VII.       CONSIDERATION OF THE FOLLOWING PRIVATE BILLS AS CONTEMPLATED UNDER RULE 84 OF THE RULES OF PROCEDURE OF PROVINCIAL ASSEMBLY OF SINDH:-

 

1.     Bill No. 14 of 2009-The Sindh Elimination of Copy Culture and Cheating in Examinations Bill, 2009; given notice of by Ms. Humera Alwani, MPA.

 

2.     Bill No. 15 of 2009- The Control of Mainpuri and Gutka Bill, 2009; given notice of by Ms. Humera Alwani, MPA.

 

VIII.     AMENDMENTS IN THE RULES OF PROCEDURE AS CONTEMPLATED BY SUB-RULE 4(A) AND SUB-RULE (1) OF RULE 217 OF THE RULES OF PROCEDURE:

 

1.   Motion for leave to introduce the amendments in the Rules of Procedure of the Provincial Assembly of Sindh; given notice of by Mr. Arif Mustafa Jatoi, MPA.

 

IX.        PRIVATE MOTIONS:

1. Motion No. 70; given notice of by Syed Khalid Ahmed, MPA regarding meeting of the Standing Committee on Works and Services be called to discuss about reconstruction of roads and reallocation of funds after flood in Province of Sindh.

 

2. Motion No. 79; given notice of by Ms. Heer Soho, MPA regarding to take necessary measures like fixing the time for heavy duty vehicles, prohibiting parking on roadsides and driving without licence.

 

3. Motion No. 164; given notice of by Ms. Nusrat Bano Seher Abbasi, MPA regarding to establish Intensive Care Units (ICU) and Coronary Care Units (CCU) at every Taluka and District Headquater Hospitals in the Province of Sindh.

 

4. Motion No. 80; given notice of by Mr. Muhammad Muzammil Qureshi, MPA regarding to take necessary measures like fixing the time for heavy duty vehicles, prohibiting parking on roadsides and driving without licence.

 

5. Motion No. 44; given notice of by Mr. Nadeem Ahmed Bhutto, MPA regarding to revise the recruitment procedure in the Private Security Companies which is defective with the result that many guards employed by some companies were involved in Bank robberies and other crimes.

Summary of Proceedings

Provincial Assembly of Sindh in its sitting held on Thursday, the 10th March, 2011 has unanimously passed the following Resolution moved by Ms. Aisha Khoso, MPA:-

 

This Assembly resolves that a Special Committee comprising a Women Legislators of this Assembly Eminent Lady Social Workers and Legal Experts be constituted to study the root causes of all categories of Domestic Violence being inflicted upon the Women and suggest remedial steps to overcome this serious problem.

Provincial Assembly of Sindh in its sitting held on Thursday, the 10th March, 2011 has unanimously passed the following Resolution moved by Mr. Anwar Ahmed Khan Mahar, MPA:-

 

This Assembly is of the opinion that the Culture Department, Government of Sindh may establish an Institution in Karachi like the Institute of Sindhology Jamshoro for the promotion of the Culture of Sindh.

Fourteen Government / Private Law Colleges have been established in the Province of Sindh as mentioned below:-

 

1.    S.M Government Law College, Karachi.

2.    Islamia Government Law College, Karachi.

3.    Government Law College, Hyderabad.

4.    Government Jinnah Law College, Hyderabad.

5.    Government Pir Ellahi Bux Law College, Dadu.

6.    Quaid-e-Azam Law College, Nawabshah (Shaheed Benazirabad).

7.    Mirpurkhas Law College, Mirpurkhas.

8.    Government Law College, Khairpur.

9.    Government A.B.D Law College, Sukkur.

Whether it is a fact that the criteria for promotion in the criminal prosecution services does not include conviction rate of the officer?

 

ANSWER

MR. MUHAMMAD AYAZ SOOMRO, Minister for Law & Parliamentary Affairs:

Yes. According to the notified Recruitment Rules, the promotion of various categories of Prosecutors to the higher posts is to be made on seniority-cum-fitness basis and performance of the eligible Prosecutors is also to be taken into consideration by the Department Promotion Committee at the time of consideration of promotion.

Total funds/other items received by the department under the “Access to Justice” program during 1st July, 2008 to-date and where they were utilized?

The funds released by the Finance Department under Access to Justice Program from         1st July, 2008 to-date, which is as under:-

(b)   If answer to (a) above be in the affirmative, changes being brought in the arbitration           Act, 1940?

MR. MUHAMMAD AYAZ SOOMRO, Minister for Law & Parliamentary Affairs:

(a)      Affirmative.

(b)      On abolition of concurrent Legislative list several laws have become the Provincial Laws, as soon as the proposals are received from all the Administrative Departments the necessary amendments will be carried out in all the laws in due course of time.
