*2333. MRS. HUMERA ALWANI: Will the Minister for Revenue be pleased to state:-

Number of villages surveyed in 1996 in Karachi, out of them number of villages registered and unregistered alongwith intension of the Government to register the remaining villages?

 

ANSWER

JAM MEHTAB HUSSAIN DAHAR, Minister for Revenue:

The total 808 villages were surveyed upto 1996 in Karachi, out of which.

(a)      339 villages were sanctioned.

(b)      315 villages remained unsanctioned.

(c)      154 villages do not fall with the purview of Gothabad Act. These villages fall in urban area to be sanctioned by Land Utilization Department Government of Sindh.

 

 

*2386. MRS. HUMERA ALWANI: Will the Minister for Revenue be pleased to state:-

Details of “Provincial Disaster Management Authority” and how it works District-wise alongwith its criteria and terms & conditions?

 

ANSWER

JAM MEHTAB HUSSAIN DAHAR, Minister for Revenue:

The Provincial Disaster management Authority has been notified, with the approval of the Chief Minster Sindh, by the SGA&CD vide its Notification No. SO(C-IV)SGA&CD/4-28/07 dated October 12, 2009. The terms and conditions for the Authority are given in Section-15 of the National Disaster Management Ordinance, 2007.

As far as District-wise working is concerned, every district has its own District Disaster Management Authority, also notified by the SGA&CD vide its Notification No. SO(C-I)SGA&CD/4-28/07 dated September 10, 2007. The terms and conditions of District Disaster Management Authorities, have also been spelled out in the said Notification. PDMA Sindh is working in coordination with DDMAs.

 

 

*2387. MRS. HUMERA ALWANI: Will the Minister for Revenue be pleased to state:-

Detail of Rehabilitation of Disaster prove areas in District Thatta & Badin in partnership with PPAF. How this can be working District-wise Criteria Terms & conditions?

 

ANSWER

Uptill now no initiative has been undertaken in partnership with PPAF. However, Provincial Disaster Management Authority is working in close collaboration with other stakeholders such as academia, National Disaster Management Authority & others.

On the instruction vide letter dated 17-04-2009 of Services General Administration & Coordination Department Karachi all the above 15 Officers/Officials were repatriated to their parent Department shown against each above vide this department’s order dated 07-11-2009 and 10-11-2009.

 

 

*2420. MRS. HUMERA ALWANI: Will the Minister for Revenue be pleased to state:-

District-wise number of posting and transfers made in the Revenue Department from BPS-16 and above alongwith names and designations during the period from 15th April, 2008 to 30th June, 2009 as well as improvements occurred for the benefit of public resulting these postings and transfers?

 

ANSWER

JAM MEHTAB HUSSAIN DAHAR, Minister for Revenue:

The establishment of officers in BS-17 and above is dealt with S&GAD not by Revenue Department. However the list of District-wise posting and transfers of Mukhtiarkars (BS-16) made during 15th April, 2008 to 30th June, 2009 has been prepared (at annexure, placed on the table of the House). All these postings and transfers have been made on administrative grounds.

 

 

 

*2450. MR. ARIF MUSTAFA JATOI: Will the Minister for Revenue be pleased to state:-

(a)   Is it a fact that Mukhtiakars are eligible for re-employment on contract basis in Service after retirement;

(b)   If answer to (a) above is in affirmative, number of such cases approved during the period from 01-07-2008 to 31-07-2009?

 

ANSWER

JAM MEHTAB HUSSAIN DAHAR, Minister for Revenue:

(a)      Yes, the officers in BS-16 and above are eligible for re-employment according to rules/policy and the re-employments are allowed by the Chief Minister.

(b)      The Revenue Department has allowed re-employment to only one Mukhtiarkar Mr. Nizamuddin Thatiar for the period of two years, after obtaining the approval by the   Chief Minister Sindh on a summary, vide notification dated 01-06-2009 is at annexure, placed on the table of the House.

 

 

*2571. MR. NADEEM AHMED BHUTTO: Will the Minister for Revenue be pleased to state:-

(a)   Is it a fact that Mukhtiar Khokhar, DDO General Admn. Sukkur, Mr. Kashmir Dharejo, sub registrar, Rohri, and Mr. Ismail Jagirani, sub registrar, Sukkur, were school teachers before their posting in Revenue Department;

(b)   Is it a fact that many officials of Revenue Department are awaiting for posting and instead of posting them, school teachers are posted against above posts;

(c)    If answer to (a) & (b) is affirmative, the details thereof including the date of their posting in Revenue Department with justification?

 

ANSWER

JAM MEHTAB HUSSAIN DAHAR, Minister for Revenue:

(a)      (i)   Information regarding posting of Mr. Mukhtiar Khokhar as DDO General Admn. Sukkur pertain to SGA&CD.

(ii)   It is fact that Mr. Kashmir Dharego and Ismail Jagirani, School Teachers of Education Department were posted on deputation by the SGA&CD in Revenue Department. However both the above officials have been repatriated vide this Department’s letter No. 12/71/2009-Admn-I/973 & 1363 dated 05.09.2009 and 07.11.2009, respectively, to their parent department.

(b)      The Sub-Registrars who were awaiting for posting on administration grounds have been given postings.

 

 

*2575. MR. NADEEM AHMED BHUTTO: Will the Minister for Revenue be pleased to state:-

(a)   Is it a fact that in some talukas of district Sukkur the posts of Mukhtiarkars are held by Assistant Mukhtiarkars on OPS basis;

(b)   If answer to (a) above is in affirmative, the details and the justification therefor?

 

ANSWER

JAM MEHTAB HUSSAIN DAHAR, Minister for Revenue:

(a)  Yes, 3 Mukhtiarkars are posted in district Sukkur on various Talukas, who are working as Mukhtiarkar in their own pay & scale.

(b)  The detail of above 3 OPS Mukhtiarkars and justification in this regards, is as under:-

There was dearth of Mukhtiarkars in Sindh, as the direct recruitment has been made, hence for smooth running of Government work, the above Mukhtiarkars are allowed to work as Mukhtiarkar on their own pay and scale, against the quota of direct recruitment, on the condition that as and when direct recruitment are made available, they will reverted on their original posts.

*2604. MS. HEER ISMAIL SOHO: Will the Minister for Relief be pleased to state:-

Number and details of districts to whom relief has been provided due to different calamities in the province during 2008-2009?

 

ANSWER

JAM MEHTAB HUSSAIN DAHAR, Minister for Relief:

In all 9 districts i.e. Khairpur (ii) Dadu (iii) Naushahro Feroze (iv) Larkana (v) Kamber Shahdadkot (vi) Shikarpur (vii) Jacobabad (viii) Kashmore & (ix) Ghotki were severely affected due to winter rains 2008. The details of relief provided so far by the Revenue Department in respect of damages caused to harvested paddy crop in the aforesaid districts are as under:-

(1).  Remission of Government dues for Kharif 2008-09.

(2).  Postponement of the recovery of post years arrears of provincial government dues for one year.

 

As regards the rains 2009, no wide spread damage caused to standing crops in (9) districts viz Karachi, Jamshoro, Dadu, Matiari, Tharparkar, Sanghar, Tando Mohammad Khan, Mirpurkhas & Tando Allahyar.

 

 

*2605. MS. HEER ISMAIL SOHO: Will the Minister for Revenue be pleased to state:-

(a)   Area of land in detail of Badin district came under sea intrusion during 2004 to 2008;

(b)   Number of talukas of district Badin effected alongwith area of land destroyed in each taluka?

 

ANSWER

JAM MEHTAB HUSSAIN DAHAR, Minister for Revenue:

An area of 88763-07 areas of land has been affected due to sea intrusion during the year 2004 to 2008 as reported.

Two talukas namely Badin & Shaheed Fazal Rahu of district Badin have been affected due to sea intrusion.

 

 

*2720. MS. HEER ISMAIL SOHO: Will the Minister for Revenue be pleased to state:-

Amount of fund allocated in financial year 2008-09 for Sindh Disaster Management Project alongwith details of work carried out under this project?

 

ANSWER

JAM MEHTAB HUSSAIN DAHAR, Minister for Revenue:

It is clarified that the Provincial Disaster Management Authority is not a project but an Authority established under National Disaster Management Ordinance, 2007 (NDMO). The Ordinance envisages the constitution of Disaster Management Commission and Authorities at the national and provincial levels.

The Provincial Disaster Management Authority Sindh was not fully operational in the year 2008-09 and no expenditure was incurred till June, 2009. The Authority was (re)notified on 10-06-2009. The funds amounting to Rs. 15.81 million were allocated in the budget 2008-09. However, only Rs. 6.5 million were released in the month of June, 2009 through abstract bill under in the following heads:-

 

Rent for Office Building                      Rs. 0.40 million

Purchase of Hardware                         Rs. 0.40 million

Transport                                           Rs. 3.6 million

Plant & Machinery                              Rs. 1.00 million

Furniture & Fixture                            Rs. 1.10 million

 

These funds were utilized in the subsequent financial year for the mobilization of Provincial Disaster Management Authority which is now operational, entrusted with the functions as liad down in NDMO, which is the governing law of the authority.

 

 

 

 

*2951. MR. ARIF MUSTAFA JATOI: Will the Minister for Revenue be pleased to state:-

(a)   Is it a fact that some persons have been posted as Mukhtiarkars with-out passing the Revenue Department qualifications tests during the period from 01-07-2008 to 31-12-2009;

(b)   If answer to (a) above is in affirmative, the reasons thereof?

 

ANSWER

JAM MEHTAB HUSSAIN DAHAR, Minister for Revenue:

No person/persons has been posted as Mukhtiarkar without passing the Revenue qualifying examination during the period from 01.07.2008 to 31.12.2009.
