*750. MR. ARIF MUSTAFA JATOI: Will the Minister for Works & Services be pleased to state:-

Is it a fact that the official standards of asphalt roads in Sindh does not conform to any international standards?

 

ANSWER

MR. MANZOOR HUSSAIN WASSAN, Minister for Works & Services:

Yes, it is a fact that international standard are not fully adhered in respect of asphalt roads in Sindh due to resource constraints.

In major Provincial Highways of Sindh, surfacing (single asphalt layer) (wearing coat) having thickness of 50.00mm (2” thick) is provided as per International Standard. However, Internationally, 2 layers of asphalt concrete one of binder coat and the other of wearing coat are provided on asphalt roads.

 

 

*1110. MR. ARIF MUSTAFA JATOI: Will the Minister for Works & Services be pleased to state:-

(a)   Is it a fact that the road from Deparja town to Dadu-Moro Bridge in District Naushero Feroze has been left incomplete for last few years due to a dispute with the contractor;

(b)   If answer to (a) above is in affirmative, time by when the same is expected to be completed?

 

ANSWER

MR. MANZOOR HUSSAIN WASSAN, Minister for Works & Services:

(a)      Yes, it is a fact that construction work of road has remained suspended since November, 2007 on account of failure of the contractor to carry out the work as per agreement.

(b)      The road is under construction with the assistance of ADB. Action as per agreement has been taken by the Department for carrying out remaining work, Asian Development Bank has been requested for necessary concurrence, so that left over work is carried out through another agency. As soon as necessary concurrence, which is mandatory, is received further action will be taken accordingly. At this stage, time frame to complete the left over work cannot be ascertained.

Name of the party to whom contract of (Public Private Partnership) project awarded for expansion and dualization of Hyderabad to Mirpurkhas road as well as terms and conditions of the contract?

ANSWER

MR. MANZOOR HUSSAIN WASSAN, Minister for Works & Services:

Expansion and Dualization of Hyderabad to Mirpurkhas road has been awarded to DEOKJAE Construction Company Ltd. of Korea (The Developer).

 

TERMS & CONDITIONS

  • Dualization of existing     2 lane to 4 lane.
  • Completion time              30 months
  • Agreement for                  30 years
  • Operation and maintenance cost shall be recovered from Toll Tax.Financial Structure

The total length in K.M. of (Motorway) class roads in Sindh Province as on 31st December, 2008?

Matter pertains to the Federal Government.

 

 

*1881. MS. HEER ISMAIL SOHO: Will the Minister for Works & Services be pleased to state:-

Number/length in Kilometers of roads as were newly constructed/repaired and remained incompleted in Thatta District during the period from 2007 to 2009 with details?

 

ANSWER

MR. MANZOOR HUSSAIN WASSAN, Minister for Works & Services:

During period 2007 to 2009 in District Thatta 623 Nos. of roads with total length of 971.98 KMs were constructed/repaired by Provincial Government and District Government. The details are as under:-

(i)       Road/works constructed/repaired during the period by Provincial Government.

In all 45 development schemes with total length of 83.97 KMs for the year 2007 to 2009 were carried out in the District Thatta by Provincial setup. Details is as under:-

The works are progressing satisfactory. None of these scheme has been left un-attended.

Further 3 Nos. roads were newly constructed having length of 18.50 KMs and one road improved by carrying out widening/reconditioning having length 1.61 Km in District Thatta during period 2007 to 2009 by Coastal Highway Division. Out of four roads two were completed upto June, 2008 and work on two is in progress.

 

(a)      Road constructed/repaired by District Government.

In District Thatta during 2007 to 2009, total 574 Nos. of roads having total length of 867.9 KMs were constructed/repaired by District Government. Work on all 140 Nos. constructed roads of length 174.5 KMs and repaired roads 64 Nos. of total length 130.50 KMs have been completed. Work on 370 Nos. of On-going roads of total length 562.9 KMs is in progress.

List of District-wise/location-wise number of new Bridges constructed/repaired during   2007 to 2009 in Sindh is at Annexure, placed on the table of the House.

 

 

*1883. MS. HEER ISMAIL SOHO: Will the Minister for Works & Services be pleased to state:-

(a)   Is it a fact that a safety barrier is being constructed at the cost of 2.5 Crore of rupees to stop sea intrusion in Taluka Shah Bandar District Thatta and said work is still incomplete;

(b)   If answer to above is in affirmative, the reasons thereof alongwith time by when it will be completed?

As informed by the District Government Thatta.

(a)      Only on scheme name “Construction of Protection Pitching Bund for village Gul Muhammad Uplano to Pir Agedion Shah and surrounding villages was approved on 17-11-2008. Details is as under:-

District-wise number of roads in K.M. constructed in the province during 2008-09 alongwith amount provided by Federal/provincial Government for schemes of above roads?

MR. MANZOOR HUSSAIN WASSAN, Minister for Works & Services:

The District-wise number of roads in KMs constructed in the Provincial during 2008-09 alonghwith amount provided by Federal/Provincial Government for schemes of above at Annexure, placed on the table of the House.

 

 

*2132. MS. HEER ISMAIL SOHO: Will the Minister for Works & Services be pleased to state:-

(a)   Is it a fact that Officers from various departments are working in the department on deputation resulting the Officers of the Department are waiting for posting;

(b)   If answer to (a) above be in the affirmative, number/grade of Officers from other department working on deputation?

 

ANSWER

MR. MANZOOR HUSSAIN WASSAN, Minister for Works & Services:

(a)    There are 15 Officers from various Departments working on deputation basis in Works & Services Department. (list is at Annexures-I & II, are placed on the table of the House). Because of transfers & postings which are made on administrative grounds in public interest to improve quality of works being carried out.

*2186. MR. NADEEM AHMED BHUTTO: Will the Minister for Works & Services be pleased to state:-

(a)   Year of construction of Dadu Town Bypass road;

(b)   Is it a fact that within a short time and before inauguration the above road became out of order/not usable and no steps taken to repair it as the heavy vehicles pass from the city resulting in traffic jams and accidents;

(c)    If answer to (b) above is in affirmative, does Government intend to take steps in this regard?

 

ANSWER

MR. MANZOOR HUSSAIN WASSAN, Minister for Works & Services:

(a)      Dadu By-pass was constructed in the year 1996.

(b)      “Yes” the road was settled at various places due to inadequate design and improper workman ship. The department conducted an enquiry and the officers who are on fault were penalized under E&D Rules. Some necessary repairs were done at that time. Since the Bypass road was part of Indus Highway, the same was handed over NHA in the year 2004 for taking up it for improvement along Indus Highway Project.

(c)      National Highway Authority has been requested time and again to take up the Dadu Bypass road for its improvement but the work has not yet started. It is expected that the same will be improved along with Improvement work of Indus Highway, which is under execution through Federal PSDP.

 

 

*2187. MR. NADEEM AHMED BHUTTO: Will the Minister for Works & Services be pleased to state:-

(a)   Is it a fact that works and services Department has appointed on deputation a Electrical Engineer from WAPDA as D.O Education work-I Karachi (Civil Engineer);

(b)   If answer to (a) above be in the affirmative, the details and reasons thereof?

 

ANSWER

MR. MANZOOR HUSSAIN WASSAN, Minister for Works & Services:

Mr. Akhtar Nabi Dogar, was posted as District Officer (Education Work-I) CDGK, vide S&GAD Order’s No. SO-II (S&GAD)1-112/2008, dated 17-05-2008. Thereafter he was transferred from this department vide S&GAD’s Notification No. SO-I(SGA&CD)-2/13/2009(W&S-20), dated 15-09-2009.

 

 

*2188. MR. NADEEM AHMED BHUTTO: Will the Minister for Works & Services be pleased to state:-

(a)   Is it a fact that in violation of the decision of Sindh Cabinet Officers from Sindh Government, Federal Government Department like Sui Gas, PTCL, Lakhra, Irrigation and Local Government have been posted in Works & Services Department on deputation;

(b)   If answer to (a) above be in the affirmative, details and justification thereof?

 

 

ANSWER

MR. MANZOOR HUSSAIN WASSAN, Minister for Works & Services:

There are some Officers from other Departments working in this Department on deputation basis. List is at Annexures-I & II, are placed on the table of the House.

all the deputationist were posted in Works & Services Department in compliance to orders from SGA&CD.

 

 

*2189. MR. NADEEM AHMED BHUTTO: Will the Minister for Works & Services be pleased to state:-

(a)   Is it a fact that during last two years out of turn promotions have been made from BPS-16 to 17 and BPS-17 to 18 in the Department;

(b)   If answer to (a) above be in the affirmative, the details and reasons thereof?

 

ANSWER

MR. MANZOOR HUSSAIN WASSAN, Minister for Works & Services:

(a)      With the approval of Competent Authority, Mr. Ghulam Shabbir Depar, Assistant Engineer (BPS-17) was promoted as Executive Engineer (BPS-18) on out of turn basis is at    Annexure-I, placed on the table of the House.

(b)      With the approval of Competent Authority, Mr. Raiz Hussain, Sub-Engineer (BPS-16) was promoted as Assistant Engineer (BPS-17) on out of turn basis is at Annexure-II, placed on the table of the House.

 

 

*2190. MR. NADEEM AHMED BHUTTO: Will the Minister for Works & Services be pleased to state:-

(a)   Is it a fact that two officers from Public Health and Water Board are posted in the Works & Services department in road, building & maintenance Karachi;

(b)   If answer to (a) above is in affirmative, the details and reasons thereof?

 

ANSWER

MR. MANZOOR HUSSAIN WASSAN, Minister for Works & Services:

At present there is only one Assistant Executive Engineer (BPS-17) from Karachi Water & Sewerage Board working as Assistant Engineer (BPS-17) is this Department on deputation basis for a period of three years since 04-06-2008.
