The reserved bid and actual bids accepted for the rights to collect excise duty on certain minerals in Jamshoro including Dadu and Hyderabad during the Years 2000 till 2009?

This auction was not materialized due to I, II & highest bidder did not deposit security equal to 10% of their bids within the stipulated time therefore, in accordance with the terms & condition and contract their bids stand cancelled and their earnest money amounting to Rs. 1,00,000/- each were forfeited as a penalty and with the approval of the competent authority for intervening period from 29th June, 2000 till the new auction materialized. It is as per past practice royalty contractor. Who were working on such collection post were offered such right with 25% increase in the prevailing bids.

Details/number of Hospitals/Dispensaries established and appointments of doctors/ paramedical staff made in all SESSI during the period from 01-01-2009 to 01-12-2009?

ANSWER

MR. AMIR NAWAB, Minister for Labour:

Only one Dispensary has been established at Ranipur Sugar Mill in April, 2009 and six Consultants in different Specialties have been appointed at SESSI Hospitals during the period from 01-01-2009 to 01-12-2009.

 

 

 

 

*3133. MS. NUSRAT SEHER ABBASI: Will the Minister for Labour be pleased to state:-

(a)   Procedure/criteria adopted for registration of a bricks kilns as well as number of bricks kilns presently exist in the Province;

(b)   Whether District Vigilance Committees exist on district level;

(c)    If answer to (b) above be in the affirmative, the functions of the same?

 

ANSWER

MR. AMIR NAWAB, Minister for Labour:

(a)      The procedure for the registration of brick kilns under Factories Act, is the same as adopted in respect of other industries, which beside submitting of other documents, Notice of Occupation in form “A” and Notice of periods of works in form “L” of Factories Rules, is a must requirement.

(b)      The District Vigilance Committee (relating to Bonded Labour) have been constituted on District level in various Districts of the province.

(c)      As to the functioning to the District Vigilance Committee, the legal and factual position has been laid down in Section-9, 10 & 15 of the Bonded Labour System (Abolition) Act, 1992 and rules made there under (particularly Rule-6 of Bonded Labour System Abolition Rules 1995). The role of the Labour Department under the Law and Rules, is to the extent of being one member amongst the 16-members, District Vigilance Committee, which to be working under the District Administrator/District Nazim (which position now occupied by Administrators).

 

 

*3139. MS. NUSRAT SEHER ABBASI: Will the Minister for Labour be pleased to state:-

What is the meaning of IRA in details?

 

ANSWER

MR. AMIR NAWAB, Minister for Labour:

It is Industrial Relation Act 2008, dealing with all Trade Unions related matters/CBAs/ Referendums for determination of CBs/Chartered of demands by CBAs/by employers/ settlements between parties/working if the Labour Courts/Labour Appellate Tribunal/NIRC (National Industrial Relations Commission). Before the introduction of this law by the present Government, earlier it was IRO, 2002 (Industrial Relations Ordinance) and before that, it was IRO 1969.

 

 

*3153. MS. HEER ISMAIL SOHO: Will the Minister for Labour be pleased to state:-

Number of labours working in the largest salt producing zone of Asia near Gharo City, District Thatta and whether the under age children are also working there?

 

ANSWER

MR. AMIR NAWAB, Minister for Labour:

There are four (04) Salt Establishments in District Thatta and total number of 130 workers are working in these establishment. No under age children are working there.

 

 

*3155. MS. HEER ISMAIL SOHO: Will the Minister for Labour be pleased to state:-

(a)   Number of labours cured under social security scheme during financial year 2007-2008 along with amount spent thereon;

(b)   District wise number of labours registered under social security during the period from  2007 to 2009?

ANSWER

MR. AMIR NAWAB, Minister for Labour:

(a)      Total number of 1422314 patients cured/treated medically in SESSI Hospitals/Dispensaries during financial year 2007-08.

(b)      Total amount spent Rs. 138,583,310/-.
