*3720. MR. ARIF MUSTAFA JATOI: Will the Minister for Wildlife be pleased to state:-
Number of hunting permits issued to foreign nationals for Sindh Ibex and Urial during 01-07-2009 to 30-6-2010 alongwith revenue recovered from it?
ANSWER
DR. DAYA RAM, Minister for Wildlife:
During hunting season 2009-10 (01-07-2009 to 30-06-2010) only six hunting permits were issued to the foreign nationals, (04 for Sindh Ibex and 02 for Urial) against the payment of US Dollar 51,600 (PK Rs. 4340629) at the rate of US Dollar 3500/- per permit for Sindh Ibex and US Dollar 18,800 per permit for Urial.

Complete list of all animals found in the province covered by the CITES convention?
ANSWER
DR. DAYA RAM, Minister for Wildlife:
Animals and birds found in the province covered by the CITES convention is at Annexure, placed on the table of the House.
*3828. SYEDA MARVI RASHDI: Will the Minister for Wildlife be pleased to state:-
(a) Is it a fact that birds and animals traders association has demanded to lift ban on export/ import of species of the same;
(b) If answer to (a) above be in the affirmative, period from which the ban has been imposed alongwith reasons behind such ban?
ANSWER
DR. DAYA RAM, Minister for Wildlife:
(a) It is a fact that birds and animals traders associations had been demanding to lift ban on exports/imports of certain species of wild birds and animals.
(b) Ban on the imports/exports of birds/animals has been imposed by the Ministry of Environment, Government of Pakistan after the approval of Federal Cabinet in April, 2008.
*3834. SYEDA MARVI RASHDI: Will the Minister for Wildlife be pleased to state:-
(a) Is it a fact that traders of birds and animals are not following the legal procedure to continue their business activities;
(b) If answer to (a) above be in the affirmative, procedure/rules & regulation necessary to be followed?
ANSWER
DR. DAYA RAM, Minister for Wildlife:
(a) Some traders, i.e. importers and exporters tend not to follow legal procedures for their business activities, and such cases, the department takes prompt action, as per law.
(b) It is mandatory for importers and exporters to obtain the NOCs from Provincial Wildlife Department and National Council for Conservation of Wildlife (NCCW), Ministry of Environment, Government of Pakistan and to complete other codal formalities of CITIES, if any, for the import and export of wild birds and animals.
*3970. MS. NUSRAT SEHER ABBASI: Will the Minister for Wildlife be pleased to state:-
(a) Is it a fact that too much hunting of partridge causes rapid genocide of it;
(b) If answer to (a) above is in affirmative, the steps taken by the Government in this regard?
ANSWER
DR. DAYA RAM, Minister for Wildlife:
(a) It is fact that, partridge population is decreasing due to different ecological and environmental changes and habitat degradation. Apart from ecological and environmental changes, hunting of partridges is also allowed on legal permits during hunting seasons from November to January every year. In this regard a comprehensive hunting schedule is issued every year with the approval of competent authority, wherein hunting days, open area and bag limit is mentioned to avoid violation of the hunting rules. However major reasons for the decreasing of partridge population are habitat distruction, de-forestation, use of pesticides and chemicals in agriculture crops, human encroachment over wild area, human population pressure and over exploitation of natural resources.
(b) Sindh Wildlife Department, Government of Sindh keeps vigilance in the field through filed staff over illegal hunting, netting and poaching of partridges. Every year 200-300 cases of illegal hunting of partridges are registered against the offenders and they are fined under the provisions of Sindh Wildlife Protection Ordinance, 1972.

The number of Ibex killed by viruses since 1st January, 2009 in Khirthar National Park?
ANSWER
DR. DAYA RAM, Minister for Wildlife:
The epidemic disease of virus PPR (Peste des petits ruminants) erupted in the month of September, 2009 (not January 2009) and affected the habitat of Sindh Ibex in Khirthar National Park. Resultantly, 86 animals were found dead during 25th September, 2009 to 30th November, 2009.
*4185. MR. ARIF MUSTAFA JATOI: Will the Minister for Wildlife be pleased to state:-
(a) Is it a fact that the Wildlife sanctuary/game reserve in Taluka Dokri District Larkana consist is on 10 hectares of land;
(b) If answer to (a) above be in affirmative, the details thereof?
ANSWER
DR. DAYA RAM, Minister for Wildlife:
(a) Yes, it is a fact, that a Wildlife Sanctuary namely “Khat Dhoro” is located at Taluka Dokri, District Larkana. The area of Wildlife Sanctuary is 10.522 hectares.
(b) The above said Wildlife Sanctuary was declared by Wildlife Department, Government of Sindh vide Gazette Notification No. WL&FT(DCF-GEN-269)/77 dated 25th September 1977 is at annexure, placed on the table of the House.
*4190. MR. ARIF MUSTAFA JATOI: Will the Minister for Wildlife be pleased to state:-
(a) Is it a fact that hunting is allowed to selected people in Pai Forest in former Nawabshah District despite the fact it is protected area;
(b) If answer to (a) above be in affirmative, the reason thereof?
ANSWER
DR. DAYA RAM, Minister for Wildlife:
(a) It is not fact that hunting is allowed to selected people in Pai Forest, District Shaheed Benazirabad (Nawabshah). However, being the Game Reserve permission for hunting is allowed under section-16 of Wildlife Protection Ordinance, 1972 by the competent authority (Chief Minister, Sindh) who is also ex-officio Chairman of Sindh Wildlife Management Board, when ever such request is made to him.
(b) Hunting in Game Reserve is allowed under section-16 of Sindh Wildlife Protection Ordinance, 1972 as a special permit is at annexure, placed on the table of the House.
*4194. MS. SHAMA ARIF MITHANI: Will the Minister for Wildlife be pleased to state:-
Amount earmarked in the Budget 2009-10 for protection and conservation of marine turtles alongwith the expenditure out of above made upto 30-06-2010 and results achieved?
ANSWER
DR. DAYA RAM, Minister for Wildlife:
Amount earmarked in the subject for the year 2009-10. 9.450 million

(a) Is it a fact that five million rupees were allocated in budget 2009-10 for rehabilitation and breeding of Hog Deer and native waterfowl species at Hazari Forest, Thatta;
(b) If answer to (a) above is in the affirmative, the details thereof including the results and amount spent out of above up to 30-10-2010?
ANSWER
DR. DAYA RAM, Minister for Wildlife:
(a) Yes. It is a fact that Rs. 4.173 million were allocated in budget 2009-10 for Rehabilitation and Breeding of Hog Deer and native Waterfowl species at Hazari Forest, Thatta.
(b) Out of allocation of Rs. 4.173 million, Rs. 3.623 million were released and Rs. 3.514 incurred upto 30.06.2010.

Date on which Khirthar Protected Area Complex was established along with details of animals/species available there?

DR. DAYA RAM, Minister for Wildlife:
The Khirthar Protected Area Complex (KPAC) is not a separate protected area. It is a group of Protected Areas i.e. Khirthar National Park (established on 31st January, 1974), Hub Dam Wildlife Sanctuary (established on 31st January, 1974), Mahal Kohistan Wildlife Sanctuary (established on 31st January, 1974), and Eri, Sumbak, Surjan and Hathiano Game Reserve (established on 12th June, 1976),
The name of Khirthar Protected Area Complex was given to the whole the complex in the year 2001 during the Baseline Study conducted by Melbourne University of Australia.
The details of animals/species available in the Khirthar Protected Area Complex.
Sindh Ibex, Urial, Chinkara, Hyaena, Wolf, Wild Cats, Honey Badger, Pangolin and various species of Reptiles and Birds.

DR. DAYA RAM, Minister for Wildlife:
(a) Yes. It is a fact that Rs. 5.000 million were earmarked during 2009-10 for Conservation and Propagation of Rich Biodiversity in Tharparkar District.
(b) Out of allocation or Rs. 5.000 million for the year 2009-10, Rs. 3.094 million were released and Rs. 2.459 million were incurred upto 30.06.2010.
The details of Physical and Financial Progress for 2009-2010 is at annexure, placed on the table of the House.
However, no expenditure has been booked from 01.07.2010 to 30.11.2010.
