*2442. MR. ARIF MUSTAFA JATOI: Will the Minister for Food be pleased to state:-

(a)   Is it a fact that a sum exceeding 100 millions has been budgeted for making the wheat silos near northern by-pass operational;

(b)   If answer to (a) above is in affirmative, details of the functioning silos being operated by other Provincial Food Departments?

 

ANSWER

NAWABZADA MIR NADIR ALI KHAN MAGSI, Minister for Food:

(a)      Yes, a sum of Rs. 200 millions have been earmarked for the scheme, “Establishment Rehabilitation and Operationalization of Silos in Sindh” during current year’s ADP (2009-10) at Sr. # 48, but the scheme is still unapproved and is under process.

(b)      Silos Technology has not been adopted yet in any of the Provincial Food Department.

(a)   Is it a fact that laboratories to test food quality have been established in the province;

(b)   If answer to (a) above is in affirmative, location and task of the laboratories?

NAWABZADA MIR NADIR ALI KHAN MAGSI, Minister for Food:

Presently, there is no food quality testing laboratory under the administrative control of Food Department. An ADP 2009-2010 scheme No. 46 pertaining to establishment of “Construction of Wheat Quality Testing Laboratory at SGG-III, Landhi Karachi” is under construction and will be completed by June, 2010.

 

 

*2736. MS. KULSOOM CHANDIO: Will the Minister for Food be pleased to state:-

Number of Shopkeepers challaned for selling wheat atta at high prices in district Dadu during the period from 01-01-2008 to 31-12-2008?

 

ANSWER

The District Officer Revenue/Special Judicial Magistrates Dadu has challaned four (4) number of Shopkeepers for selling wheat atta on high price from 01-01-2008 to 31-12-2008. The details are as under:-

*2806. MS. HEER ISMAIL SOHO: Will the Minister for Food be pleased to state:-

(a)   Is it a fact that bumper crop of wheat producing (yielding) District Ghotki has only             03 Government godowns, resulting about six lac sacks of wheat are lying in the open sky;

(b)   Is it also a fact that a plot for construction of godowns has been acquired at Obawro;

(c)    If answer to (a) & (b) in affirmative, the details thereof along with reasons for not construct the godowns there?

 

ANSWER

NAWABZADA MIR NADIR ALI KHAN MAGSI, Minister for Food:

(a)      At present, 15 Godowns in Food Department at District Ghotki are available, which are insufficient to store the procured wheat. As there is surplus wheat compared to releases/consumption, wheat is lying open in Ghotki District, but properly covered in Tarpaulins and fumigated.

(b)      Yes, a plot is available with Food Department at Ubawro in District Ghotki for construction of Godown.

(c)      Scheme for construction of Godown on the said plot is under active consideration of the Food Department.

The District-wise procurement target for Wheat during Rabi 2009-10 along with the support price to be paid?

 

ANSWER

NAWABZADA MIR NADIR ALI KHAN MAGSI, Minister for Food:

The Federal Government has assigned a National target of procurement of wheat from Crop 2009-10 at 1.5 million metric tones for Sindh Food Department. The District-wise wheat procurement target is given below:-

District wise quantity of wheat weavilized during the period from 01-07-2008 till to date?

 

 

ANSWER

NAWABZADA MIR NADIR ALI KHAN MAGSI, Minister for Food:

As intimated by all the Regional heads, no wheat has been reportedly weavilized from 01.07.2008 till to date.

 

 

*2954. MR. ARIF MUSTAFA JATOI: Will the Minister for Food be pleased to state:-

The District-wise quantity of Season-2009 wheat which has been declared unfit for consumption as of to date along with the reasons thereof?

 

ANSWER

NAWABZADA MIR NADIR ALI KHAN MAGSI, Minister for Food:

There has been no case of complain from any district against wheat crop 2009 declared as unfit for human consumption.

Releases are being made from Crop 2009 at a brisk pace.

 

 

*2968. MS. NAHEED BEGUM: Will the Minister for Food be pleased to state:-

Number of persons arrested involved in smuggling of wheat on Sindh-Punjab Border along- with wheat in tons recovered from them?

 

ANSWER

NAWABZADA MIR NADIR ALI KHAN MAGSI, Minister for Food:

Neither any such case has been reported nor anyone was found involved in smuggling of wheat on Sindh-Punjab Border as per report of Regional Directorates. Hence, the issue of recovery does not arise.

 

 

*2973. MS. NAHEED BEGUM: Will the Minister for Food be pleased to state:-

(a)   Is it a fact that there is intense need to establish a Food Vigilance Committee on the Sindh-Punjab Border like Food Vigilance Committee established on the Sindh Balochistan border;

(b)   If answer to (a) above is in the affirmative, whether any proposal to establish said Committee is under consideration by the Government?

 

ANSWER

NAWABZADA MIR NADIR ALI KHAN MAGSI, Minister for Food:

(a)      A Vigilance Committee was established for Wheat Procurement Campaign 2008 in order to check the illegal transportation of wheat through roads out of Province and to curb hoarding of wheat in March 2008. The same was abolished on 23rd May 2009. Annexure-A & B, placed on the table of the House. Hence, there is no Vigilance Committee at present. There seems no intense need to established Vigilance Committee on Sindh-Punjab border in the near future.

In accordance with the recommendations of the Standing Committee, there is no restriction on Inter Provincial movement of wheat Annexure-C, placed on the table of the House. Due to abundant quantity of wheat available in the Province, the need for establishing such a Committee does not arise.

(b)      Not applicable.

 

 

*3005. SYED WASEEM HUSAIN: Will the Minister for Food be pleased to state:-

District wise details of subsidy granted by the Government to provide the flour to the public at lower rates during the holy month of Ramazan?

 

ANSWER

NAWABZADA MIR NADIR ALI KHAN MAGSI, Minister for Food:

The operation of state trading scheme of wheat is subsidy based. The sale/issue price of wheat is less than the cost accrued to the department i.e. support price and incidentals. As such, the different between the total cost price and issue price which constitutes subsidy is required to the paid up by the Provincial Government/Finance Department.

The Honourable Chief Minister, Sindh in the Holy month of Ramadan had announced “Ramadan Package” for the poor people of province to supply the atta @ of Rs. 10 per kg instead of Rs. 31/- per kg.

In district Badin, there is no flour mills, hence the atta was supplied by the flour mills at Hyderabad. In Khairpur the atta was supplied by the flour mills of Sukkur and Ghotki districts.

 

 

*3066. MS. NUSRAT SEHER ABBASI: Will the Minister for Food be pleased to state:-

(a)   Is it a fact that different allowance as well as the uniform allowance is allowed to the employees of lower grade in the Food Department;

(b)   If answer to (a) above be in the affirmative, the allocated amount of the same?

(a)      As per existing policy, the following allowances are allowed to the lower grade employees  (BS-1 to BS-4) of Food Department by Government of Sindh/Finance Department.

*3231. MS. HEER ISMAIL SOHO: Will the Minister for Food be pleased to state:-

Detail/number of new godowns programmed to be constructed during 2009-2010 alongwith number of godowns constructed/ under construction upto 30-04-2010?

 

ANSWER

NAWABZADA MIR NADIR ALI KHAN MAGSI, Minister for Food:

No new construction is under way during current financial year (2009-10). However, a Pubic Private Partnership initiative for construction of Silos is under process. Additionally, construction of steel silos in Landhi is also being processed. PC-I has been submitted to the concerned. Besides this, the renovation/rehabilitation of existing Godowns in Karachi and interior Sindh, is under way as per detail:-

1.    Rehabilitation/Special Repair of SGG-I, II & III Landhi, Karachi;

2.    Rehabilitation/Renovation of Existing Godowns is Sindh (Phase-I).

After completion of construction/renovation & rehabilitation work in respect of these schemes, the overall storage capacity will be enhanced by at least 50,000 Metric Tones.
