*2569. MR. NADEEM AHMED BHUTTO: Will the Minister for Industries be pleased to state:-

(a)   Is it a fact that the acting Managing Director SITE Karachi exercising excess power than allowed under the Rules, in connection with M/s N.H Industries, Plot No. C-9, for conversion into Petrol Pump and CNG, without NOC from OGRA;

(b)   Is it a fact that the area where the said plot is situated is not declared Commercial road;

(c)    Is it a fact that the powers for conversion of the said plot from industrial to Petrol Pump and CNG Station are vested in the SITE Board?

 

ANSWER

MR. MUHAMMAD ABDUL RAUF SIDDIQUI, Minister for Industries:

(a)      According to SITE Limited, SITE Limited being the owner of the plots located in its jurisdiction gives the permission of installation of Petrol Pump/CNG Stations, thereafter the party himself approaches OGRA for NOC. So SITE Limited does not required NOC of OGRA before taking action regarding conversion of plot into Petrol Pump/CNG Station, however OGRA requires such permission of SITE Limited before issuance of NOC.

(b)      The plot is located on South Avenue, this road was allowed for Commercialization vide Board Resolution No. 5 dated 05-06-2008.

(c)      Managing Director is empowered for such permission subject to the post facto approval of Board of Directors.

 

 

*2570. MR. NADEEM AHMED BHUTTO: Will the Minister for Industries be pleased to state:-

(a)   Is it a fact that few month before a constructed SF unit in SITE Hyderabad, having market rate of more than 30 million rupees given to a party at a throw away price of Rs. 3.00 lacs by declaring vacant plot;

(b)   If answer to (a) above be in the affirmative, the details thereof?

 

ANSWER

MR. MUHAMMAD ABDUL RAUF SIDDIQUI, Minister for Industries:

(a)      According to SITE Limited, the fact is that the building was in dilapidate condition as the same was more than 4 decades old. The building was in such condition that it could not be used for any purpose and was to be demolished. Besides, the same is still heavily encroached and that was the reason that interested party M/s. Sasco Traders was allotted the land measuring 0.50 (half) acre as plot at the prevalent rate of premium. The party is still endeavoring to vacate from professional land grabbers, on other hand the encroachers have also filed suit against the allottee and SITE Limited which is pending in court.

(b)      On account of above position, the answer is in negative.

 

 

*2654. MR. NADEEM AHMED BHUTTO: Will the Minister for Industries be pleased to state:-

(a)   Is it a fact that Small Industrial Estate comprising plots of various sizes has been approved to be set up at Northern Bypass, Karachi;

(b)   If answer to (a) above is in affirmative, the details thereof including category-wise number of plots to be developed in the said Estate;

(c)    Time by when the said scheme would be implemented alongwith procedure to be adopted for allotment of the plots?

 

ANSWER

MR. MUHAMMAD ABDUL RAUF SIDDIQUI, Minister for Industries:

(a)      Yes.

(b)      Sindh Small Industries Corporation has established Small Industrial Estate Northern Bye Pass, Karachi, over an area of 100 acers land, wherein, 882 plots of two categories have been developed is as under:-

(c)      All plots have been allotted through computerized balloting conducted by NADRA held on 10th May, 2008. Rs. 2000/- per Sq. Yds. was fixed the cost of plot by Sindh Small Industries Corporation’s Board of Directors which is receivable in 16 equal quarterly installments in the period of four years and after taking over the physical possession of the plots, allottees are required to establish their units within 24 months, as per allotment policy.

 

 

*2937. MR. ARIF MUSTAFA JATOI: Will the Minister for Industries be pleased to state:-

The annual certified accounts of SITE Limited for the whole of Sindh for the period 1st July, 2008 till 30th June, 2009 and the half yearly accounts till 31st December, 2009?

 

ANSWER

MR. MUHAMMAD ABDUL RAUF SIDDIQUI, Minister for Industries:

The audit for the said period is under process. Report will be submitted as and when the process is completed.

 

 

*2965. MR. NADEEM AHMED BHUTTO: Will the Minister for Industries be pleased to state:-

(a)   Is it a fact that in year 2008, two Industrial Plots of 5 acres each were allotted to Japan’s DTS by the SITE, Super Highway and according to the Map approved by the SITE, 3 gates were to be made on the eastern side and a 10 feet wide natural rain Drain and 25 feet wide road is available;

(b)   Is it a fact that in 2009, the above referred 10 feet Nallah was allotted on the written application of the New Port Institute of Communications and Economics for Rs: 75,000/- whether the SITE authorized to allottee a Natural Rain Drain;

(c)    Reasons for rain drain in emergency and is it a fact that Japan Consulate in Karachi has protested against the allotment of the rain drain?

 

ANSWER

MR. MUHAMMAD ABDUL RAUF SIDDIQUI, Minister for Industries:

(a)      It is a fact that in year 2008 SITE Ltd. allotted two Industrial plots 5 acres each to M/s. DTS Inc. for IT Business Project for Japan’s Company. The party has submitted the building drawings which were approved on 15.07.2009 wherein 3 No. gates were to be made on the Eastern side and 200 feet wide road and 25 feet drain Nallah is available.

(b)      It is not fact as the allotment made to M/s. New Port Institute of Communication and Economics was not for this particular location, but after the allotment of 0.25 acres for the establishment of Institute, the location of the side of 200 feet wide road and 25 feet drain was earmarked and site plan prepared accordingly but on knowing the fact that the earmarking was made on Nallah, it was cancelled immediately.

(c)      Earlier, rain drain was earmarked to M/s New Port Institute of Communication and Economics due to mistake but the same was cancelled immediately. At present the earlier position of Nallah has been restored.

 

 

*3697. MR. NADEEM AHMED BHUTTO: Will the Minister for Industries be pleased to state:-

(a)   Is it a fact that about 2 ½ acres land lying along the storm water drain/sewerage Nalla falling in to Lyari River in Sher Shah has been regularized on 02-03-2010 by giving it bogus Bo:S-119;

(b)   If answer to (a) above be in the affirmative, the details thereof as well as the authority who has regularized and given bogus number?

 

 

 

ANSWER

MR. MUHAMMAD ABDUL RAUF SIDDIQUI, Minister for Industries:

(a)      It is not fact that a piece of land measuring 2.50 acres was regularized along with Storm water drain/sewerage Nallah falling into Lyari River in Shershah. But a factory which was already in production at Shershah within SITE boundary was regularized on 17.03.2010 as per SITE Limited Board of Directors policy and earmarked as plot No. S/119.

(b)      As at (a) The Competent Authority i.e. Managing Director regularized at piece of land at Shershah to M/s. Muhammad Ajmal on the payment of Rs. 75,00,000/- @ Rs. 30,00,000/- per acre, as per prevalent rates. The above regularization was also confirmed by the Allotment Committee constituted by the Board of Directors on 12.04.2010.

 

 

*3869. MR. ALEEM-UR-REHMAN: Will the Minister for Industries be pleased to state:-

District-wise number of industries which were closed during 01-02-2009 to 31-12-2009 alongwith reasons for their closure?

 

ANSWER

MR. MUHAMMAD ABDUL RAUF SIDDIQUI, Minister for Industries:

District-wise number of 260 Industries were closed during 01.02.2009 to 31.12.2009 is at annexure, placed on the table of the House.

The reasons for the closure are financial crisis, losses in business, market problem, outstanding liabilities of commercial banks and load-shedding of electricity.

 

 

*3881. MR. ALEEM-UR-REHMAN: Will the Minister for Industries be pleased to state:-

District-wise name/number of ill-industries/new industries opened in the province during the tenure of present government?

 

ANSWER

MR. MUHAMMAD ABDUL RAUF SIDDIQUI, Minister for Industries:

The name/number of ill Industries in Province is nil during the tenure of present Government.

District-wise name/number of New Industries opened in the Province are 331 list is at annexure, placed on the table of the House.

 

 

*3927. MS. HEER ISMAIL SOHO: Will the Minister for Industries be pleased to state:-

Location wise detail/number of cottage industries exist in Sindh?

 

ANSWER

MR. MUHAMMAD ABDUL RAUF SIDDIQUI, Minister for Industries:

The Sindh Small Industries Corporation has established 18 industrial estates 3 industrial parks in Sindh, where 563 Small Industrial Units have been established. However, no cottage unit exists in these estates/parks.

Cottages industries being house-hold units are not required to get registered in SSIC. A survey is being conveyed for identifying there locations.

 

 

*3947. MR. MUHAMMAD MUZAMMIL QURESHI: Will the Minister for Industries be pleased to state:-

Amount being spent by the Government on “Khairpur Special Economic Zone” project in District Khairpur along with time period required for its completion?

 

ANSWER

MR. MUHAMMAD ABDUL RAUF SIDDIQUI, Minister for Industries:

(a)      The exact amount of money being spent on “Khairpur Special Economic Zone KSEZ” project duly approved by Planning & Development Department Government of Sindh in PDWP meeting held on 03.12.2009 is Rs. 1148.612 million.

(b)      Time period required for its completion is one year for the finalization of Master Plan and other planning process for KSEZ project, and another 2 years for actual construction period of KSEZ project. The KESZ project will Inshallah be completed by December, 2012.

 

 

*4109. MR. ALEEM-UR-REHMAN: Will the Minister for Industries be pleased to state:-

District-wise name & number of new industries opened during the tenure of previous government?

 

ANSWER

MR. MUHAMMAD ABDUL RAUF SIDDIQUI, Minister for Industries:

The District-wise names and number of 620 new Industries are opened during tenure of previous Government (2002-2007) is at annexure, placed on the table of the House.

 

 

*4325. MS. RASHEEDA PANHWAR: Will the Minister for Industries be pleased to state:-

(a)   Is it a fact that the Sindh Industrial Estate, Dadu is being extended;

(b)   If answer to (a) above is in the affirmative, the present status of extension and amount spent on it up to 30-11-2010?

 

ANSWER

MR. MUHAMMAD ABDUL RAUF SIDDIQUI, Minister for Industries:

(a)      At present Small Industrial Estate is not being extended.

(b)      Not applicable as yet.

 

 

*4327. MS. RASHEEDA PANHWAR: Will the Minister for Industries be pleased to state:-

(a)   Is it a fact that infrastructure facilities at Nooriabad Industrial Area are being improved;

(b)   If answer to (a) above is in affirmative, the date of start of work, estimated cost and the status of improvement with expenditure incurred up to 30-11-2010?

 

ANSWER

MR. MUHAMMAD ABDUL RAUF SIDDIQUI, Minister for Industries:

Yes, the infrastructure at SITE Nooriabad has been improved. The most vital requirement of Nooriabad Industrial estate in provision of water. There is no any source of water at SITE Nooriabad excluding underground water tube wells, which is not sufficient by its quantity and quality. For this purpose a separate water supply scheme from Keenjhar to Nooriabad is being completed.

 

 

*4328. MS. RASHEEDA PANHWAR: Will the Minister for Industries be pleased to state:-

(a)   Is it a fact that development and management companies are being established at SITE Nooriabad;

(b)   If answer to (a) above be in the affirmative, the main feature of the same along with its total cost?

 

ANSWER

MR. MUHAMMAD ABDUL RAUF SIDDIQUI, Minister for Industries:

(a)      Establishment of Development and Management Companies at SITE Nooriabad is under consideration/process but has not yet been finalized.

(b)      As above.

 

 

*4329. MS. RASHEEDA PANHWAR: Will the Minister for Industries be pleased to state:-

(a)   Year in which the Sindh Government press was established at Khairpur along with the functions of the same and number of staff working there;

(b)   Is it a fact that the machinery there is out dated;

(c)    If answer to (b) above is in affirmative, the reasons thereof?

 

ANSWER

MR. MUHAMMAD ABDUL RAUF SIDDIQUI, Minister for Industries:

(a)      The Sindh Government Press Khairpur was established in 1914 by former Khairpur state. It became part of West Pakistan Government Presses in the year 1955 on the creation of one unit. It was renamed as Sindh Government Press, Khairpur in the year 1970 due to dismemberment of one unit.

The function of this Press are to meet the requirements of printing and supply of stationery articles to all the Government offices located in ten districts of the provinces of Sindh.

(b)      Yes, Sindh Government Press Khairpur is equipped with only outdate letterpress machines but the printing work is continued to be carried out on these machines, which will be improved on installation of latest Pre and Post Offset Printing Machines, which are underway.

(c)      In the past there was a Government policy to privatize such Printing Press as such no investments on installation of new Offset Printing Machines were made. Since presently the Government policy to make this press function on modern lines, it has been decided to install there on Heidelberg Offset Printing Machine alongwith allied pre and post printing machines for which the technical staff of the representative of M/s Heidelberg Germany have already made a survey and the machines are ready for transportation and installation in this Press. Consequently, the printing requirement of various Government Offices in ten districts covered under Sindh Government Press Khairpur will be met rapidly and in better qualities.

 

 

*4370. MS. NUSRAT SEHAR ABBASI: Will the Minister for Industries be pleased to state:-

District wise number of industrial exhibition held during 31-01-2009 to 08-12-2010 in the Province?
