Summary of Proceedings

Provincial Assembly of Sindh in its sitting held on Monday, the 7th March, 2011 has unanimously carried the following Motion moved by Mr. Amanullah Khan Masood, MPA and Mr. Fayaz Ali Butt, MPA:-

 

This Assembly strongly condemned the act of Mir Ibrahim the CEO of Geo Super in which he threatened and misbehaved with the lawyer in the Supreme Court of Pakistan.

*2285. MS. HEER ISMAIL SOHO: Will the Minister for Agriculture be pleased to state:-

(a)   Number of Sugar Mills exist in the province alongwith number of sugar mills run and number of days running during 2008-09;

(b)   Number of sugar mills alongwith number of days they crushed during last five years?

 

ANSWER

SYED ALI NAWAZ SHAH, Minister for Agriculture:

(a)      There are 32 sugar mills exist in the province out of which 31 sugar mills were in operation during the crushing season 2008-09.

Details of equipment/machinery currently installed/lying at Sindh Seed Corporation, Sakrand alongwith year of manufacture/ country of origin?

 

ANSWER

SYED ALI NAWAZ SHAH, Minister for Agriculture:

No any equipment/machinery has currently been installed at Sindh Seed Corporation Sakarand.

However, following equipment/machinery were originaly installed/lying at SSC as per details given below:-

*3458. MS. BILQUEES MUKHTAR: Will the Minister for Agriculture be pleased to state:-

(a)   Is it a fact that sufficient quality of standard seed for paddy/wheat crop is available for the year 2010-2011 in the Province;

(b)   If answer to (a) above be in the affirmative, the details therefor?

 

ANSWER

SYED ALI NAWAZ SHAH, Minister for Agriculture:

As per system in vogue Sindh Seed Corporation and Private Seed Companies of Sindh will have to provide 20% certified Seed of Paddy and Wheat of the total requirement of seed.

Paddy

During the 2010-11 against target of 115,660 M. tons certified Seed a quantity of 87,375    M. tons was provided by Sindh Seed Corporation and Private Sector. Remaining quantity was arranged through Private Seed Companies of Punjab. No shortage has been reported.

 

Wheat

Till now Federal Seed Certification & Registration Department certified 320,000 M. tons of Wheat Seed in Sindh, of Sindh Seed Corporation and private sector. Process of Seed Certification is still continue by Federal Seed Certification and Registration Department. The estimated quantity indicated is upto 500,000 maunds which is 74% of certified Seed required. Balance quantity will be arranged through Private Seed Companies of Punjab.

 

Traditionally 80% Seed requirement is met by growers through Seed kept from their own crop of paddy and wheat.

Amount of agricultural loan written off during 2007 and 2008 in District Khairpur?

 

ANSWER

SYED ALI NAWAZ SHAH, Minister for Agriculture:

State Bank of Pakistan has reported that District wise breakup of Agricultural Loan is not available in their data base however overall position of Agricultural Loan written off in Sindh Province is given as under:-

*3551. MS. NUSRAT SEHER ABBASI: Will the Minister for Agriculture be pleased to state:-

(a)   Verities of cotton seed being used in the Province;

(b)   Kinds of oil seed being used in the Province;

(c)    Explanation of Cotton Control Act?

 

ANSWER

SYED ALI NAWAZ SHAH, Minister for Agriculture:

(a)      Cotton varieties presently cultivated in Sindh are Hari Dost, Shahbaz, NIAB-78, CRIS 134, CIM 473, CRIS-121.

(b)      Sunflower, Rape & Mustard, Seasamum, Castor, Soya bean and Ground nut.

(c)      A verity of functions are assumed by Government under the Cotton Control Act, in the interest of improvement of cotton crop, its sowing, processing and marketing as well as export.

Measures have been taken for production of clean cotton and installation of proper machinery by ginning factories which ultimately enhance earning of farmers and traders both.

License for installation of new ginning factories will be provided only if Government is satisfied that additional cotton or cotton seed required are likely to be available from within the reasonable distance of the factory proposed to be installed.

 

 

*3554. MS. NUSRAT SEHER ABBASI: Will the Minister for Agriculture be pleased to state:-

Detail/number of controlled Atmosphere Cold Storage established in the Province during   31-01-2008 to 31-12-2009?

 

ANSWER

SYED ALI NAWAZ SHAH, Minister for Agriculture:

No any Controlled Atmosphere Cold Storage was established by Agriculture Department during period 31-01-2008 to 31-12-2009 in Sindh. However on Controlled Atmosphere Cold Storage established by Private Sector is working at Port Qasim.

Total loan granted to small farmers during financial year, 2007, 2008 and 2009 along with head of accounts?

(a)      No Sindh Government had not executed any agreement with Saudi Government in 2009 to import Urea Fertilizer.

Amount spent on Agriculture research work during financial year 2009-10?

 

ANSWER

SYED ALI NAWAZ SHAH, Minister for Agriculture:

An amount of Rs. 505.086 million has been spent on Agriculture Research work during 2009-10.

 

 

*3877. MR. ALEEM-UR-REHMAN: Will the Minister for Agriculture be pleased to state:-

Number of anti-pesticide medicine companies working in district Larkana and Sukkur?

 

ANSWER

SYED ALI NAWAZ SHAH, Minister for Agriculture:

No anti pesticide medicine company established in Larkana and Sukkur District.

Drugs Crop are not cultivated in the province as such no statistics is available.

(a)   Is it a fact that a scheme “Provision of Assistance on purchase of 10,000 wheel type of tractor” is under implementation in the Province;

(b)   If answer to (a) above is in affirmative, the details thereof?

 

ANSWER

SYED ALI NAWAZ SHAH, Minister for Agriculture:

(a)      Yes.

(b)      The scheme was started in the year 2009-10 and 4736 Tractors were provided to farmers at subsidized rate.

This year (2010-11) 4000 Tractors will be provided to farmers on subsidy.

 

 

*4200. MS. SHAMA ARIF MITHANI: Will the Minister for Agriculture be pleased to state:-

(a)   Is it a fact that a scheme Provision of Laser Leveling equipment to the farmers in Sindh on 50% subsidy is under implementation in the Province;

(b)   If answer to (a) above is in affirmative, the details thereof?

(a)      Yes.

(b)      Total cost of scheme is Rs. 807.500 million.

During 2009-10 expenditure of Rs. 50 million was mad for purchase of machinery and equipment.

ANSWER

SYED ALI NAWAZ SHAH, Minister for Agriculture:

(a)      Yes.

(b)      Project was approved at cost of Rs. 299.940 million. This scheme was started in the year 2008-09. Building of project is under construction by Works & Services Department.

 

 

*4266. MS. RASHEEDA PANHWAR: Will the Minister for Agriculture be pleased to state:-

(a)   Is it a fact that the scheme “Modernization of Training and Research facilities in Agriculture Engineering Workshop Nareja” is under implementation;

(b)   If answer to (a) above is in affirmative, the details thereof?

 

ANSWER

SYED ALI NAWAZ SHAH, Minister for Agriculture:

(a)      Yes.

(b)      The scheme is under execution with the objective to establish a Modern Institute for Research & Training of Agriculture Engineering Machineries and provide a young workforce to Farm Mechanization.

Construction work of building/structure of institute is under process under the supervision of Works & Services Department, Government of Sindh and at final stage of completion.

 

 

*4267. MS. RASHEEDA PANHWAR: Will the Minister for Agriculture be pleased to state:-

(a)   Is it a fact that the scheme procurement of Agricultural Implements for small growers upto 25 acres is under implementation in the province;

(b)   If answer to (a) above is in the affirmative, the district-wise details thereof?

 

ANSWER

SYED ALI NAWAZ SHAH, Minister for Agriculture:

(a)      Yes.

(b)      An amount of Rs. 150 million has been allocated in ADP 2010-11.

Clearance memorandum of revised PC-I is awaited from Planning & Development Department.

 

 

*4268. MS. RASHEEDA PANHWAR: Will the Minister for Agriculture be pleased to state:-

Date on which the Agriculture Sector Professional Development Centre was established at Sakrand alongwith the functions of the centre as well as annual budget allocation for the last 3 financial years and achievements so far made?

 

ANSWER

SYED ALI NAWAZ SHAH, Minister for Agriculture:

Project for Agriculture Professional Development Centre was launched in the year 2007-08 and started functioning from 2008-09.

The main objective of the Professional Development Centre is to arrange refresher training for Agriculture Officers/officials and provide training to farmers also in crop management skill.

Achievement

Training provided to 40 field assistants, 20 Crop instructors and 50 Agriculture Officers.

Two week Training provided to 120 farmers in field of farm Management skill and Crop cultivation Technology.

 

 

*4435. MS. ZAREEN MAJEED: Will the Minister for Agriculture be pleased to state:-

(a)   Is it a fact that there is adulteration in seeds and fertilizer in the province;

(b)   If answer to (a) above be in the affirmative, the steps taken by the government to stop it?

 

ANSWER

SYED ALI NAWAZ SHAH, Minister for Agriculture:

(a)      Yes.

(b)      Seed.

Federal Seed Certified and Registration Department (FSC&RD) is responsible to control/ monitor availability of quality Seed in Market.

  • During the year 2009-10 PSC&RD Seed Inspector draw 210 Seed Samples.
  • 36 were found sub-standard and Challans submitted in Court of Law for trail.

 

Fertilizer

  • During the year 2010 Pesticide Inspectors draw 549 samples.
  • 61 samples declared sub-standard.
  • 08 cases has been decided and fine imposed.
  • 16 cases are under trail in Court of Law.
  • 10 samples forwarded to PCSIR for reanalysis as per provision in Pesticide Act and on request of dealers.
  • 27 are in process.
