(a)   Is it a fact that some projects of culture development were introduced in district Khairpur and Sukkur during last three financial years;

(b)   If answer to (a) above be in the affirmative, the details thereof including location and expenditure incurred?

 ANSWER

MS. SASSUI PALIJO, Minister for Culture:

(a)      Eight development schemes have been implemented/launched during last three financial years (i.e 2009-2010, 2010-11 and 2011-12 by Culture Department in District Khairpur and Sukkur.

(b)      The details are:-

(i)           Establishment of Makhdoom Khuhra Museum & Makhdoom Abdul Rehman Shaheed Public Library at Dargah Makhdoom Khuhra Taluka Gambat, District Khairpur.

(ii)          Establishment of Pir Sibghatullah Shah Rashdi (Shaheed Sooriya Badshah) Public Library at Pir-jo-Goth, Khairpur.

(iii)        Rehabilitation of Sachal Academy at Khairpur.

(iv)         Establishment of Mohtarma Benazir Bhutto Shaheed Open Air Theatre at Khairpur.

(v)          Rehabilitation of Sachal Saramat Library, Khairpur.

(vi)         Construction of Sachal Complex at Draza Sharif, District Khairpur.

(vii)       Extension and Rehabilitation of Masoom Shah Library at Sukkur.

(viii)     Establishment of Mohtarma Benazir Bhutto Shaheed Culture Complex at Sukkur.

Number of cultural complex schemes introduced during 2010-2011?

 ANSWER

MS. SASSUI PALIJO, Minister for Culture:

No ADP project of Cultural Complex was introduced during the year 2010-11. However, five ADP schemes for establishment of nine Cultural Complexes were introduced by Culture Department at various places in Sindh before and after the FY 2010-11. Details are given below:-

1.      Construction of Scahal Complex at Daraza Sharif District Khairpur. (Revised)

2.      Establishment of Cultural Complex at Mirpur Khas. (under Revision)

3.      Cultural Complexes at Tando Allahyar and Sukkur.

4.      Establishment of Cultural Complex in Sindh (Phase-II) Thatta, Sanghar, Umerkot and Shaheed Benazir abad.

5.      Establishment of Cultural Complex & Model Library at North Nazimabad Town Karachi.

 Note: Scheme ADP No. 1470 at Sr. No. 2 was completed in June, 2011.

Beside, seven Cultural centres at various towns of Sindh for protection and promotion of cultural heritage of Hindus and other communities have been introduced and their foundation stones laid, recently.

*5766. MS. ZAREEN MAJEED: Will the Minister for Culture be pleased to state:-

Detail/number of the museums constructed/promoted under the execution of the Culture Department during 2010-11?

 ANSWER

MS. SASSUI PALIJO, Minister for Culture:

Following museums have been conceived, planned and launched by Culture Department in FY 2010-11:-

(i)     Moomal Ji Maari Museum, District Ghotki@ Mirpur Mathelo. (inaugurated in 2010)

(ii)    Establishment of Shaheed Benazir Bhutto Museum at Sir Shahnawaz Bhutto Library at Larkana, (being inaugurated on 01-03-2013).

(iii)  Establishment of Mithi Museum at Mithi. (being inaugurated on 06-03-2013)

(iv)   Establishment of Makhdoom Khuhra Museum & Library at Dargah Makhdoom Khuhra, Taluka Gambat, District Khairpur.

(v)    Additional of new galleries in Sindh Museum, Hyderabad.

 It is clarified that civil works (construction of buildings, etc.) of development schemes are carried out by Works & Service Department. However, Culture Department, being sponsoring Agency and owner of these projects closely coordinates and monitors the progress of these projects.

 *5859. MS. NUSRAT SEHER ABBASI: Will the Minister for Culture be pleased to state:-

(a)   Is it a fact that the archaeological remains of the hills of “Seeraj Kafir” exist at the distance of 04 k.ms from Kot Diji, 02 kms from Dargah of Aabhan Shah and near the Dargah of Chattan Shah Bukhari at the height of 200 fts and the same is deteriorating;

(b)   If answer to (a) above be in the affirmative, the steps being taken to save the said relics?

 ANSWER

MS. SASSUI PALIJO, Minister for Culture:

(a)      It is correct that archaeological remains of “Seeraj Kafir also known as “Seeraj Waro Takkar” are situated near Ubbhan Shah in Taluka Kot “Diji, District Khairpur. The Site was discovered by the Exploration and Excavation Branch of Culture Department in 1996. The site has a range of time scale between late Harappan to early historic period (2200 BC-1300 AD). The Archaeological Site does not have any threat at present. However, in order to ensure its protection and preservation, the site is being declared as a Protected Heritage under the provisions of Sindh Cultural Heritage (Preservation) Act, 1994.

(b)   Subject to availability of funds, the Exploration and Excavation Branch of Culture Department, Government of Sindh, will carry out archaeological excavations of the site to un-earth the hidden history of this Site.

Step taken by government to promote culture activities in district Khairpur during period 2008-2010?

 ANSWER

Yes, Culture Department, Government of Sindh has taken steps to promote the cultural activities in Khairpur district during the period of 2008-2010. Following programmes/ activities were celebrated:-

 Year 2008

1.    Annual Urs of Hazrat Sachal Sarmast.

2.    Sachal Sarmast Adabi Conference.

 

Year 2009

1.    Annual Urs of Hazrat Sachal Sarmast.

2.    Inauguration of Mohtarma Benazir Bhutto Shaheed Open Air Theatre at Khairpur.

3.    Musical Programme & Dates Festival.

4.    27th Death Anniversary of Dr. Atta Muhammad Hami at Soho Kanasra.

Year 2010

1.    Inauguration of the renovated Sachal Sarmsat Library, Khairpur.

2.    28th Death Anniversary of Dr. Atta Muhammad Hami, at Soho Kansara.

3.    Shaikh Ayaz Quomi Adabi Conference.

4.    A MoU was signed with UNESCO on heritage and trainings on Kot Diji and other parts of Sindh.

5.    Rs. 2.00 million were given for archaeological site of Lakhian-jo-Daro, district Sukkur, through Shah Abdul Latif University, Khairpur.

 Khairpur is an important and historical district, where cultural programmes are regularly held by Culture Department, either directly or in collaboration with local organizations.

 *6131. MS. NUSRAT SEHER ABBASI: Will the Minister for Culture be pleased to state:-

Historical buildings existing in Karachi which are in deplorable condition as well as the steps being taken by the government for the same?

 ANSWER

MS. SASSUI PALIJO, Minister for Culture:

There are several hundred buildings existing in Karachi, which are in real state of ‘dis-repair’. Many of these are listed and more are in process of identification and assessment for enlistment under Sindh Cultural Heritage (Preservation) Act, 1994. The reasons behind band shape of the buildings are different, the major one of which is market pressure of commercialization and the other multiple ownerships of the old buildings. Sindh Government is looking into the Buildings Regulations to suggest appropriate changes for reducing commercial pressure and it is also examining the Evacuee Trust Properties Laws to mitigate the negative effects of multiple ownership of the old buildings.

Government of Sindh in certain cases has, in the past, maintained important buildings and it is also undertaking various works on other such buildings, to bring these to a good condition, as is required. To exemplify, rehabilitative works are being carried out on the following buildings:-

1.    Edward House.

2.    Board of Revenue Building.

3.    Free Masons Lodge

4.    Old Mitharam Hostel

5.    Old Principal House (DG College)

6.    Frere Hall.

(a)   Is it a fact that a public Library has been established at district Matiari;

(b)   If answer to (a) above is in the affirmative, the amount spent on it?

 ANSWER

MS. SASSUI PALIJO, Minister for Culture:

(a)      Yes. A development scheme titled “Establishment of Public Library at Matiari” had been conceived, planned and launched by Culture Department. The library building, along with a Community Hall, has been completed. The Public Library at Matiari tilted “Zulfikar Ali Bhutto Shaheed Public Library” and Community Hall titled “Makhdoom Talibul Maula community Hall, Matiari” were inaugurated on 5th January, 2013, on the occasion of Birthday of Shaheed-e- Awam Zulfikar Ali Bhutto. Hundreds of local youth, both boys and girls, the notables of the area and elected representatives participated and expressed enthusiasm and motivation for these two projects.

(b)      The amount of Rs. 33.323 million was spent on the project.

District-wise detail/number of craft museums established till today?

 ANSWER

MS. SASSUI PALIJO, Minister for Culture:

The Folk-Craft Museums which are working under control of the Culture Department.

1.    The Sindh Provincial Museum, Hyderabad.

2.      The Folk-Craft Museum at Sehwan.

3.      The Folk-Craft Museum at Mithi (under construction).

4.      The Laar Museum at Badin (being provincialized)

5.      The Craft Museum at District Mirpurkhas (final stage).

6.      Shah Latif Museum at Bhitshah.

7.      Moomal Ji Maari Museum.

Besides, in ongoing ADP schemes, there are six Cultural Complexes and seven Cultural Centres being established in different cities of Sindh. each Complex/Centre has a component for Folk Craft Museum.

 *6383. MS. FARHEEN MUGHAL: Will the Minister for Culture be pleased to state:-

Steps taken by the government for the welfare of famous, poor and deserving Artists, Poets and Writers of the province?

 ANSWER

MS. SASSUI PALIJO, Minister for Culture:

During the present government (2008-2013), Culture Department, Government of Sindh, has taken a lead in introducing various initaitves for the welfare of deserving writers, poets and artists.

An “Endowment Fund” has been created since, 2010-11 for the assistance of needy writers, poets and artists. So far 650 have received financial assistance from the said fund in last    22 months. The cumulative amount of assistance in Rs. 47.00 million. There existed “Legends Trust Fund” under Governor Sindh established during the previous regime.

However, the said fund had very strict criteria whereby most of the folk artists and poets were excluded. Beside, a limited number of “Legends” were given monthly stipends, while vast majority of writers, poets and artists were not reaping benefits of the Legends Trust Fund.

The initiative introduced by Culture Department is reaching to all deserving and needy beneficiaries throughout the province. it is novel and unparallel in other province of Pakistan and even abroad.

Regular monthly stipends are given to the deserving artists, writers and poets since many years. During the present Government the total allocated amount of Rs. 4 million per annum (Financial Year 2007-08) has been increased to Rs. 20 million per annum (financial year 2011-12). In the year 2007-08 only 350 received Rs. 1500 per month, while in 2011-12,    626 got Rs. 30,000/- per year.

(a)   Is it a fact that the Culture Department has been successful to promote art, music, culture etc. in the province;

(b)   If answer to (a) above be in the affirmative, the details thereof?

 ANSWER

MS. SASSUI PALIJO, Minister for Culture:

(a)   Yes.

(b)   Promotion of Art is the prime responsibility of Culture Department. In order to fulfill its duty effectively, the department has been arranging fascinating and colorful cultural programmes round the year, throughout the province of Sindh as well as beyond. Such events not only facilitate promotion of music and performing art but also provide an opportunity to expose the colors of amazing culture of Sindh to the people of the Province, the citizens of Pakistan, belonging to other provinces, as well as the foreigners residing in or visiting Pakistan. Besides, the department is providing opportunities to the artists, poets, writers and intellectuals to set up and flourish ‘arts councils’ and ‘music schools’ in various districts of Sindh.

The department achieved remarkable success in arranging over 400 cultural programmes in five years (2008-2013), as against only 70 programmes held in five years, prior to 2008. Most of these events included both vocal and instrumental music performances and other cultural activities.

 

The major cultural events include:-

i.    Music Programme on three evenings (every year) during the Annual Urs of Hazrat Shah Abdul Latif Bhittai.

ii.   Establishment of Cultural Village/Exhibition (every year) at Bhit Shah.

iii.  Music Programmes during the annual Urs of Sachal Sarmast and Qalandar Shahbaz at Daraza Sharif and Sehwan, with the collaboration of Local Mela Committees.

iv.  Sughar Conferences at the occasion of Annual Urs of the great Sufis/Poets-  Shah Latif Bhittai, Qalandar Shahbaz and Sachal Sarmast.

v.   Marvi Cultural Festival in Tharparkar.

vi.  Cultural Programmes in memory of Bhaghat Kanwar Ram and Master Chandar.

vii. Condolence References in memory of Mehdi Hassan, Moin Akhtar, Tajal Bewas, Hassan Dars, Allan Faqir, Mai Bhaghi and other leading personalities.

viii. Cultural (Music) Programmes in memory of Faiz Ahmed Faiz and Shaikh Ayaz.

(a)   Is it a fact that the department is providing financial assistance to needy and deserving artists;

(a)   Is it a fact that no publications are produced by the government on the culture of the province or its history;

(b)   If answer to (a) above be in the affirmative, the reasons thereof?

 ANSWER

MS. SASSUI PALIJO, Minister for Culture:

No it is incorrect in fact the Culture department has played instrumental role in promotion of literature. This includes publication of books on art, literature, history languages, culture and related disciplines and organization of international/national level literary conferences.

Publication of books on art, literature, history, language, culture and other related disciplines, has been the top priority area of the department, in last five years. The department had been pursuing this agenda with the variety of objectives including protection and promotion of the language, history and cultural heritage of Sindh; support and encouragement of the scholars, intellectuals, writers and poets of the province; and to further enrich the robust literature of Sindh/Sindhi Language. The milestones achieved by Culture Department in publication of books, during the present regime (2008-13), even surpassed the performance achieved by the department in four decades (1967-2007). During five years, 153 books have been published in Sindhi, Urdu, English and other languages and another 60 books in various stages of publication. On the other hand, only 135 books were published by the department and its affiliates in forty years, since, 1967.

(a)   Is it a fact that a Provincial Censor Board is being setup;

(b)   If answer to (a) above be in the affirmative, the composition and T.O.R of the same?

 ANSWER

MS. SASSUI PALIJO, Minister for Culture:

(a)   It is a fact that after devolution (2011) of Sindh Chapter of Federal Board of Film Censors, Culture Department, prepared a bill which was enacted unanimously by Sindh Assembly as “Sindh Motion Pictures Act, 2011” and was notified in 2012.

(b)   Under the new law, Sindh Board of Film Censors will be constituted very soon. It will comprise of a Chairman and not less than five members. It shall be responsible to:-

(i)   Sanction a film for unrestricted public exhibition, or

(ii)  Sanction a film for restricted public exhibition, or

(iii) Refuse to sanction a film for public exhibition.

(a)   Is it a fact that several hundred sites have been notified as “protected heritage” in district Shikarpur;

(b)   If answer to (a) above be in the affirmative, the details thereof?

 ANSWER

MS. SASSUI PALIJO, Minister for Culture:

(a)   It is a fact that 1203 heritage buildings/sites of Shikarpur have been notified as protected heritage under the provisions Sindh Cultural Heritage (Preservation) Act, 1994.

(b)   Shikarpur was the erstwhile “Paris of Sindh” and had remained as one of the three districts in Sindh, besides Hyderabad and Karachi, from 1846 to 1886. It is a historical city and carries with itself the history, culture and heritage of Sindh.

The historic city of Shikarpur, Sindh was notified in 1998 as protected heritage under Sindh Cultural Heritage (Preservation) Act, 1994. The notification, however, did not mention any property specifically. This had led to an ambiguity and indiscriminate demolition of historic structures within the city. The rapid pace of demolitions is verified by the figures of 2011 verification and re-survey, which confirms demolition of 150 heritage properties.

On the assignment given by Culture Department, Heritage Cell – Department of Architecture and Planning NED University of Engineering & Technology, Karachi, in 2007 undertook a comprehensive inventory, documentation and mapping. A total of 1203 properties were identified for inclusion in the compiled heritage inventory of Shikarpur including 1175 buildings, 12 open spaces and 16 urban elements. All these heritage sites were finally notified as protected heritage on 21-03-2012. The notification was duly publicized in leading newspapers (i.e. Daily Dawn, Kawish and Express Tribune) in March, 2012, and was formally published in Sindh Government Official Gazette in April, 2012

As per the Sindh Cultural Heritage (Preservation) Act, 1994, any preservation, conservation, modification or alteration in these buildings will have to be approved by the Advisory Committee for Culture Heritage, Government of Sindh, Culture Department, Government of Sindh provides Secretariat Services to the said committee.

It is pertinent to mention that there is a comprehensive quantifiable criteria, duly approved by the Advisory Committee of Government of Sindh, on ‘heritage’, for ‘listing’ and ‘delisting’ of the heritage properties in the province. Accordingly, the historical, architectural and national importance of the heritage premises is ‘quantified, and after crossing a specific threshold, the property is declared as ‘protected heritage’
