Detail of “Anti-Encroachment Directorate” and how this force handling the rising number of land grabbing in Karachi alongwith its criteria and terms & conditions?
ANSWER
JAM MEHTAB HUSSAIN DAHAR, Minister for Revenue:
The Government of Sindh has promulgated. The Sindh Public property (Removal of Encroachment) Act, 2010 to remove encroachment from public properties in the province of Sindh.
The Anti Encroachment force headed by S.P has been created in Karachi District. All the EDO/(Rev) of each district has been designated as director in each district except Karachi where Additional Executive District Officer has been designated as Director for Karachi.
The force established under this act are handling the rising number of land grabbing in Karachi by lodging FIR, inquire into and investigate and prosecute all offenders relating to encroachment and retrieve possession from the encroachers and trespassers.

(a) Is it fact that government has planned to establish new city Zulfiqarabad near the coastal belt of Thatta;
(b) Is it also a fact that government has started to give land to local, foreign private investors and developers for infrastructure of said new city;
(c) If answer to (a) & (b) above be in the affirmative, the details thereof?
ANSWER
JAM MEHTAB HUSSAIN DAHAR, Minister for Revenue:The Government of Sindh pursing the directives of Honorable President of Pakistan has planned to establish a new city Zulfikarabad in the Coastal area of District Thatta.
For this purpose Zulfikarabad Development Authority has been established through an Ordinance promulgated on 16th July, 2010. The Sindh Government has also established Sindh Land Management and Development Company under the Companies Ordinance, 1984 for the purposes of establishment of the city and land management.
The Government of Sindh has reserved 3,28,410.6 acres of state land of four Taluka’s of District Thatta i.e. Jati (281742), Shah Bandar (8782.03) Keti Boundar (1088.29), and Kharochhan, (367968.36) more over the above mentioned state land has been transferred to Sindh Land Management Development and Company (SLMDC) by Board of Revenue Government of Sindh.
(a) The BOR has made available an area of 328,4106 acres of State Land in the four Coastal Taluka i.e. Jati (281742), Shah Bandar (8782.03) Keti Boundar (1088.29) and Kharochhan (367968.36).
The State Land has been transferred to Sindh Land Management Development Company SLMDC has been given the task by the Sindh Government to call for international EOI for the Planning & Development of Zulfikarabad as joint venture on Public, Private Partnership (PPP) Basis.
As yet no land has been committed to any local or foreign entity for development of infrastructure for the new city. The process of planning and development will only start after the selection of the developers by SLMDC.

Definition/detail of LARMIS alongwith detail of its benefits?

Definition of LARMIS:
LARMIS stands for “Land Administration and Revenue Management Information System”. It is a project initiated by the Government of Sindh in Reforms Wing of the Board of Revenue Sindh with the objectives to develop a computerized database of all revenue records and transactions taking place in all Departments of the Board of Revenue Sindh. It also aims at developing a customized software for the system which may enable the B.O.R administration to exercise better control and be able to generate variety of reports and analyzing and updating the data, with specific emphasis on ownership title and land utilization.
DETAILS OF LARMIS PROJECT:
i. The Project namely Computerization & Establishment of Land Administration & Revenue Management Information System (LARMIS) was approved as an ADP ongoing Scheme in ADP 2008-2009 with initial estimated cost of Rs. 921.812 Million, duly approved by PDWP. Finance Department has released Rs. 100.00 million for FY 2009-10 and allocated Rs. 40 M for 2010-11. The project formally started in 2nd Qtr of 2009-10.
ii. Following specific objectives will be achieved through this project:
a. Maintenance of Record of Rights (Ownership Title) through Electronic Documentation,
b. Computerization and Generation of all Revenue/Village Forms, Taluka Forms and District Forms;
c. Execution of efficient mutation process,
d. Database to provide means for effective planning and accurate taxation,
e. Database to provide reliable mode of information to help resolve land dispute as well as making provision for a real-time updating of record,
f. Improvement in Land Record service delivery and transparency,
g. Sharing of information electronically among the all stakeholders and provision of prescribed information on website,
h. Support agriculture credit system and provide investment opportunities to Banking Sector,
i. Development of a Customized Software and a database (LARMIS) linked with the land GIS and its integration with the digitizing of land cadastre under directorate of survey & settlement to meet the requirement of all districts with specific emphasis on ownership title,
j. Institutional Development and Capacity Building, of Revenue officers/officials under HRD plan and create public awareness.
iii. The following strategy plan has been devised to execute the Program:
1. Phase-I, System Study Phase and Integrated Pilot: It is envisaged that the outsourcing Consultant, after having System Study Phase, would carryout a representative integrated pilot in Karachi, in 12-18 months, having full features of the entire scheme including but not limited to LARMIS, GIS, and interfaces with Registration Units. BOR has selected ex-District Malir and parts of ex-District South (City Survey Areas) for carrying out an integrated pilot. Areas falling in other land controlling agencies (other than BOR/GOS) e.g. Cantonments, DHA, KPT etc shall also be accounted for in the land database.
2. Expansion/Implementation Strategy beyond pilot: After the completion of an integrated pilot, the BOR would enter in next phase of implementation. Outcomes under Pilot would determine parameters for future strategy of BOR as regards implementation and phasing strategy of LARMIS. Nonetheless, efforts would be made to accomplish the task within 03-04 years.
iv. A Project Management Unit, under direct supervision of Member (R&S) and Senior Member, BOR, has been established which is responsible for planning, coordination, and implementation of the larger project of computerization of land records and establishment of a comprehensive and exhaustive database of land record in Sindh as well as to keep it synchronized with other two important projects of Establishing GIS and Preservation of revenue record & Revamping of Survey Settlement department.
v. The District Government concerned at District level and the R&S Wing B.O.R Sindh at the Provincial level would be responsible for operation and maintenance of the Project.
BENEFITS OF THE LARMIS PROJECT:
Complex manual record keeping system has developed inaccuracies over the time resulting in difficulties in obtaining land title, cumbersome mutation process, inaccessibility of record to the stakeholders, land owners, Banks, judicial offices, etc. and delay in the disposal of land based disputes resolutions and civil litigations. LARMIS Project once executed is expected to yield the following benefits for the Revenue administration system:
This project is mandated to develop an exhaustive database of the whole revenue and land record, covering its ownership, utilization information, tax assessment & collection and issuance of fardi, ghat wadh and mutations in all the districts in Sindh. Such database to be connected with all the 121 taluka cells (Information Kiosks), 23 district cells and the main servers at Provincial HQ of BoR. This database is to act as the backbone for the GIS component developed separately.
· The proposed system aims to establish a one window operation in revenue administration, as any applicant will be moving his application for issuance of any certificate or recording any change in the record of right, through information kiosk established in every Taluka all over Sindh. A web based system would enable a common man or a farmer having access to required information without any hassle. The system would also have the provision to cater to the need of Banks and Courts in adjudicating matters raised before it in litigations as these would be able to get the verification of all record by having the required access to the database.
· The transparency so introduced would alleviate the monopoly and restriction over land & revenue information and reduce the occurrences of encroachment over government land and property. The facilitation to Banks would help genuine farmers obtain loans against verifiable collaterals. The rural community in general would benefit from the proposed computerization more as it would enhance the authenticity of their land asset records, which would help alleviate rural poverty with an improved access of financial resources to the community through financial institutions.

(a) Board of Revenue is the highest court of Revenue appeals, with the result, the Litigations with regard to Lands of entire Sindh are heard and decided by the Members of the Board of Revenue under Land Revenue Laws. Hence, presently as many 1645 cases pertain to all districts are being heard by the Learned Members fixing the dates for hearing for disposal on merit in accordance with law.
(b) Nil.

(a) No. it is not fact that the survey work Gothabad scheme has been started in the entire province.
The survey work is being carried out for District Hyderabad, in compliance of directives of the Honorable Chief Minister Sindh who has been pleased to constitute a committee for regularization of district Hyderabad with the following composition:- 1. Mr. Amir Ali Shah Jamote (MNA), Chairman.
2. Mr. Zahid Ali Bhurgri Minister/Member.
3. Mr. Ghulam Ali Shah Pasha Senior Member Board of Revenue/Revenue.
4. Mr. Sabhago Khan Jatoi member (Gothabad).
Chairman of the committee and Minister for fisheries got the funds approved by the Chief Minister Sindh for conducting survey of village of District Hyderabad. However, during the next financial year remaining Districts of Sindh Province shall be considered for survey and regularization of work, depending on the available of funds.

*6045. MS. NUSRAT SEHER ABBASI: Will the Minister for Revenue be pleased to state:-
(a) Is it a fact that new entry alongwith or correction of the record burnt at district Dadu in 2007 could not so far been made upto 2011;
(b) Is it also a fact that the post of City Surveyor is still vacant for three years;
(c) If answer to (a) & (b) above be in the affirmative, the reasons thereof?
ANSWER
JAM MEHTAB HUSSAIN DAHAR, Minister for Revenue:
(a) The Assistant Commissioner Dadu and Assistant Commissioner Johi have already been notified as Enquiry Officers for reconstruction of Record of Right, burnt due to Assassination of Mohtarma Benazir Bhutto on 27th December, 2007, the work is under process.
(b) Yes. The post of City Surveyor is vacant since last three years.
Mr. Arshad Ahmed Ghallo, City Surveyor, Mehar has been assigned the Additional Charge of City Survey Office Dadu.
(c) The Director Settlement Survey & Land Records Sindh, Hyderabad vide his letter dated 16-01-2012 has reported that there is shortage of City Surveyors and several posts are lying vacant, their cases for promotion has been placed before the DPC which will be held shortly.
