. BILQUEES MUKHTAR: Will the Minister for Women Development be pleased to state:-

Steps taken for the women development during 01-01-2009 to 30-06-2011 alongwith the targets achieved in this regard?

 ANSWER

MS. TAUQEER FATIMA BHUTTO, Minister for Women Development:

The Women Development Department being lobbyist and catalyst has made every possible efforts to meet the challenges i.e. ensure equal participation of women in all the walks of life and has taken initiatives in the field of social/economic, legal empowerment of women and political empowerment. Details at Annexure, placed on the table of the House.

*6928. MR. ARIF MUSTAFA JATOI: Will the Minister for Women Development be pleased to state:-

(a)   Is it a fact that Rs. 20 million is to be spent during 2011-12 on provision of 02 ladies clubs;

(b)   If answer to (a) above be in the affirmative, the number of women to be served?

 ANSWER

MS. TAUQEER FATIMA BHUTTO, Minister for Women Development:

An ADP project namely “Establishment of two Ladies Civic Centers at Larkana and Naudero” included in the ADP 2011-12. The project has been approved at a total cost of Rs. 52.00 million.

During 2011-12 no expenditure incurred on the project. Request has been made to the Finance Department, Government of Sindh to release funds to the Works and Services Department.

Club/civic centre shall be open for all the women/girls irrespective of their color, creed and social status. Number of women to be served depends up on women/girls to avail this facility upon completed.

Provincial Assembly of Sindh in its sitting held on Wednesday, the 13th February, 2013 has unanimously passed the following Resolution moved by Ms. Humera Alwani, MPA:-

“This Assembly resolves to pay tribute to Faiz Ahmed Faiz, one of the greatest poets of the Pakistan on his 102nd Birthday.”

Provincial Assembly of Sindh in its sitting held on Wednesday, the 13th February, 2013 has unanimously passed the following Resolution moved by Pir Mazhar ul Haq, Senior Minister for Education & Literacy, Sindh:-

“This Assembly unanimously condemns the attack and torture committed by Punjab Police upon Mr. Shoukat Basra, Honourable MPA and Deputy Leader of Opposition of Punjab Assembly and Mr. Iftikhar Randhawa, Member Central Committee of Muttehida Quomi Movement and recommends to the Provincial Government to take up this issue with Punjab Government for taking serious action against the Police Officials involved in the incident.”
