“Every Year, Women’s Day brings a reminder for the women’s movements and struggle for their rights but it also points to the plight of all women. Therefore, today we are especially focusing on all women. All women are particularly vulnerable to oppression by family and society because of lack of not only education and awareness but also economic opportunities. Hence, timely measures need to be taken to improve the status of women by providing equal educational and economic opportunities. Moreover, this Assembly resolve to provide them necessary health facilities and the legal cover to safeguard their rights as enshrined under the 1973 Constitution of Islamic Republic of Pakistan by making sustained efforts for improving the living and working conditions of all women. We, the women Members of the Sindh Assembly resolves to work together to build capacity of all women by empowering them with education, necessary skills, training and microfinance. So, that they can lead their lives with dignity and honour.”

“This House resolves that Religious Minorities have equal citizen’s rights and have played very vital role in the establishment and development of the country in every field, especially to curb the terrorism. “It is resolved and recommended that in recognition of meritorious services rendered by our beloved Parliamentarians and sitting Members of Provincial Assembly of Sindh- SYED RAZA HAIDER who was assassinated ruthlessly in a mosque on 2nd August, 2010 by the terrorists and SYED MANZAR IMAM, who has been brutally attacked and martyred on 17th January, 2013, for the noble cause to serve humanity, the Government of Pakistan is requested to honour the martyrs by awarding them posthumous NISHAN-E-PAKISTAN AWARD.”

*2507. MR. ARIF MUSTAFA JATOI: Will the Minister for Local Government be pleased to   state:-

(a)   Is it a fact that district Hyderabad has a population over one million as required by the SLGO for formation of a City Government;

(b)   If answer to (a) above is in the affirmative, reasons why it is not yet a City District Government?

ANSWER

AGHA SIRAJ KHAN DURANI, Minister for Local Government:

(a)      Yes.

(b)      According to last census in 1998, The population of Hyderabad district was 14,14,921. Further the labour force employed in commercial, industrial and service sectors or in agriculture sectors of district Hyderabad is not more than sixty percent. Therefore, it does not fulfill the criteria of City District Government as envisaged by the SLGO, 2001.

 *3365. MS. HEER ISMAIL SOHO: Will the Minister for Local Government be pleased to   state:-

(a)   Is it a fact that a programme namely “Green Karachi” has been launched in Karachi;

(b)   If answer to (a) above be in the affirmative, duration of the programme along with details of implementation on it?

ANSWER

AGHA SIRAJ KHAN DURANI, Minister for Local Government:

(a)&(b) Yes. Green Karachi Programme has been launched, on the directives of Honourable President of Pakistan.

Following projects are conceived/planned under Green Karachi Programme:-

 Federal Government Funded Projects:

1.    Shaheed Benazir Bhutto Park, Boat Basin, Clifton.

2.    River Valley Park (Shaheed Benazir Bhutto Memorial Park).

3.    Central Park, Karachi.

4.    Night Safari Park.

5.    Karachi Animal Park at Karachi Zoological Garden.

6.    Manghopir Resort at Hub Reservoir on Manghopir.

 Provincial Government Funded Projects:

7.    Beautification of Lyari River.

8.    National Park Karachi (gutter Baghicha).

9.    Hill Park Karachi.

10.  Tree Plantation on Major Roads of Karachi.

11.  Jehangir Park Saddar.

 The Green Karachi Programme is consisted of eleven schemes out of which five schemes are to be funded by Federal Government, whereas, six schemes will be initiated/completed with the funding of Government of Sindh. Out of these, ten schemes are under process for approval at the level of Government of Pakistan and Government of Sindh.

 After finalization of the approval and release of funds, the City District Government Karachi will start development work on these ten projects under Green Karachi Programme.

 Out of these schemes, Benazir Bhutto Shaheed Park at Boat Basin, Clifton, has been completed in a record period of six months, at a cost of Rs. 887 million provided by the Government of Sindh.

 *3624. MS. HEER ISMAIL SOHO: Will the Minister for Local Government be pleased to   state:-

(a)   Number of TMOs at present as are on duty and waiting for posting in the Province;

(b)   Is it a fact that above TMOs are the employees of Local Government or working on deputation from other departments;

(c)    If answer to (b) above is in the affirmative, district wise details of the same?

 ANSWER

AGHA SIRAJ KHAN DURANI, Minister for Local Government:

(a)      At present 119 posts of TMOs are available. Out of which 99 TMOs are working besides      20 officers to be posted from amongst the awaiting officers.

(b)      All the officers are working as TMOs and are the employees of Local Government and its tiers.

 *3931. MS. HEER ISMAIL SOHO: Will the Minister for Local Government be pleased to   state:-

Complete detail of work carried out on free corridor from Saddar Karachi to Safora Goth alongwith the names of areas to be covered?

 ANSWER

AGHA SIRAJ KHAN DURANI, Minister for Local Government:

The City District Government Karachi conceived and initiated the Signal Free Corridor-III Project, facilitating smooth/un-interrupted flow of traffic from Saddar to Safora Goth.

The project include:-

Ø  Construction of two and half kilometer Preedy Street Extension having 6 lanes (3 lane each way) from Saddar Dawakhana (Empress Market) to Shahrah-e-Quaideen, at a cost of Rs. 237.49 million.

Ø  Construction of Interchange at Jail Chowrangi (Junction of Shaheed-e-Millat Road, Kashmir Road and University Road) at a cost of Rs. 951.79 million. Subsequently, the PC-1 was revised to Rs. 1333.09 million. The interchange/bridge has already been completed. Remaining work for construction of down loop towards University Road and up-loop leading to Shaheed-e-Millat Road, is expected to be completed by the end of this year. Constructions of these two loops were delayed in view of shifting of residential quarters and and offices of the Central Prison Karachi. Eight acres land has been provided by the Prisons Department, Government of Sindh for construction of these two loops. The CDGK as a part of the Project, constructing 100 flats and an Office Block for the Jail Authorities which is expected to be completed within 4/5 months.

Ø  Construction of Flyover at Intersection of University Road leading to Jauhar Chowrangi, at a cost of Rs.304 million.

Ø  Construction of Flyover at Intersection of University Road leading to Abul Hassan Isphani Road, at a cost of Rs.181.70 million.

Ø  Construction of elevated U-turn near Safari Park on University Road, at a cost of Rs.270 million.

 The City District Government Karachi conceived and initiated the Signal Free Corridor-III Project, facilitating smooth/un-interrupted flow of traffic from Saddar to Safora Goth.

 Following areas are covered by the Signal Free Corridor-III:

Saddar to Safoora: Preedy Street (Extension), Lines Area, Jacob Lines, Jail Chowrangi, Shaheed-e-Millat Road, University Road, Hassan Square, NIPA, Gulshan-e-Iqbal, Gulistan-e-Jauhar, Gulzar-e-Hijri, etc.

The traffic load on M. A. Jinnah Road has been reduced due to construction of Preedy Street (Extension) as part of Signal Free Corridor-III. This road has been constructed after demolishing hundreds of houses/huts and shops in Lines area.

 *3932. MS. HEER ISMAIL SOHO: Will the Minister for Local Government be pleased to   state:-

(a)   Is it a fact that water supply and drainage schemes in district Thatta are either closed or extremely in deplorable condition due to improper maintenance especially in Keti Bunder, Ghora Bari, Warshahar and Ghulamullah;

(b)   If answer to (a) above is in the affirmative, the details thereof alongwith measures taken in this regards?

 ANSWER

AGHA SIRAJ KHAN DURANI, Minister for Local Government:

(a)      The said schemes are not closed but after the devolution above schemes were transferred to concerned TMA’s. However presently, said schemes are in deplorable condition and thus taken up by Public Health Engineering Department for rehabilitation/improvement.

(b)      The position of these schemes is as under:-

(i)       Water Supply Scheme Keti Bunder improvement & Extension is under construction.

(ii)      Water Supply & Drainage Ghorabari is under construction.

(iii)    Water Supply Scheme Warshahar Scheme will be rehabilitated from O/M funds as released.

(iv)     PC-I of the scheme viz: Water Supply & Drainage Scheme Ghulamullah is under preparation on the directives of Hon’ble Chief Minister, Sindh.

 *4128. MR. FAYAZ ALI BUTT: Will the Minister for Local Government be pleased to state:-

(a)   Reasons for mobilization advance @ 15% of contract being paid to the contractors by the some local councils;

(b)   Contract of flyover @ Rs. 35.00 million each in Karachi is reasonable or not?

 ANSWER

AGHA SIRAJ KHAN DURANI, Minister for Local Government:

(a)      The Standard of Forms of Bidding Documents (Civil Works) of the Pakistan Engineering Council (PEC) is adopted by the City District Government Karachi. According, as per the Clause 60.12 of the PEC Standard of Forms of Bidding Documents, mobilization advance at the rate of 15% is allowed in respect of schemes/projects valuing more than Rs. 25 million.

(b)      The cost of a Flyover is determined after proper designing keeping in view the location, length, width, specifications and the quantum of work of the scheme/project. As such the cost of each flyover is different. But in any case, work is assigned to the lowest contractor decided through open competition and strictly in accordance with the provisions of the Sindh Public Procurement Regulatory Authority (SPPRA) Rules.

 *4129. MR. FAYAZ ALI BUTT: Will the Minister for Local Government be pleased to state:-

Authority under which Town Municipal Administrations has been created post in BPS-18   as well as Authority under which CDGK abolished the posts of SUCG service?

 ANSWER

AGHA SIRAJ KHAN DURANI, Minister for Local Government:

Not any post of Sindh Council United Grade Service of BPS-18, has been created or abolished in any Town/City District Government, Karachi.

 *4131. MR. FAYAZ ALI BUTT: Will the Minister for Local Government be pleased to state:-

Number of promoted S.U.C.G. Services Officers waiting for posting since last one year         as well as number of S.U.C.G. Service Officers waiting for DPC for last five years alongwith number of retired  S.U.C.G. employees/family pensioners who had not been paid their pension?

 ·            Not any promotion case of officer/official of SCUG Service are pending for placing before the DPC since last five years.

·            However, vacant posts meant for promotion will be placed before the DPC/SLGB, in its ensuring meeting.

*4425. MS. ZAREEN MAJEED: Will the Minister for Local Government be pleased to state:-

Fund being spent by Sindh Local Government, Karachi on Water Supply Project of K4/100mGD as well as time by when the same will be started?

 ANSWER

AGHA SIRAJ KHAN DURANI, Minister for Local Government:

PC-I has not been approved by the Government of Sindh. Therefore, there is neither any allocation nor any spending of funds on K-IV Project, till date.

 

*4563. MS. NUSRAT SEHER ABBASI: Will the Minister for Local Government be pleased to state:-

(a)   Is it a fact that record room at 3rd & 4th floor of Civic Centre Karachi has been computerized;

(b)   If answer to (a) above be in the affirmative, the record so far computerized upto December, 2010?

 ANSWER

AGHA SIRAJ KHAN DURANI, Minister for Local Government:

(a)      No record room existed on 3rd and 4th floor of Civic Centre. On 3rd floor, Offices of Land Management Department (KDA Wing), City District Government Karachi, are functioning, whereas on 4th floor Offices of Executive District Officer, Works & Services and other District Officers/Chief Engineers of Works & Services Group of Offices, CDGK, are located.

(b)      The computerization of land record, in respect of Scheme-36 Gulistan-e-Jauhar, Scheme-2 North Nazimabad, and North Karachi Township, is in progress. Computerization of other schemes/townships will be undertaken, subsequently.

 *4594. MS. NUSRAT SEHER ABBASI: Will the Minister for Local Government be pleased to state:-

(a)   Is it a fact that in Hyderabad rain water could not so far been drained from Tando Jahnian, Domro Goth, Burhani Nagar, Citizen Colony, Chandio Goth and Hyderabad Bungalows Phase-II and the inhabitants of the area have expressed their disappointments on the performance of H.D.A;

(b)   If answer to (a) above is in the affirmative, the steps being taken by the Government in this regard?

 ANSWER

AGHA SIRAJ KHAN DURANI, Minister for Local Government:

The rain water has been drained out from the respective areas.

It is mentioned here that Tando Jahania does not come within the jurisdiction of WASA, Hyderabad.

 

*4700. SYEDA MARVI RASHDI: Will the Minister for Local Government be pleased to state:-

(a)   Is it a fact that CDGK has violated the Sindh Environmental Protection Agency’s laws while constructing a signal free corridor project along with Shahra-e-Faisal;

(b)   Is it also a fact that CDGK did not take any NOC from SEPA;

(c)    If answer to (a) & (b) above is in negative, conditions on which NOC was issued?

ANSWER

AGHA SIRAJ KHAN DURANI, Minister for Local Government:

(a)      The City District Government Karachi (CDGK) has not violated any law of the Sindh Environmental Protection Agency in construction of the Flyover at Tipu Sultan Intersection on Sharae Faisal under Signal Free Corridor-IV.

(b)      It is totally incorrect as a proper approval was granted by the Environmental Protection Agency, Government of Sindh vide letter No. EPA/2010/4/27/10/39, dated 28-07-2010.

(c)      As mentioned at (b) above, proper approval was granted by the SEPA vide letter No. EPA/2010/4/27/10/39, dated 28-07-2010, with the conditions that green belt on main Sharae Faisal be restored with appropriate plantation and landscaping, traffic diversion during construction, public guidance through electronic and print media especially on diversion, use of appropriate construction techniques, etc. all the conditions as instructed by the SEPA were taken care of. The project was completed and opened for traffic in April, 2011. The restoration of the green belt with appropriate plantation and landscaping is carried out accordingly.

 *4703. SYEDA MARVI RASHDI: Will the Minister for Local Government be pleased to state:-

(a)   Number of flood affecttes arrived at various relief camps established by the CDGK;

(b)   Number of IDPs accommodated & given aid by the Sindh Government?

 ANSWER

AGHA SIRAJ KHAN DURANI, Minister for Local Government:

(a)      A total number of 83,767 flood affectees/IDPs sheltered in Karachi as on 12-09-2010. Out of which 78,269 IDPs returned back to their homes till 01-04-2011.

(b)      Flood affectees/IDPs, listed below are still residing, sheltered at the following relief camps in Karachi:

 *4710. SYEDA MARVI RASHDI: Will the Minister for Local Government be pleased to state:-

(a)   Is it a fact that removal of illegal bus terminal in Lea market and adjoining areas despite their repeated attempts could not be vacated;

(b)   If answer to (a) above is in the affirmative, the reasons thereof?

ANSWER

AGHA SIRAJ KHAN DURANI, Minister for Local Government:

(a)      Since decades, bus for two routes is operated from Lea Market i.e. one for Balochistan and second for Interior Sindh.

In December, 2006, an Inter City Bus Terminal at most Yousuf Goth, Baldia Town on RCD Highway, was constructed/opened by the City District Government Karachi for different routes to Balochistan. All Quetta & Makran Bound Buses were shifted from the Lea Market and adjoining areas. However, the operators of Khuzdar Bound Buses are avoiding shifting to the bus terminal, despite the fact that booking offices had already been allocated to them since, 2006.

(b)      Despite serious efforts, Khuzdar Bound Buses are not shifted to the Inter City Bus Terminal, Yousuf Goth, Baldia Town and illegally operating from Lea Market and adjoining areas. Police has been requested for taking action against the violators. Honourable High Court of Sindh has also taken serious notice of the said illegal operation of buses and directed the law enforcing agencies to stop this. Operation of busses for interior Sindh from Lea Market, is also required to be shifted. But a present no Inter City Bus Terminal for these busses is available.

 

 *4722. SYEDA MARVI RASHDI: Will the Minister for Local Government be pleased to state:-

(a)   Whether it is a fact that there is a increase of in the water sewerage tariff by nine percent from 1st July, 2010;

(b)   If answer to (a) above is in the affirmative, whether it is justifying to over burden the poor people?

 ANSWER

AGHA SIRAJ KHAN DURANI, Minister for Local Government:

(a)      Yes.

It was decided in the 2nd meeting of Governing Body of Karachi Water and Sewerage Board, which was held in the year 2008 for revision of Tariff.

It is justified that the KW&SB is continuously serving the people of Karachi through uninterrupted provision of Water and Sanitation facilities on a very nominal rates.

(b)      In view of financial constraints of KW&SB, tariff increased in the best interest of Karachi Water and Sewerage Board as well as best interest of public to provide the better services by KW&SB to the residents of Karachi.

 *4724. SYEDA MARVI RASHDI: Will the Minister for Local Government be pleased to state:-

(a)   Is it a fact that Government has decided to reduce the number of floors and height of         47 storey I.T tower;

(b)   If answer to (a) above is the affirmative, the reasons thereof?

(a)      Government has not yet decided to reduce the number of floor and height of 47 storied       I.T Tower Complex.

 *4790. MR. ARIF MUSTAFA JATOI: Will the Minister for Local Government be pleased to state:-

(a)   Is it a fact that the entire parking lot in front of plot BC 6 and BC 7 in block 5 KDA scheme No.5 on main Clifton Road has been converted in to a restaurant despite the tall claims of the department on removing encroachments;

(b)   If answer to (a) above is in the affirmative, the reasons thereof?

 ANSWER

AGHA SIRAJ KHAN DURANI, Minister for Local Government:

(a)      Yes. some portion of parking lot in front of Plot BC-6 and BC-7 in Block-5, Scheme-5, Clifton, Karachi, has been given on temporary rent for night sitting (hotel) by the Town Municipal Administration (Saddar) without causing any obstruction in the flow of traffic and the movement of pedestrian during temporary sitting after sun-set.

(b)      To increase income of Town Municipal Administration, Saddar, Karachi.

*5041. SYED KHALID AHMED: Will the Minister for Local Government be pleased to state:-

Time by when the water supply project K-IV is expected to start alongwith hinderances on the way of the project?

The K-IV Project may take upto five years to complete i.e. by the year 2015.

Ø  The following hinderances on the way of the project:-

Ø  The request for allocating additional 1200 cusecs of water for Karachi has been turned down by the IRSA and advised KW&SB to acquire additional quota of water for Karachi from Sindh’s share of water.

Ø  The PC-I of Phase-I K-IV Project has already been forwarded to the Government of Sindh for consideration and onward placement to the ECNEC for approval.

Ø  A 1000 ft right of way has been proposed for the construction of three phases of K-IV Project and beyond which has to be acquired from the Board of Revenue, after accessing the current status of land.

(a)   Is it a fact that due to non-availability of funds the facility of Angiography and Angioplasty in Karachi Institute of Heart Disease running under City District Government has been closed’

(b)   If answer to (a) above is in the affirmative, the details thereof?

Angiography and Angioplasty facility is continuously provided at the Karachi Institute of Heart Diseases (KIHD). Due to technical reasons, the machine remains out of order only in the month of February, 2011. The supplier company, responsible for repair, immediately arranged parts from abroad. With the repair/re-commissioning of the machine, patients are regularly availing the facility at Karachi Institute of Heart Diseases (KIHD).

Number of percent of the amount allocated in this year as has been utilized on the drainage project S-III?

 ANSWER

AGHA SIRAJ KHAN DURANI, Minister for Local Government:

The original PC-I of S-III Project was approved at a cost of Rs.7982 million by ECNEC on  19th September, 2007, on cost sharing of 50:50 between Government of Pakistan and Government of Sindh (based on 2006 prices). The Hon’ble President of Pakistan, decided in a meeting which held on 28 and 29th May, 2009 at Karachi that the Project cost shall be shared equally among the Government of Pakistan, Government of Sindh and KPT @ 33.33% by each.

The cost of the S-III Project is likely to be increased to approximately Rs. 16 billion (PC-I be revised) as the committed project financing as per approved PC-I was not made for the last four years.

(a)   Is it a fact that the repair work of main Eidgah of Kotri City has not been completed in three years;

(b)   If answer to (a) above is in the affirmative, the reasons thereof?

(a)      The scheme “Construction of Eidgah at Kotri City, Union Council Kotri” was administratively approved for plinth area of 3600 sq. ft against the total area consisting over 38000 sq. ft. i.e. Main Building, Courtyard Flooring and Construction of Wazo Khana and Overhead Tank.

While scheme taken into hand for execution, as per demand of Noteables of the vicinity and as per site requirement, whole the area measuring 38000 sq. ft provided Earth Filling above the road level, affected the cost of construction funds thereof provided by the District Government, Jamshoro amounting to Rs. 2.975 million during the year 2007-08.

It is also mention that while taking into construction of piece of 120 Rft of Compound Wall measuring to 600 Rft has been reconstructed, which is also a factor to increase cost of construction.

However, out of the balance funds some work done at Mahrab of the Eidgah. 3000 sq. ft marble flooring laid in the ground instead of estimated provision of 567 sq. ft. Thus scheme is incomplete for want of its revision and availability of additional funds.

The names of former Nazims of Dadu district against whom corruption cases are registered alongwith the details of corruption charges against each?

An enquiry was initiated against Mr. Nabi Bux Lund alias Naban Khan, fromer taluka Nazim, Taluka Municipal Administration, Dadu on the orders passed by the Honourable Chief Minister Sindh (Annexure-I) on the serious charges made by the EX-Councilors of defunct TMA, Dadu. In this regard, Mr. Nabi Bux Lund alias Naban Khan, Former taluka Nazim, Taluka Municipal Administration, Dadu was suspended on 25-11-2008 (Annexure-II). An enquiry was initiated on the charges of malpractices, irregularities and corruption leveled against him (Annexure-III). The Enquiry Officers furnished their facts and finding report that Mr. Nabi Bux Lund, may be removed from the post of taluka Nazim, Dadu.     (Annexure-IV). In the light of enquiry report, Mr. Nabi Bux Khan alias Naban Khan Lund (under suspension), has removed from the post of taluka Nazim, taluka Municipal Administration, Dadu (Annexure-V).

Name/number of coastal picnic places existing in Karachi alongwith the number of people usually visit the said places?

There are three main Picnic Points in the coastal belt of Karachi:-

·            Kannup Point

·            Sandspit (Cantonment Board)

·            Sunehra Beach (End of KMC limit)

·            Mubarak Village (End of Karachi limit)

·            Keamari

 Approximately One Hundred Thousand visitors, visits the above mentioned Picnic Points/ Beaches during Holidays or weekly basis.

(a)   Is it a fact that the Civic Center Building of City Government Head Office is in dangerous condition as the heads of various branches have encroached their offices there and new constructions have also been made;

(b)   If answer to (a) above be in the affirmative, the steps taken by the government in this regard?

AGHA SIRAJ KHAN DURANI, Minister for Local Government:

(a)      The Civic Centre Building was constructed for the officers/officials of KDA. On promulgation of SLGO-2001 and declaring the Civic Centre as head office of the City District Government Karachi, various departments i.e. Education, Works and Services, Health, Transport, Finance, Community Development, Municipal Services etc. have been shifted from KMC head office.

Due to adjustment of the officers/official of the above offices, some construction work has been made in Civic Centre. However, it does not mean that encroachments are there.

It is further said that the building is not in dangerous condition.

(a)   Is it a fact that the Karachi Water and Sewerage Board has decided to privatize 22 hydrants;

(a)      It is a fact that KBCA has been renamed as Sindh Building Control Authority (SBCA) under Section-1(12) of Sindh Building Control Ordinance-1979 and its jurisdiction has also been extended throughout the Sindh Province (Annexure, I & II) placed on the table of the House.
