*626. MRS. HUMERA ALWANI: Will the Minister for Education be pleased to state:-

(a)   District-wise number of out of turn promotions of teachers i.e. without D.P.C during the tenure of previous Government;

(b)   Does the Government intend to cancel these promotions?

 

ANSWER

(a)      The district wise number of out of turn promotions as reported by the Executive District Officer (Education) is given as under:-

The remaining districts have reported no out of turn promotions.

 

(b)      Yes, the present Government immediately after coming into power ordered to cancel all such illegal promotions. However, some of them challenged it in the court of laws and secured stay against withdrawal of their promotions. The matter is in the court of law.

 

 

*794. MR. NADEEM AHMED BHUTTO: Will the Minister for Education be pleased to state:-

(a)          Is it a fact that according to Government’s decision the posting on own pay scale (OPS) have been banned in the province;

(b)         Is it a fact that out of 242 colleges of the province about 170 colleges are headed by the Principles of lower grades instead of BPS-19;

(c)          If answer to (a) & (b) above is in affirmative, reasons thereof and intention of the Government to replace lower grade Principles with appropriate grade 19 Principles?

 

ANSWER

PIR MAZHAR-UL-HAQ, Senior Minister (Education):

(a)      Yes.

(b)      No. at present, not 170 but only 33 colleges are headed by the Principals of lower grades   (BS-18), having lookafter charges/performing as Incharge Principals.

(c)      There was shortage of BS-19 officers, however, recently 395 officers have been promoted to BS-19, hence the department is working for replacing lower grade Principals with officers of appropriate grades in concerned districts.

 

 

*796. MR. NADEEM AHMED BHUTTO: Will the Minister for Education be pleased to state:-

Names of employees in BPS 16 to BPS 19 as are working in Education Department on detailment basis in Karachi as on 01-04-2008 and 01-08-2008 as well as their original place of posting and present place of working on detailment basis?

ANSWER

PIR MAZHAR-UL-HAQ, Senior Minister (Education):

No employee of BPS-16 to BPS-19 was on detailment in Karachi as on 01-04-2008, however, only one SLT, Ms Farida Ali of APWA Government Girls Higher Secondary School, Liaqatabad, Karachi was detailed to work at Mir Ayoub Government Girls Secondary School, Lyari, Karachi as on 01-08-2008.

 

 

*831. MR. NADEEM AHMED BHUTTO: Will the Minister for Education be pleased to state:-

(a)      Is it a fact that the Government has decided to re-instate those teachers whose services were terminated in the year 1998;

(b)      If answer to (a) above be in affirmative, time by when they will be re-instated?

 

ANSWER

PIR MAZHAR-UL-HAQ, Senior Minister (Education):

(a)      The cases of teachers whose services were terminated in 1998 are being dealt with on individual basis, basically depending on the service record provided by them, its genuineness and other supporting documents such as medical fitness etc. So far such 274 cases have been considered on merit/genuineness.

(b)      Not applicable.

 

 

*833. MR. NADEEM AHMED BHUTTO: Will the Minister for Education be pleased to state:-

(a)      Date on which tests held by IBA Sukkur for recruitment on posts of PST, JST and HST;

(b)      Is it a fact that the Government offered posts to successful candidates declared by IBA and they have joined their services;

(c)      If answer to (b) above is in affirmative, district wise details thereof?

Following Primary Schools for Boys & Girls are being run by Christian Missions in Sukkur, Hyderabad & Karachi as on 01-08-2008 are as under:-

No Primary School is running by Christian Mission in Sukkur.

Hyderabad.

1.    Saint Mary’s school by Catholic Board of Hyderabad (from Class I to X & XII Classes).

2.    Saint Francis school by Diocese of Hyderabad Church of Pakistan (from Class I to X & XII Classes).

3.    Only one school “Bright Future Primary School, Garibabad, Tando Jam, Taluka Hyderabad” is being run by the Pakistan Minorities Gospel Church in this District.

Karachi.

Following primary schools are being run by the Catholic Board of Karachi.

(a)  (i) Following schemes of Secondary Education for Mirpurkhas were approved in the end of financial year 2007-08 and locations were approved/released in the financial year 2008-09.

(ii)  Budget allocation for financial year 2008-09 was Rs. 6.721 million. Funds were not released because locations were approved in the financial year 2008-09.

(a)      Number of Boys/Girls Primary Schools sanctioned to be opened in Mirpurkhas during financial year 2007-08 alongwith budget allocation for it;

(b)      Number of Schools out of (a) above as were opened with amount spent on each School up to 30-6-08?

 

ANSWER

PIR MAZHAR-UL-HAQ, Senior Minister (Education):

(a)      No new schools was sanctioned, nor opened in Mirpurkhas during 2007-08. On the recommendations of World Bank, ban has been imposed till the closed schools are made functional.

(b)      Not applicable.

 

 

*943. MS. SHAMIM ARA PANHWAR: Will the Minister for Education be pleased to state:-

(a)      Is it a fact that thirteen fans and other articles had been stolen from Girls School Mirpurkhas during the current summer vacation;

(b)      If answer to (a) above be in affirmative, the details thereof alongwith action taken by the Department in this regard?

(a)      Yes, the incident took place.

(b)      As per report of concerned Head Mistress, received through EDO Mirpurkhas, following articles were stolen:-

Such report has been lodged with concerned Police Station but no recovery has so far been reported.

 

 

*944. MS. SHAMIM ARA PANHWAR: Will the Minister for Education be pleased to state:-

(a)      Is it a fact that the teachers posted in closed Girls/Boys primary Schools are drawing their salaries without performing duties in District Mirpurkhas ;

(b)      If answer to (a) above be in affirmative, the details thereof alongwith action taken or intended to be taken by the Government against these teachers?

 

ANSWER

PIR MAZHAR-UL-HAQ, Senior Minister (Education):

(a)      No. It is not a fact that teachers have been posted in closed Boys & Girls Primary Schools only for drawing their salaries in District Mirpurkhas but the fact is that male and female teachers who cleared IBA test, were posted for opening the closed schools of the area were they are performing their duties regularly. Such 396 schools have so far been opened in Mirpurkhas District.

(b)      Not applicable.

 

 

*951. MS. SHAMIM ARA PANHWAR: Will the Minister for Education be pleased to state:-

Location-wise number of Boys/Girls Primary Schools as were closed on 20-07-2008 and date since each school is closed alonwith steps taken or intended to be taken to restart the Schools?

 

ANSWER

PIR MAZHAR-UL-HAQ, Senior Minister (Education):

Education Department conducted Annual Schools Census for the Academic Session      2007-08, whereby 7575 Schools were reported closed in the Province. Location-wise details are at Annexure-I, placed on the table of the House. The date of closure of each School can not be determined as these Schools were not closed under administrative orders but gradually ceased functioning for certain reasons.

Measures:

Education & Literacy Department has taken various measures to make these closed schools functional and according to Annual Schools Census 2008-09, 1308 closed schools have been opened/made functional.

Above closed schools have been opened by posting freshly recruited teachers there. Moreover currently education department is making recruitment on following criteria.

i.     Need basis

ii.    School Specific

iii.   Non-Transferable

iv.    NCHD by providing Feeder Teachers to 2500 closed schools till the above posts are filled and all the closed schools are made functional.

v.     SEF by adopting 1000 closed schools to make them functional.

 

 

*982. SYEDA MARVI RASHDI: Will the Minister for Education be pleased to state:-

District-wise number of registered & un-registered private schools operating in the Province?

Out of 1543 schools detected un-registered, 967 schools have so far been registered whereas notices to 576 schools have been issued under the “Sindh Private Educational Institutions” (Regulation & Control) Ordinance, 2001, Amended Act, 2003 & Rule-2005.

The Directorate of Registration/Inspection of Private Institutions Sindh has also published the “Data Collection Performa for Registered/Unregistered Schools “ in all leading News papers with the instructions to furnish the required Data of the Private Schools/Institutions Positively, (Copies of News appeared in Daily JUNG, KAWISH & DAWN are at placed on the table of the House.

This Directorate is also going to conduct census/school mapping through Geographical System (G.I.S)/Global Positioning System (G.P.S) in the forth coming Financial year.

*1111. MS. FARHEEN MUGHAL: Will the Minister for Education be pleased to state:-

Name of new building schemes of Boys/Girls Primary Schools approved, estimated cost of each building as well as amount allocated in annual budget 2006-07 for District Hyderabad alongwith expected time period for completion the buildings which are incomplete?

 

ANSWER

PIR MAZHAR-UL-HAQ, Senior Minister (Education):

Neither any new building was approved for Hyderabad in the financial year 2006-07, nor such provision was available in the Provincial ADP 2006-07.

 

 

*1112. MS. FARHEEN MUGHAL: Will the Minister for Education be pleased to state:-

(a)      Is it a fact that action by the Government to find out the ghost Primary teachers male/female has been taken in District Hyderabad;

(b)      If answer to (a) above be in affirmative, the details and result thereof as well as the Officers responsible for allowing these teachers to continue?

 

ANSWER

PIR MAZHAR-UL-HAQ, Senior Minister (Education):

(a)      As per report of Executive District Officer (Education) Hyderabad, there is no ghost Primary School Teacher Boys/Girls in Hyderabad. Such verification has also been obtained from National Commission for Human Development (NCHD).

(b)      Not applicable.

 

 

*1131. MR. IMRAN ZAFAR LAGHARI: Will the Minister for Education be pleased to state:-

Number of vacancies for the post of PST as are still vacant in Khairpur Nathan Shah during year i.e. 2008?

 

ANSWER

PIR MAZHAR-UL-HAQ, Senior Minister (Education):

14 posts of Male and 09 posts of Female are vacant in Taluka K. N. Shah as per position given on 31-3-2009. These posts were created under SNE for the year 2008-09.

Prior to this, there were 110 Male and 32 Female posts of PSTs vacant in K.N. Shah which have been filled in through the test conducted by IBA Sukkur.

 

 

*1167. MR. ARIF MUSTAFA JATOI: Will the Minister for Education be pleased to state:-

District-wise number of youth active in the Scouts Movement alongwith steps being taken by the Government for promotion and support of the Scouts in the entire Province?

STEPS TAKEN BY THE GOVERNMENT FOR  PROMOTION AND SUPPORT OF THE SCOUTS.

Scouts activities in the province have been started by arranging training camps, grooming and upgrading of leaders for Provincial, National and International Scouting events in various districts and steps are being taken to accelerate the scouts activities in the entire Province.

 

 

*1208. MRS. HUMERA ALWANI: Will the Minister for Education be pleased to state:-

(a)   Number of oriental colleges and number of closed due to non availability of Government grants in the province;

(b)   Whether Government intends to reopen or revive the said colleges, if yes, details?

 

ANSWER

PIR MAZHAR-UL-HAQ, Senior Minister (Education):

(a)      Only one oriental college namely "Madarsa Dar-ul-Faiz Oriental Degree College Muhammad Alam Palli Taluka and District Umerkot" is functioning under the administrative control of Education & Literacy Department, Govt. of Sindh. Since there is no any other Government College under the control of Govt. of Sindh, the question of closure due to non availability of government grants does not arise.

*1213. MS. NUSRAT SEHAR ABBASI: Will the Minister for Education be pleased to state:-

Capacity and Enrolment in each Government Girls Primary Schools alongwith number of teaching staff posted in each as on 1st May, 2008 in District Khairpur?

 

ANSWER

The capacity and enrolment in each Government Girls Primary Schools alongwith number of teaching staff posted in each as on 01-05-2008 in District Khairpur, is at Annexure, placed on the table of the House.

 

 

*1216. MR. NADEEM AHMED BHUTTO: Will the Minister for Education be pleased to state:-

(a)   Is it a fact that ex-employees of Thatta Sugar Mill are absorbed against the posts of Chowkidars, Peons etc in the Education and on the advices of Finance Department Rs.1000/- per month is being deducted from salaries of the employees;

(b)   If answer to (a) above is in affirmative, reason therefor and does Government intend to stop said deduction of these poor employee?

 

ANSWER

PIR MAZHAR-UL-HAQ, Senior Minister (Education):

(a)      Yes, 20 Peons and 20 Chowkidars, ex-employees of Thatta Sugar Mill were absorbed in Education & Literacy Department. However, no such advise has been received for deduction of Rs. 1000 per month from their salaries, except G.P Fund, benevolent fund and Group Insurance as per rules.

(b)      Not applicable.

Is it a fact that there is any Provision/clause in Private Schools and Colleges registration that once registered then can open innumerable branches without registration?

As per Sindh Private Educational Institutions (Regulation & Control) Ordinace-2001, Amended Act-2003 Clause 04 (03).

“Every Institution or its branch running under the same management or name at different premises shall be registered separately”.

(Copy of the Sindh Government Gazette Vide Notification No. S.LEGIS:/1 (2)/2002, dated   05-01-2002) is placed on the table of the House.

Name/number of Private Institutions accorded permission for new registration and renewal of registration during the period from 1st January, 2008 to 25th September, 2008 alongwith criteria for the registration of Private Institutions?

575 Privately Managed Institutions have been granted permission for new registration  and renewal of registration during the period 01-01-2008 to 25-09-2008, (list placed on the table of the House), criteria for the registration for Private Institution is as under:-

 

PROCEDURE FOR REGISTRATION

The Procedure for Registration/Renewal of Registration is divided in three phases, which is given below:-

1.    In the first phase/stage the Administration of the School apply for the Registration. They submit application in Form "A" which is the proforma required for registration, after that the School Administration submit the files for registration and complete the documents.

2.    In the second phase the concerned section where the files are submitted, verifies the document and with the approval of the Director Private Schools, get time & date to visit the Institutions for Registration.

3.    At the third and last phase, the report is submitted to the Director Private Schools Institutions, Sindh for registration as he is the Chairman of the committee, notified by the Education & Literacy Department Government of Sindh, he verifies the recommendations of the Inspection Committee report and issues Registration Certificate to the concerned Institution.
