This Assembly strongly condemns the assassination of Federal Minister for Minority Affairs Mr. Shahbaz Bhatti, a man of courage and a symbol of equality in Pakistan, committed to the ideals of Shaheed Zulfiqar Ali Bhutto and Shaheed Mohtarma Benazir Bhutto; recognizes his assassination as yet another attack on the peace and progress of Pakistan; and expresses deepest condolence to the bereaved family and to the people of Pakistan.

(a)   Is it a fact that Ex-Ministers/Secretary are still using the vehicles of Sindh Coal Authority and department is also providing the petrol to them;

(b)   If answer to (a) above be in the affirmative, the details thereof alongwith number of vehicles available in the department present and names of the persons using these vehicles and from when?

(a)      No Ex-Minister/Secretary is using the vehicles of Sindh Coal Authority, nor is the department providing them fuel.

*3182. MS. HEER ISMAIL SOHO: Will the Minister for Coal & Energy Development be pleased to state:-

Number of national/international companies working to enhance the development of Thar Coal alongwith detail/number of companies interested to work with?

There are 09 developed/delineated blocks in Thar coalfield covering an area of 763 Sq. Km. out of these 05 coal blocks have been allocated to (i). M/s. Sindh Engro Coal Mining Company-Block-II, (ii). M/s Cougar Energy (UK) Limited-Block-III, (iii). M/s. Bin Daen Group UAE-Block-IV, (iv). Planning Commission of Pakistan-Block-V, (v). M/s. Oracle Coalfields PLC, UK Block-VI for different coal-based power projects at Thar coalfield.

Beside the above Coal & Energy Development Department is in the process of offering three more developed blocks in Thar Coalfields for investment through an ICB.

 

 

*3291. MS. HEER ISMAIL SOHO: Will the Minister for Mines & Minerals Development Development be pleased to state:-

(a)   Is it a fact that Government intends to establish Central Rescue Station at Tharparkar;

(b)   If answer to (a) above is in affirmative, its aims & objects along with date of its completion?

(a)      It is submitted that the Government is establishing Central Rescue Station at Thario Halepota (Islamkot) District Tharparkar.

(b)      The scheme is being established on 3 acres land at Thario Halepota, Islamkot, District Tharparkar with the following aims & objectives.

(i)       To provide rescue operation at the time of any mishap at mine(s) for the recovery of men and material.

(ii)      To provide rescue training to 500 mine personnel analysis so that they can meet the challenges of rescue operation at their mines.

(iii)    To develop sence of safe working in mine workers.

 

The scheme is expected to be completed by the year 2011.

 

 

 

*3454. MS. BILQUEES MUKHTAR: Will the Minister for Coal & Energy Development be pleased to state:-

Cost of the project being prepared to generate electricity through the reservoir of Coal in Sindh along with date of its completion?

Due to the positive approach and policy of the Government of Sindh since assuming power by the present Government investors have been attracted towards investment in Thar Coal.

Presently four project are in various phases of execution which will produce power over a period of next 4-5 years, these are:-

Number of coal mines training centres exist in the Province along with number of workers as have been trained from the centres?

There is no any mine training center in the province for training of mine workers currently in operation. However, progress has been made for establishment of such institutes both by Coal & Energy Development Department and Mines & Mineral Development Department.

 

 

*3610. MS. NUSRAT SEHER ABBASI: Will the Minister for Mines & Minerals Development be pleased to state:-

Taluka wise name/number of mineral reservoir exist in District Khairpur?

SYED QAIM ALI SHAH JILLANI, (Chief Minister) Mines & Minerals Development:

It is submitted that about four (04) minerals, i.e. Fuller’s Earth, Lime Stone, Trona & Gravel are available in Khairpur. The huge reserves are existing. However, no any study regarding exact assessment of the reservoir in District Khairpur has been conducted.

 

 

*3611. MS. NUSRAT SEHER ABBASI: Will the Minister for Mines & Minerals Development be pleased to state:-

(a)   Is it a fact that the theft of Reti and Bajri is continued in Karachi on large scale under the supervision of the Police;

(b)   If answer to (a) above be in the affirmative, the details thereof?

(a)      It is submitted that Directorate General M&MD has taken efforts regarding stoppage of theft of mineral Reti/Bajri in the banned areas and in the open areas. The Officers and SHO, Mines & Mineral Development are regularly patrolling the Mineral areas. Now a position, no any theft of Reti/Bajri is in progress in the Mineral areas in the vicinity of Karachi.

(b)      As above.

 

 

*3649. MS. HEER ISMAIL SOHO: Will the Minister for Mines & Minerals Development be pleased to state:-

(a)   Is it a fact that despite the ban on granite it is being excavated by breaking the mountain through gun powder resulting 70% granite is being  spoiled;

(b)   If answer to (a) above is in the affirmative, the steps being taken to control it?

(a)      It is submitted that the excavation of Granite by breaking through gun power is not allowed, and no any report regarding using of gun power/explosives has been received regarding spoiling of 70% Granite.

*3650. MS. HEER ISMAIL SOHO: Will the Minister for Mines & Minerals Development be pleased to state:-

Area of precious land of Karoenjhar where the granite has been found along with how much above granite has been given on lease basis as well as per acre lease amount?

There are five (05) leases which were granted to the various parties in the area of Karoenjhar. The amount Rs. 20/- per acre, per annum is charged as rental, and Rs. 70/- per ton is charged, as royalty on the production dispatch.

 

 

*3651. MS. HEER ISMAIL SOHO: Will the Minister for Mines & Minerals Development be pleased to state:-

(a)   Is it a fact that White China Clay is found only in Thar in Pakistan;

(b)   If answer to (a) above be in the affirmative, number of factories established to purify it along with detail number of materials being made from it?

(a)      It is submitted that the Mineral China Clay has been found in District Tharparka, Sindh Province, in Pakistan.

(b)      It is submitted that eighteen (18) washing plants of China Clay are established in Tharparkar areas.

 

 

*3721. MR. ARIF MUSTAFA JATOI: Will the Minister for Mines & Minerals Development be pleased to state:-

(a)   Is it a fact that M/s Indus Cement Industries was allocated 7,000 acres land for setting up a cement factory on super highway but they have failed to do so;

(b)   If answer to (a) above is in affirmative, the rate at which the land allocated, the money recovered to date and whether the department intends to cancel such allotment?

 

ANSWER

SYED QAIM ALI SHAH JILLANI, (Chief Minister) Mines & Minerals Development:

(a)      It is fact that, M/s. Indus Cement have been granted 7,000 acres area of Lime Stone for establishment of cement factory for a period of thirty (30) years w.e.f. 04-11-2006 is at annexure, placed on the table of the House, the party has not installed the cement factory as yet. However, in terms of clause 25 of the offer letter dated 17-09-2006 party have to completed the installation of cement plant within period of five (05), years from the date of grant. Further in terms of Rule-69 of Sindh Mining Concession Rules 2002, the party have submit the performance guarantee for Rs. 1,500,000/- (Rupees One Million Five Hundred Thousand Only), if the party failed to install the cement plant within stipulated time, the performance guarantee will be forfeited and mining lease will also be treated as cancelled.

(b)      As regard, rate on the allocated land, in this connection, it is submitted that Rs. 10,000/- charged per square K.M per annum and sum of Rs. 5,67,000/- has been recovered from the party. If party failed to install the cement factory within stipulated period of five (05) years, the Mining lease will be cancelled.

*3739. MRS. HUMERA ALWANI: Will the Minister for Coal & Energy Development be pleased to state:-

Detail/number of projects approved for underground coal gasification led by Dr. Samar Mubarak alongwith expected time of completion of these projects.

 

ANSWER

The underground Coal Gasification project is consisting of following three phase:-

*3740. MRS. HUMERA ALWANI: Will the Minister for Coal & Energy Development be pleased to state:-

Detail of Mining & Coal projects working under public private partnership unit?

 

ANSWER

SYED QAIM ALI SHAH JILLANI, (Chief Minister) Coal & Energy Development:

As a result of JV between Government of Sindh and M/s Engro Powergen with the investment ratio 40:60, a company “Sindh Engro Coal Mining Company” has been established, governed by the Board of Directors. In first phase development of 6.5 Mt/a Coal Mine with 1200MW power plant will be established. In later stage the company is to develop 22.5 MT/a capacity coal mine and consequently to establish 4000 MW Power generation for 60 years. An initial investment of USD 1.5 billion for mining and 2.5 billion for power plant will be made.

SECMC has recently completed the Bankable Feasibility Study of a 6.5 Mt/a Coal Mining Project in a record period of 8 months, which will supply coal to a 1,200 MW Power Plant to be set up by EPL. It engaged several internationally renowned consultants including RWE-RE GmbH, Germany and Sinocoal International Engineering Research and Design Institute, China to evaluate the technical feasibility of the Project.

 

 

*3788. MR. ARIF MUSTAFA JATOI: Will the Minister for Coal & Energy Development be pleased to state:-

The salient features of the Joint Venture with Al Abbas Group to generate 300 MW of Electricity in Badin including project cost, electric tariff and the land contributed by the Government?

 

ANSWER

SYED QAIM ALI SHAH JILLANI, (Chief Minister) Coal & Energy Development:

Joint Venture proposal with the ratio of 40:60, (40% by Government of Sindh) with M/s Al-Abbas group is under consideration for the establishment of 300 MW Power Plant and washing plant at mine mouth. In pursuance of MoU with M/s Al-Abbas Group, an area of 100 Sq. Km for each activity was allotted for exploratory work. M/s Al- Abbas Group has to prepare feasibility for establishment of 300 MW Power plant. Salient features of the Joint Venture would be as under:-

Electricity tariff will be determined by National Electric Power Regulatory Authority, Government of Pakistan which should be within the range of 11 to 11.50 Cents per KWh which is lesser than current RFO based tariff i.e. 14.18 KWh.

 

Land Acquisition:

Any land required for JV shall be procured by the sponsor.

(a)   Is it a fact that theft of reti and bajri is continued under police supervision on large scales in Hyderabad;

(b)   If answer to (a) above is in affirmative, steps taken by the Government in this regard?

It is submitted that Reti/Bajri is not available in Hyderabad and mostly reported in Nai Baran, District Thatta. Mining activity of Ordinary Stone/Lime Stone has been conducted by lease holders in District Hyderabad.

 

 

*3868. MR. ALEEM-UR-REHMAN: Will the Minister for Mines & Minerals Development be pleased to state:-

Taluka-wise name/number of mineral reservoirs as are in district Dadu?

The taluka wise name/number of Mineral Reservoirs as are in District Dadu as follows:-

 

Taluka Johi

Khairthar Limestone at Wahipandhi (Mineable Reserves are 290 million tons) polishable and can be used as Marble, Limestone, Aggregate stone, Gypsum, Gravel, Sand, Clay and Natural Gas reservoirs are at Zamzama.

Limestone, Aggregate stone, Gravel, Sand and Clay.

 

Taluka Mehar

Limestone, Aggregate stone, Gravel, Sand, Clay and Natural Gas Reservoirs are at near   Shah Godrio.

Lake salt (negligible reservoir at Jakhpari),

 

Note:-The limestone and aggregates stone reservoirs are huge while gypsum and sand reservoirs are in small scale however no any survey for mineral reservoirs has been conducted in district Dadu.

 

 

*4018. MS. NUSRAT SEHER ABBASI: Will the Minister for Coal & Energy Development be pleased to state:-

(a)   Is it a fact that coal mining company has occupied the 16 acres land of the resident of Sona Zardari Village (Jamshoro) Hyderabad;

(b)   If answer to (a) above be in the affirmative, the details thereof?

 

ANSWER

(a)      No, it is not fact that any coal mining company occupied 16 acres land of resident land of Sona Zardari village (Jamshoro) Hyderabad.

(b)      As Above.

 

 

*4077. MR. MUHAMMAD MUZAMMIL QURESHI: Will the Minister for Mines & Minerals Development be pleased to state:-

(a)   Is it a fact that any police team is working in the Mines & Minerals department in Karachi;

(b)   If answer to (a) above is in affirmative, the town-wise details thereof?

 

ANSWER

SYED QAIM ALI SHAH JILLANI, (Chief Minister) Mines & Minerals Development:

(a)      It is submitted that police station has been established by the Government in the Directorate General, Mines & Mineral Department in the year 2005, to stop illegal working/lifting of minerals.

(b)      As regard town-wise details of the police station, in this connection, it is submitted that one Police Station is established in the Mines & Mineral Development Department, the same controls all town for stoppage of illegal lifting of minerals.

 

 

*4078. MR. MUHAMMAD MUZAMMIL QURESHI: Will the Minister for Mines & Minerals Development be pleased to state:-

(a)   Procedure to sell reti and bajri in Karachi by Mines & Mineral Department alongwith revenue collected from the sell of reti and bajri through above procedure during 2009 to 2010;

(b)   Whether Government has arrested people stealing reti and bajri in April 2008, if so, number of such people as well as town-wise detail in Karachi?

 

ANSWER

SYED QAIM ALI SHAH JILLANI, (Chief Minister) Mines & Minerals Development:

(a)      The Directorate General do not sell Reti and Bajri, but on the contrary we grant exploration/mining permits of Reti and Bajri and other minerals.

As regard the Revenue collect from such minerals, this Directorate conduct auction for collection of royalty on Surface Minerals viz Reti, Bajri, Gravel, Mouram, Ordinary Sand, Ordinary Stone and Aggregate Stone of District Karachi every year and the contractor who is awarded the auction, collect royalty from exploration/mining permit holders at the prescribed rate of Rs. 6/- per ton fixed by the Government.

The last contract for the year 2009-10 was awarded at Rs. 3,65,25,000/- for a period of one (01) year from 01-07-2009 to 30-06-2010.

(b)      It is submitted that no any person arrested in connection with stealing of Reti and Bajri in the month of April, 2008 in Karachi area by the office of the Director General, Mines & Mineral Development.

 

 

*4090. MR. ARIF MUSTAFA JATOI: Will the Minister for Coal & Energy Development be pleased to state:-

The composition of the Sindh Coal Authority and its Terms of References (TOR)?

 

ANSWER

SYED QAIM ALI SHAH JILLANI, (Chief Minister) Coal & Energy Development:

The Sindh Coal Authority was established under an Act “Sindh Coal Authority Act 1994”. The Government of Sindh in exercise of powers conferred by Section-7(vi) of Sindh Coal Authority (Amendment) Act, 1994, has notified following composition of Board of Governors of Sindh Coal Authority:-

Section-7: (i) The Board shall consist of:-

(v)      A non-official member shall hold office for a term of one year from the date of his appointment, and shall be eligible for re-appointment for such during as Government may determine.

(vi)     A non-official member may at any time, before the expiry of his term, resign from his office, or be removed from office be Government without assigning any reason.

 

 

*4183. MR. ARIF MUSTAFA JATOI: Will the Minister for Coal & Energy Development be pleased to state:-

The auction price of royalty on coal and cess on coal in Dadu, Jamshoro and Thatta Districts on auctions held during June 2010 and the duration of these contracts?

 

ANSWER

SYED QAIM ALI SHAH JILLANI, (Chief Minister) Coal & Energy Development:

The reserve price for collection of Royalty on coal was fixed Rs. 183,177,500/- and for collection of Cess on coal was Rs. 9,565,140/- for the period of financial year 2010-11 in the Dadu, Jamshoro and Thatta Districts. However contract for collection of Cess on coal was awarded amounting to Rs. 12,010,000/- and contract for collection of royalty in the areas remained non responsive.

 

 

*4330. MS. RASHEEDA PANHWAR: Will the Minister for Mines & Minerals Development be pleased to state:-

(a)   Is it a fact that central rescue station is being established at Tharparkar at a cost of              Rs. 71.000 million;

(b)   If answer to (a) above is in the affirmative, the main function of it and amount spent on it up to 30-11-2010 with the progress made?

(a)      It is submitted that Mines & Mineral Development Department, Government of Sindh is establishing Central Rescue Station at Thario Halepota (Islamkot) District Tharparkar at a cost of Rs. 113.431 million (Cap: Rs. 27.340 million, Rev: Rs. 86.091 million) as ADP Scheme No. 141.

(b)      The main function of the scheme and the amount spent on it upto 30.11.2010 with the progress made are furnished is as under:-

 

Objectives & Functions.

(i)       To provide rescue operation at the time of any mishap at mine(s) for the recovery of men and material.

(ii)      To provide rescue training to 500 mine personnel annually so that they can meet the challenges of rescue operation at their mines.

(iii)    To develop sense of safe working in mine workers.

 

The amount spent upto 30.11.2010

Rs. 75.650 million viz Capital Rs. 27.665 million and Revenue Rs. 47.985 million.

The progress

The civil work on Main Building, Office Block, Underground Tank, Optical Fiber Cable Room and Shops completed finishing work under progress.

 

About 50% of purchase of machinery equipment is completed.

 

 

*4331. MS. RASHEEDA PANHWAR: Will the Minister for Mines & Minerals Development be pleased to state:-

(a)   Is it a fact that in 2007 a scheme for establishment of Mines Poly Trade Training Institute was approved at Lakhra, Jamshoro;

(b)   If answer to (a) above be in the affirmative, the present status of the same along with the expenditure incurred up to 30-11-2010?

 

ANSWER

(a)      It is correct that in 2007 a scheme for establishment of Mine Poly Trade Training Institute was approved at Lakhra, Jamshoro.

(b)      It is submitted that ADP 2010-11 Scheme # 142 titled as “Establishment of Mine Polytrade Training Centre at Lakhra” was originally approved on 31.01.2007 which has been revised on 06.05.2010 to the tune of Rs. 186.583 million (Capital Rs. 72.330 million, Revenue      Rs. 114.253 million).

 

The status of the same along with the expenditure incurred up to 30.11.2010 is as under:-

(a)   Is it a fact that a scheme for establishment of Rescue Station & Occupational Disease Detection Centre at Lakhra, Jamshoro was approved in 2007;

(b)   If answer to (a) above is in the affirmative, the functions of the same and has it been established?

ANSWER

SYED QAIM ALI SHAH JILLANI, (Chief Minister) Mines & Minerals Development:

(a)      It is correct that a scheme for establishment of Recue Station & Occupational Disease Detection Centre at Lakhra, Jamshoro was approved in 2007.

(b)      It is submitted that ADP 2010-11 Scheme # 143 titled as “Establishment of Mine Rescue Station & Occupational Disease Detection Centre at Larkana” was originally approved on 25.01.2007 which has been revised on 08.05.2010 to the tune or Rs. 207.932 million (Capital Rs. 68.318 million, Revenue Rs. 139.614 million).

The functions/objectives of the same are furnished as under:-

(i)           To provide rescue operation at the time of any mishap at mine for the recovery of men and material.

(ii)          To provide rescue training to mine personals so that they can meet the challenges of rescue operation at their mines.

(iii)        To develop sense of safe working in mine workers.

(iv)         To cause to detect the contraction of occupation disease in mine workers.

 

Expenditure up to 30.11.2010

Rs. 56.696 million (Capital Rs. 56.577 million, Revenue Rs. 0.119 million)

Number of Central Rescue Stations at present exist in the province alongwith number of people working in them as well as the benefits of the same?

SYED QAIM ALI SHAH JILLANI, (Chief Minister) Mines & Minerals Development:

At present no such facility exists in Sindh Province. However, Mines & Minerals Development Department, Government of Sindh is establishing Central Rescue Station at Thario Halepota (Islamkot) District Tharparkar under ADP Scheme # 141 and Mine Rescue Station & Occupational Disease Detection Centre at Lakhra District Jamshoro under ADP # 143.
