*4021. MS. NUSRAT SEHER ABBASI: Will the Minister for Fisheries be pleased to state:-

(a)   Is it a fact that Government has started a Programme of 400 houses (modern village);

(b)   If answer to (a) above be in the affirmative, present stage of the said programme along with procedure to distribute these 400 houses among fishermen?

 

ANSWER

MR. ZAHID ALI BHURGARI, Minister for Fisheries:

(a)      Yes.

(b)      Programme/project approved by the Government of Sindh and is under execution at following four places:-

(1)  Village Muhammed Ramazan Mallah Chilya, Keenjhar Lake, Thatta.

(2)  Village Moula Bux Mallah, Manchar Lake, Jamshoro.

(3)  Zero Point Badin.

(4)  Dablo Paro, Rehri Karachi.

Procedure of distribution.

(i)     These houses are to be built on existing sanctioned fishermen village which were established under Goth abad scheme.

(ii)    House will be built on the same site and handed over to Fishermen who have sanads of their plots under Goth abad.

(a)   Is it a fact that there is a City Hathongo at a distance of 7 km from Khipro city where there are 84 lakes now 8 lakes have been left which are occupied by the local influential persons due to which the livelihood of fishermen has been finished;

(b)   If answer to (a) above is in affirmative, action taken by the government in this regard?

 

ANSWER

MR. ZAHID ALI BHURGARI, Minister for Fisheries:

(a)      (i)  The Hathongo is located as distance of 07 km from Khipro City.

(ii) It is incorrect that there were 84 lakes and now 8 lakes have been left, but as per record there is public water are namely, “KAKAHU Area”/ “KAKAU DHANDH” which comprises on 08 lakes namely (1) Tadhari (2) Bota (3) Bhetaro (4) Kakwari (5) Kahan wari (6) Landhi Bhurk (7) Fakli (8) Pabha wari dhandh.

(b)      Some people filed civil suite and tried to encroach but by pursuance of cases and dismissal of suits by Honourable Courts of Law the encroachers could not exist.

Hence fishermen of the area are fishing in Dhandhs.

Reasons of decrease of production

1.      Over exploitation of shrimp through 2000 fishing boats.

2.      Deforestation of mangroves which is supposed to be natural nurseries of shrimps.

3.      Pollution through dumping Industrial & Agriculture waste and oil spillage.

 

 

*4179. MR. ARIF MUSTAFA JATOI: Will the Minister for Fisheries be pleased to state:-

(a)   Is it a fact that fisher folk in Keenjhar lake are unable to earn a living because the fish stock of the lake has been depleted;

(b)   If answer to (a) above is in affirmative, measures taken by the government in this regard?

 

ANSWER

MR. ZAHID ALI BHURGARI, Minister for Fisheries:

(a)      Due to following reasons fish stocks are depleting gradually:-

(i)       Water pollution from influx to Kotri industries.

(ii)      Water pollution due to boat & vehicle wastage.

(iii)    Silting from K.B. Feeder.

(iv)     Non/Less reception of riverine fish seed.

(v)      Over fishing.

(vi)     Use of illegal fishing nets.

(vii)   Escape of fish from outlet.

However, it is not correct that, fisherfolk of Keenjhar Lake are unable to earn livelihood.

(b)      Government has taken following measures for revival of fisheries & welfare of fishermen:-

(i)       Contract system of fishing rights in the lake has been abolished in the light of budget speech 2008-09 made by Honourable Chief Minister Sindh, which is reproduced as under:-

 

“An important announcement is that we are abolishing all type of licenses from fresh water lakes in Sindh so that there is no middle man and the incomes of poor fishermen increase”.

 

(ii)      Fixed the net at outlet to control the escape of fish from the lake.

(iii)    Annual stocking of fish seed from Fish Hatchery Chilya, Thatta is made. Year-wise details of 05 years are given below:-

(a)   Is it a fact that no survey of fish has been done in Sindh EEZ for the last 30 years;

(b)   If answer to (a) above be in affirmative, procedure to assess fishing stocks assessed when granting fishing permits/licenses?

 

ANSWER

MR. ZAHID ALI BHURGARI, Minister for Fisheries:

(a)      The exclusive Economic Zone (EEZ) is under the control of Ministry of Livestock & Dairy Development, Government of Pakistan as such no survey of fish stock has been under taken by this Department.

*4207. MS. SHAMA ARIF MITHANI: Will the Minister for Fisheries be pleased to state:-

(a)   Is it a fact that a scheme about awareness/training & capacity building of marine & inland fishermen was approved by the Government in 2008;

(b)   If answer to (a) above is in the affirmative, the details thereof along with progress so far made and amount spent up to 30-10-2010?

(a)      Yes.

(b)      (i) Details.

·                     Period of scheme, 2008-09 to 2010-11

·                     Cost of scheme Rs. 78.152 million.

·                     Number of fishermen to be trained. (One Thousand).

 

(ii) Progress.

·                     616 Number of fishermen trained on Inland side.

·                     52 Number of fishermen trained on Marine side.

·                     Total=668 fishermen trained

 

(iii) Amount spent up to 30-10-2010.

·                     Rs. 5.171 million

 

 

*4208. MS. SHAMA ARIF MITHANI: Will the Minister for Fisheries be pleased to state:-

(a)   Is it a fact that a scheme for rehabilitation and renovation of Karachi Harbour has been approved by the Government at a cost of Rs.555.951 millions;

(b)   If answer to (a) above be in the affirmative, the details thereof?

 

ANSWER

MR. ZAHID ALI BHURGARI, Minister for Fisheries:

(a)      Yes.

(b)      It information that original scheme costing Rs. 290.271 million was approved by PDWP on 18.10.2010. The scheme was revised three times due to change in scope of work i.e.           1st revision costing Rs. 509.925 million approved on 17.08.2009. 2nd revision Rs. 568.855 million approved on 30.04.2009 and 3rd revision Rs. 555.951 million approved on 13.05.2010. The scheme will be completed in June 2011. The project consist of:-

(i)       Procurement of M&E for handling port operation.

(ii)      Up gradation & Modification of Large & Small Boats.

(iii)    Hiring of Armed Security Guards.

(iv)     Janitorial Services.

(v)      Feasibility Study for Rehabilitation & Renovation of KFH.

(vi)     Offshore Investigation.

 

The main objectives of the project are:-

(i)       To maintain hygienic conditions in boats for improving the quality of each.

(ii)      To handle the fish/shrimp catch in creates will improve the quality of catch, this in turn will fetch more foreign exchange earning for the country.

(iii)    To improve the landing facilities significantly reducing the turnaround time for fishing vessels.

(iv)     To provide modernized facilities and thereby increasing the export of fish.

(v)      To improve the quality of Fish/Shrimp through scientific and hygienic handling at the Harbour.

(a)   Is it a fact that model fishing village for fishermen is being set up at Hawksbay;

(b)   If answer to (a) above be in the affirmative, the details thereof including its total cost, amount spent and progress made up to 30-10-2010?

 

ANSWER

MR. ZAHID ALI BHURGARI, Minister for Fisheries:

(a)      No at present no any Model fishing village for fishermen in being set up at Hawks bay.

(a)   Is it a fact that a scheme for providing landing platform, chilling and storage unit at Karachi has been approved by the Government;

(b)   If answer to (a) above is in affirmative, the details thereof?

 

ANSWER

MR. ZAHID ALI BHURGARI, Minister for Fisheries:

(a)      Yes. Only landing Jetty/Floating Pontoon has been approved for Karachi Fish Harbour.

(b)      Under the Scheme “Provision of Landing Plot form chilling storage & processing facility at Zero Point Badin, Keenjhar Lake Thatta, Manhcar Lake Dadu, Hora Jetty, at Karachi Fish Harbour” there is provision of landing Jetty, so a Floating Pontoon/Jetty has been Constructed at Karachi Fish Harbour, which is being used by the Fishermen of Hora Boat.

 

 

*4211. MS. FARHEEN MUGHAL: Will the Minister for Fisheries be pleased to state:-

(a)   Is it a fact that a scheme for providing fishing gears, modification of boats, provision of ice boxes and plastic cases to fishermen is under implementation at Karachi and Hyderabad;

(b)   If answer to (a) above be in the affirmative, the details thereof including total cost, amount spent and work done up to 30-10-2010?

ANSWER

MR. ZAHID ALI BHURGARI, Minister for Fisheries:

(a)      Yes.

(b)      The scheme namely “Provision of Fishing Gears, modification of boats. Province of Ice boxes/Plastic crates to fishermen in Sindh” is under implementation with Director Fisheries Sindh (R&D) Karachi & Director Fisheries Sindh (Inland) Hyderabad. Under the scheme there is a provision for providing Fishing Gear, Ice box, Plastic fish crates, Bicycle, Compasses etc to the poor fishermen of the Sindh is the cost of the scheme is Rs. 379.504 million. The total amount spent up to 31.10.2010 is Rs. 100.992 million.

Under the scheme fishing boats, out board engines, gill nets, Floats, Ropes, Insulated ice boxes, Plastic crates, life jacket, compass, bicycles is being provided to the fishermen free of cost as decided by the Honourable Chief Minister of Sindh.

Up till now following fishing items have been distributed amongst the poor fishermen of Karachi & Thatta.

(a)   Is it a fact that the Government has approved a scheme for Fish Culture in Paddy Crop fields of the Province at a cost of 24.615 million rupees;

(b)   If answer to (a) above is in affirmative, the District wise details thereof?

 

ANSWER

MR. ZAHID ALI BHURGARI, Minister for Fisheries:

(a)      Yes. Government of Sindh has approved the development scheme namely “Fish culture in paddy crop fields of Sindh”.

 

(b)      Details are as under:-

(i)

Period of scheme.

2010-11 to 2012-13

(ii)

Location.

Kashmore, Jacobabad, Shikarpur, Larkana, Qambar Shahdadkot, Dadu Badin & Thatta.

(iii)

Cost of scheme.

Rs. 24,615 million

(iv)

Objective.

  • To increase per unit production & income from paddy crops.
  • To take multiple yield of fish and crops from single piece of land by recycling the wastes of one component of the farm as raw food/ fertilizer for other component and get extra growth of fish etc.
  • To maximize the use of wasteland/ agricultural land by diversification.

 

  • To improve the socio-economic conditions of the Agriculture community by earning extra income from secondary crop of fish per acre.

 

  • To introduce fish paddy culture system in rice producing district Kashmore, Shikarpur, Jacobabad, Larkana, Qambar, Shahdadkot, Dadu, Badin & Thatta.

 

  • To establish 240 demonstration fish cum paddy farms.

(v)

Progress.

Scheme has been approved during the current financial year i.e. 2010-11. Funds are still not released. Therefore no work has been started yet.

 

 

*4239. MS. FARHEEN MUGHAL: Will the Minister for Fisheries be pleased to state:-

(a)   Is it a fact that Carp Fish Hatchery is being established at Sanghar;

(b)   If answer to (a) above is in the affirmative, the details thereof including its cost and benefits?

 

ANSWER

MR. ZAHID ALI BHURGARI, Minister for Fisheries:

(a)  Yes. Crap Fish Hatchery is being established at Sanghar.

 

(b)  Details are as under:-

(i)

Location.

Deh Bakhoro, District Sanghar.

(ii)

Cost of scheme.

Rs. 59.890 million.

(iii)

Construction by

Works & Services Department.

(iv)

Period of scheme.

2006-2007 to 2010-11

 

Benefits.

Ø  Hatchery will produce 10 million fish hatchlings.

Ø  This hatchery will produce fish seed of local varieties viz, Rohu, Thaila, Morakhi, as well as exotic Chinese fishes i.e. Grass carp, Gulfam, Silver carp etc.

Ø  At present there are 70 private fish farms available in Sanghar District and are in heed of pure breeds of fish seed.

Ø  With the establishment of this hatchery the fish farming activity will enhance and create positive impact on fish production.

Ø  Transfer of hatchery technology to the farmers.

Ø  To improve the Protein deficiency through increase of fish production.

Ø  Replenishment of fish seed into Chotiari reservoir.

 

 

*4240. MS. FARHEEN MUGHAL: Will the Minister for Fisheries be pleased to state:-

(a)   Is it a fact that the Government is providing facilities of chilling, landing platform and storage facility for fish in District Thatta;

(b)   If answer to (a) above be in the affirmative, the details thereof?

 

ANSWER

MR. ZAHID ALI BHURGARI, Minister for Fisheries:

(a)      Yes.

(b)      Development Scheme namely “Provision of Landing Platform, chilling storage & processing facility at Zero Point Badin, Keenjhar Lake Thatta, Mancher Lake Dadu, Hora Jetty at Karachi Fish Harbour” under this scheme there is no Provision of facility of chilling storage unit. However a concrete Landing Platform near Keenjhar Lake Thatta and a Floating Pontoon/Jetty at Keti Bunder has been constructed at Kharo Chan and Kalka Chani in District Thatta.

(i)       Kharo Chan Thatta.

(ii)      Kalka Chani Taluka Jati District Thatta.

In another Development Scheme namely “Provision of Fishing Gears, Modification of boats, Provision of Ice Boxes and Plastic Creates to Fishermen in Sindh”, there is Provision for modification/up gradation of 240 Fishing boat which will be used for storage and Chilling purpose.

(a)   Is it a fact that a scheme for establishment of backyard hatcheries at Hyderabad, Badin, Thatta and other Districts was approved by the Government in 2009;

(a)   Is it a fact that a model village for fishermen is being set up at Keenjhar Lake, Thatta;

(b)   If answer to (a) above is in the affirmative, the details thereof?

MR. ZAHID ALI BHURGARI, Minister for Fisheries:

(a)      Yes. A model village for fishermen is being setup at Keenjhar Lake, Thatta under a development scheme namely “ Model village for fishermen at Hawks bay, Zero Point Badin, Mancher Lake & Keenjhar Lake Thatta” is under execution wherein total 400 (Four hundred) houses are to be constructed (100 houses at each location) with the total cost of Rs. 481.825 million.

*4311. MS. KULSOOM CHANDIO: Will the Minister for Fisheries be pleased to state:-

(a)   Is it a fact that the Government has approved a scheme worth Rs. 38.788 millions for the promotion of catfish in the Province;

(b)   If answer to (a) above be in the affirmative, the details thereof including the progress made up to 30-11-2010 along with the locations?

 

ANSWER

MR. ZAHID ALI BHURGARI, Minister for Fisheries:

(a)      Yes. Government of Sindh has approved to development scheme namely “Promotion of Catfish Culture in Sindh on Pilot Basis”. The cost of scheme is Rs. 38.788 million.

(b)      Details are as under:-

*4312. MS. KULSOOM CHANDIO: Will the Minister for Fisheries be pleased to state:-

(a)   Is it a fact that the Government has approved a scheme for establishment of Fisheries Extention Centres in the Province at a cost of Rs. 58,360 millions;

(b)   If answer to (a) above is in affirmative, the district wise details thereof?

 

ANSWER

MR. ZAHID ALI BHURGARI, Minister for Fisheries:

(a)      Yes, Government has approved the scheme namely “Establishment of Fisheries extension centers”.

But the cost of scheme is Rs. 52.568 million and not Rs. 58.360 million.

(b)      Details.

In the scheme 04 Extension centers will be established @ Larkana, Kashmore, Shikarpur & Khairpur.

Each center will provide following facilities.

(i)       Water quality analysis.

(ii)      Extension services.

(iii)    Display center.

(iv)     Awareness programmes.

 

 

*4314. MS. KULSOOM CHANDIO: Will the Minister for Fisheries be pleased to state:-

(a)   Is it a fact that the Government has approved a scheme of “Segregation” to develop pure stock of indigenous carps at all inland hatcheries in the Province;

ANSWER

MR. ZAHID ALI BHURGARI, Minister for Fisheries:

(a)      Yes. Government of Sindh has approved the development scheme “Introduction of Culture of high value Brackish water fish in Sindh, at the cost of Rs. 48.096 million. The project is under execution.

(a)   Number of fishermen belonging to Pakistan imprisoned in the jails of Bharat;

(b)   Number of the fishermen of Bharat imprisoned in the jails of our country?

 

ANSWER

MR. ZAHID ALI BHURGARI, Minister for Fisheries:

(a)      69 fishermen of Pakistan are imprisoned in jails of Bharat.

(b)      There are 197 Indian fishermen in custody of Pakistani Authorities.
