     2.Resolution No. 107; given notice of by Mr. Muhammad Aleem-ur-Rehman, MPA regarding Government of Sindh to approach the Federal Government to commence the 12th Rabi-ul-Awal the Birth Day of the Holy Prophet (PBUH) with 41 Gun salutes in Federal capital and 31 Gun salutes in Provincial Capitals.

     3.Resolution No. 75; given notice of by Ms. Zareen Majeed, MPA regarding action be initiated against such educational institutions that are charging exorbitant fees which even the parents belonging to middle-class are unable to pay.

     5.Resolution No. 106; given notice of by Mr. Nadeem Ahmed Bhutto, MPA regarding Sindh Government to approach the Federal Government to obtain complete details from the British Government about burial of SURIH BADSHAH and the official announcement be made about his GRAVE.

     1.Motion No. 21; given notice of by Ms. Heer Soho, MPA regarding immediately control the price hike particularly in essential commodities of life, which increase the miseries of poor and middle salary class people.

     2.Motion No. 18; given notice of by Ms. Humera Alwani, MPA regarding Kalabagh Dam should be immediately be stopped and this project be permanently shelved as it is detrimental to the interests of the Province of Sindh.

     3.Motion No. 33; given notice of by Mr. Arif Mustafa Jatoi, MPA regarding Federal Government and other Federating Units that the borders of the Province of Sindh shall never change and any nefarious moves to break up Sindh will never be allowed either by this Assembly or the People of Sindh.
 
     4.Motion No. 15; given notice of by Ms. Humera Alwani, MPA regarding Sindh Government remain steadfast on its demand for revenue collection as the criterion for resource distribution in the 6th NFC Award as per the unanimous resolution passed by this August House on 30th January, 2003.

*2328. MRS. HUMERA ALWANI: Will the Minister for Revenue be pleased to state:-

(a)   Is it fact that after local Government Ordinance, 2002 the department developed in local Government system as “Municipal Area”;

(b)   If answer to (a) above be in affirmative, the details thereof alongwith number of villages surveyed/registered during period from 2002 to 30-05-2009;

(c)    Number of villages out of above notified as a double registered/surveyed twice?

 

ANSWER

MR. JAM MEHTAB KHAN DAHAR, Minister for Revenue:

(a)      With the promulgation of Sindh Local Government Ordinance, 2001, the bifurcation of Rural and Urban was done away, hence, area falling within the City District Government became Urban Area and Sindh Gothabad (Housing Scheme) Act, 1987 became redundant till Government introduced an amendment in October, 2008 in Sindh Gothabad (Housing Scheme) Act, 1987 of empowering Provincial Government to declare various dehs as Rural Area through Notification under Section-2-A of Sindh Gothabad (Housing Scheme) (Amendment) Act, 2008.

(b)      No village was Regularized from 2002 to 30.05.2009.

(c)      No village was double registered/surveyed from 2002 to 30.05.2009.

 

 

*2330. MRS. HUMERA ALWANI: Will the Minister for Revenue be pleased to state:-

Number/details of Villages registered at Malir Town, Bin Qasim Town, Gadap Town, Keamari Town during the period from 20-05-2008 to 08-06 2009?

 

ANSWER

MR. JAM MEHTAB KHAN DAHAR, Minister for Revenue:

During the period of 20.05.2008 to 08.06.2009 no village was sanctioned.

 

 

*2855. MRS. HUMERA ALWANI: Will the Minister for Revenue be pleased to state:-

Name and number of officers/officials working on OPS and deputation basis in Revenue Department alongwith their designation and period of posting on OPS/deputation basis in the Province?

 ANSWER

MR. JAM MEHTAB KHAN DAHAR, Minister for Revenue:

99 posts for direct recruitment are lying vacant. In order meet the shortage the Departmental candidates who fit to act as Mukhtiarkar have been posted as Mukhtiarkar in their own pay and scale. The department have sent the requisition to the Sindh Public Service Commission for the 96 posts of Mukhtiarkar (BS-16) for recruitment, as and when the initial appointment of direct recruitment made available, all the 99 Revenue Qualified Officials who are working as Mukhtiarkar in their OPS shall be reverted to their original posts.

The District wise list of Mukhtiarkars with date of posting who are working in OPS has been prepared at Annexure, placed on the table of the House.

 

 

*2872. MRS. HUMERA ALWANI: Will the Minister for Revenue be pleased to state:-

Number of Mukhtiarkars & Tapedars of Thatta District working out of district on detailment/deputation during the period from April, 2008 to October, 2009?

 

ANSWER

MR. JAM MEHTAB KHAN DAHAR, Minister for Revenue:

Only two Tapedars of District Thatta on detailmen/deputation during the period from April 2008 to October, 2009, in Sindh Gothabad Scheme Karachi.

None of Mukhtiarkar of Thatta district was on detailment/deputation during the period from April 2008 to October, 2009.

 

 

*2922. MRS. HUMERA ALWANI: Will the Minister for Revenue be pleased to state:-

(a)      Is it a fact that during Assembly Session dated 21-10-2009 Hon’ble Minister for Revenue admitted on the Floor of the House that an official of Revenue Department of District Thatta is involved in corruption practices and made forged documents and bogus Khattas in Revenue record of District Thatta;

(b)   If answer to (a) above is in affirmative, mention his name and details of corruptions along with details of action taken by Department against that official?

 

ANSWER

MR. JAM MEHTAB KHAN DAHAR, Minister for Revenue:

(a)      The officers/officials, who are allegedly involved in corruption. the inquiry, against them are going on as per rule.

(b)      Letter for hearing has been issued to the concerned and date fixed on 13.06.2010.

(c)      The names and details of Revenue officers involved in corruption and forgery in Revenue Record of District Thatta, are as under:-

Enquiry, which was conducted by Director (E&I) is completed, and pending with Senior Member, for personal hearing of the accused.

Enquiry in respect of fraud in Revenue Record in Deh Mullan Tapa & Taluka Jati-Allegation against Mr. Mohammad Ali Khuwaja, Mukhtiarkar & Tapedar. The case is pending with EDO(Rev), Thatta, for submission of memo of allegation.

 

As far as the action taken against the above officials is concerned, the enquiry have already been initiated under Removal from Service (Special Powers) Ordinance 2000, against the above accused persons by issuing Show Cause notices and their cases under process for final orders.

 

 

*3056. MS. NUSRAT SEHER ABBASI: Will the Minister for Revenue be pleased to state:-

(a)   Is it a fact that Government intends to notify rates of sale certificate of land and other legal fees;

(b)   If answer to (a) above is in affirmative, time by when the same will be implemented;

(c)    Amount of fees to transfer death title of land;

(d)   Total area of land in District Khairpur, under cultivation/barren along with salary and allowances of a Tapedar?

ANSWER

MR. JAM MEHTAB KHAN DAHAR, Minister for Revenue:

(a)      No it is not fact. As yet Government has not intended to charge fee for issuance of sale certificate.

(b)      According to Notification No. 21/77 Rev-I (II) 1676 dated 08-07-1982 issued by the Board of Revenue Sindh Hyderabad Rs. 10/- is being charged on mutation fee of Foti khata badal/transfer of death title.

(c)      As per record the total area under cultivation land in district Khairpur Kharif 3,85,434-00 acres & Rabi 3,30799-00 acres total 7,16,233-00 acres.

(i)       Total area of District 39,22,025-00 acres.

(ii)      Cultivation area 7,16,233-00 acres.

(iii)    Uncultivable area 32,05,792-00 acres.

(d)      According to Budget Book for the year 2009-2010 of District Government Khairpur, the salary of Tapedar (BPS-05) of initial appointment with allowance is as under.

*3057. MS. NUSRAT SEHER ABBASI: Will the Minister for Revenue be pleased to state:-

(a)   Is it a fact that Government intends to take back the power of collection of tax from Tapedars and deposit it directly in the bank or in the account of Government through money order;

(b)   If answer to (a) above is in affirmative, time by when it will come into force;

(c)    Is it a fact that where there or no tube-well or is not available drainage fee along with tax is also collected?

 

ANSWER

MR. JAM MEHTAB KHAN DAHAR, Minister for Revenue:

(a)      There is no such proposal, the Government does not intend to take back the powers of collection of tax from Tapedars.

(b)      However, the land owner can directly deposit the land tax in the bank.

(c)      The drainage cess is assessed and recovered from those land owners who are availing the Drainage facilities offered by SCARP Irrigation Department tube wells.

 

 

*3058. MS. NUSRAT SEHER ABBASI: Will the Minister for Revenue be pleased to state:-

Is it a fact that Government intends to Provide the facility of agriculture loan and subsidy in the tax to the small Khatedars alongwith special scholar ships to their children to get higher education?

 

ANSWER

MR. JAM MEHTAB KHAN DAHAR, Minister for Revenue:

(a)      The facility of agriculture loan is provided through the banks including Zarai Tarquati Bank.

(b)      Holding upto 16 acres already exempted from payment of land tax. So far awarding of special scholarships to the children of small khatedars is concerned, it is informed that Revenue Department does not provide such scholarships. However, scholarships to poor deserving students are normally provided by the Education Department.

 

 

*3100. MS. HEER ISMAIL SOHO: Will the Minister for Revenue be pleased to state:-

(b)   Number of open kacheries held in district Khairpur during 31-01-2008 to 31-01-2010?

 

ANSWER

MR. JAM MEHTAB KHAN DAHAR, Minister for Revenue:

According to Chapter-III of O&M (Order of Management), the following officers are required for conducting the tours/touring in the interior of their beats for hearing the grievances of the people at large to redress them on the spot, it possible. They should encamp at public place, which may be approachable to every person and their touring shall be exclusively for hearing the grievances and legitimate needs of the people. All the touring officers have therefore been required to spent for the certain number of night out of Headquarters, as assigned to each of them as under:-

As far as second part of question, the Executive Direct Officer (Rev) Khairpur has reported vide has letter No. EDO(Rev)/RB/2479/2010, dated 28.05.2010, that no open Kachahry was held during the period vis-à-vis 31.01.2008 to 31.01.2010.
