 *6231. MS. NUSRAT SEHER ABBASI: Will the Minister for Food be pleased to state:-

(a)   Is it a fact that 04 District Food Controllers have been transferred from district Naushero Feroze during two weeks;

(b)   If answer to (a) above be in the affirmative, the reasons thereof?

 ANSWER

NAWABZADA MIR NADIR ALI KHAN MAGSI, Minister for Food:

It is not correct. The factual position is that there is no any District Food Controller has been transferred from District Nauhsero Feroze during two weeks.

 *6493. MS. NUSRAT SEHER ABBASI: Will the Minister for Food be pleased to state:-

(a)   Is it a fact that the condition of 7th form for bardana have become great trouble for growers;

(b)   If answer to (a) above be in the affirmative, the reasons thereof?

 

ANSWER

NAWABZADA MIR NADIR ALI KHAN MAGSI, Minister for Food:

(a)      The condition of producing form-7 imposed by the Government is to recognize the Growers. By way of form-7, the benefit of Support Price is passed on to the original growers.

(b)      Does not arise.

 

*6545. MS. NUSRAT SEHER ABBASI: Will the Minister for Food be pleased to state:-

(a)   Is it a fact that no wheat procurement centre has been established by the government in Kacha areas of Sukkur, Shikarpur and Khairpur;

(b)   If answer to (a) above be in the affirmative, the reasons thereof?

 ANSWER

NAWABZADA MIR NADIR ALI KHAN MAGSI, Minister for Food:

(a)      It is fact that no WPC established in katcha area due to non-availability of Pacca roads.

(b)      However, in order to facilitate the growers of katcha areas, the WPCs have been established close to river protection bunds where road facility is available as to timely dispatch the wheat to main PRCs. The WPCs established close to katcha areas are as under:-

(a)   Is it a fact that the wheat was smuggled to Balochistan from district Jacobabad during May, 2011;

(b)   If answer to (a) above be in the affirmative, the details thereof including the steps taken by the government in this regard?

ANSWER

NAWABZADA MIR NADIR ALI KHAN MAGSI, Minister for Food:

(a)      Baluchistan is a Province of Pakistan, hence no wheat was smuggled from District Jacobabad. The Home Department Government of Sindh, imposed ban on inter district movement of wheat vide Order No. SO(JUD-I)/9-4/2010, dated 10-04-2011 for thirty days in order to achieve the target of procurement of 1.5 million M. Tonnes of Crop-2011.

(b)      Does not arise.

*6713. MS. NUSRAT SEHER ABBASI: Will the Minister for Food be pleased to state:-

Districts where the wheat has been hoarded in the private godowns?

 ANSWER

NAWABZADA MIR NADIR ALI KHAN MAGSI, Minister for Food:

There is shortage of Government storage for procured wheat, for Crop-2011, the Food Department procured a huge quantity of 1.412 million M. Tonnes wheat whereas department’s own storage is 0.642 M. Tonnes. The wheat stocks were stored in private godowns hired by the Department for storage purpose. The Details of such Godowns is as under:-

*6817. SYED KHALID AHMED: Will the Minister for Food be pleased to state:-

Food inflation on different basis food items in Sindh during last five months of the year 2011 alongwith the remedial steps taken by the government to stop/minimize the said inflation?

ANSWER

NAWABZADA MIR NADIR ALI KHAN MAGSI, Minister for Food:

The Food inflation is a broader term in its perspective as Food Department is concerned. It may restrict to control to wheat/flour only. As inflationary trend prevail all around the country and internationally due to various unavoidable factors. However, for the last two years the issue prices of wheat has been restricted to Rs. 2550/- per 100 Kg.

The procured wheat stock kept reserve and release during the time the local market scarce of wheat and hence plays vital role in stabilizing the prices of flour under market mechanism.

The Food Department is adopting innovative technique of silos more and more wheat and to reduce losses of stock under Public Private Partnership of Finance Department which can ultimately be helpful for stabilizing the prices of flour and also shall contribute major role in public exchequer through export of wheat.

 *6819. SYED KHALID AHMED: Will the Minister for Food be pleased to state:-

(a)   Whether it is a fact that wheat imported from abroad by private sector was up to standard and the rates were cheaper while the wheat imported by TCP was substandard and the rates were higher;

(b)   If answer to (a) above is in affirmative, reasons thereof, alongwith intention of government to take measures to import the wheat up to standard and at cheaper rates this year?

ANSWER

NAWABZADA MIR NADIR ALI KHAN MAGSI, Minister for Food:

(a)      The essential items including wheat are imported by Trading Corporation of Pakistan (TCP) either through Private Sector or Government. The Sindh Food Department did not import wheat; therefore the Sindh Food Department is not concerned with the quality or rates of the items in the matter.

(b)      There is abundant wheat production in the Province with better quality therefore there is no need to import wheat during this year.

 *6820. SYED KHALID AHMED: Will the Minister for Food be pleased to state:-

Quantity of wheat required by the Department from the Federal Government alongwith its expected date and point of arrival of origin (local or imported) up to next procurement season in April, 2011?

 

ANSWER

NAWABZADA MIR NADIR ALI KHAN MAGSI, Minister for Food:

The Food Department is partially meeting out the requirement of wheat in the Province. during 2011 a quantity of 1.412 million M. Tonnes was procured and as such there was no need of wheat to acquire from Federal Government.

 

*6858. SYED KHALID AHMED: Will the Minister for Food be pleased to state:-

Mark-up paid/charged by the department on wheat trading during 01-01-2009 to              31-12-2010?

ANSWER

NAWABZADA MIR NADIR ALI KHAN MAGSI, Minister for Food:

Food Department annually procured wheat under State Trading Scheme. The wheat procured form growers on the borrowed amount from Commercial Banks under commodity operation financing. The Guarantee of borrowing amount Ministry of Finance, Government of Pakistan.

As usual invitation of offer for the lowest markup rate for the following period was floated in the press. Approved markup rate charged by the commercial banks during the period        01-01-2009 to 31-12-2010 is as under:-

*10651. MR. ARIF MUSTAFA JATOI: Will the Minister for Food be pleased to state:-

Grade-wise number of candidates provided jobs on regular and contract basis in Food Department during 01-07-2010 to 30-06-2012.

 ANSWER

NAWABZADA MIR NADIR ALI KHAN MAGSI, Minister for Food:

During 01-07-2010 to 30-06-2012 Three (03) Food Inspectors (BPS-07) were appointed Two (02) Food Inspector) in Hyderabad Region and (One Food Inspector) in Sukkur Region on regular basis on deceased/son quota as per orders of the Honourable Sindh High Court with the approval of Chief Minister Sindh. However, forty three (43) Chowkidars were appointed on contract basis during 2004, and they were regularized during 2011, after completing all codal formalities etc.

Provincial Assembly of Sindh in its sitting held on Tuesday, the 12th February, 2013 has unanimously passed the following Resolution moved by Syeda Marvi Rashdi, MPA:-

“This House recommends to the Government of Sindh regarding vaccination of children against a viral disease MEASELES which resulted Deaths of Hundreds of Children in the Province.
And does recommend to the Government of Sindh to take exemplary measures to control such deadly viral diseases.”

 

 

Provincial Assembly of Sindh in its sitting held on Tuesday, the 12th February, 2013 has unanimously passed the following Resolution moved by Ms. Humera Alwani, MPA:-

“This Assembly resolves that every district Civil Hospital of Sindh should install/ provide Mammography machine to investigate the breast cancer cases.”

“This Assembly resolves that Government to take initiative in maternal and child health care and control mortality & infant death ratio of women and newly born children.”

 

Provincial Assembly of Sindh in its sitting held on Tuesday, the 12th February, 2013 has unanimously passed the following Resolution moved by Mr. Anwar Ahmed Khan Mahar, MPA:-

“This Assembly resolves that Government of Sindh take proper/ effective measures to improve the Female Literacy Ratio and bring it to the level of atleast 80% by year 2015.”

 

Provincial Assembly of Sindh in its sitting held on Tuesday, the 12th February, 2013 has unanimously passed the following Resolution moved by Ms. Rifat Khan Advocate, MPA:-

“That some of the public transporters have not yet initiated ticket system as a result of which disputes arise between travelers and transporters. People have complained that the bus conductors forget whether they have charged its passengers or not, as they mostly depend on their memory and this results in disputes.

To curb the above practice by the transporters, the Government of Sindh may take steps to ensure that the transporters issue tickets to their passengers, so that disputes between passengers and transporters may not occur.”
