While condemning this printed caption strongly, we demand KESC to delete this caption from the KESC Bills immediately.

         
IX.PRIVATE MOTIONS:

    1. Motion No. 10; given notice of by Mr. Arif Mustafa Jatoi, MPA regarding the recent tariff increase announced by NEPRA/PEPCO is unreasonable and a crushing burden on consumers and should be withdrawn immediately since international crude oil prices have dropped from US$ 147 to less than US$ 70 per barrel since June, 2008.

    2. Motion No. 42; given notice of by Ms. Nusrata Bano Seher Abbasi, MPA regarding proper training on Medical and Behavioral subjects be provided to the Para Medical Staff by Government for the delivery of better service to the patients in hospitals of Sindh Province.
 
    3. Motion No. 05; given notice of by Ms. Humera Alwani, MPA regarding illegal immigrants belonging to India, Bangladesh, Sri Lanka, Afghanistan and other countries be extradited to their original countries.

     4. Motion No. 34, given notice of by Mr. Arif Mustafa Jatoi, MPA regarding Government take control of KESC & HESCO under the Essential Services Act and immediately end the current scourge of 8-12 hours daily load-shedding in Sindh.

*2071. MR. ARIF MUSTAFA JATOI: Will the Minister for Environment & Alternative Energy be pleased to state:-

Whether it is a fact that the solid waste generated by Karachi is disposed off into land-fills without being checked for hazardous contaminates?

 

ANSWER

MR. SHAIKH MUHAMMAD AFZAL, Minister for Environment & Alternative Energy:

The disposal of solid waste generated in Karachi in the land-fill sites is the function of the Town Municipal Administrations of Karachi. The City District Government Karachi is also involved as the two major land fill sites are managed by them.

The City District Government Karachi has intimated that the solid waste from eighteen Towns of Karachi is disposed off at landfill sites located at Jam Chakro, Surjani Town and Gondpas, Hub River Road.

The solid waste generated in Karachi is mostly house-hold garbage having no hazardous content, which is dumped at these two landfill sites. Further, the City District Government Karachi is operating two incinerators for hospital and pharmaceutical waste.

 

 

*2431. MR. ARIF MUSTAFA JATOI: Will the Minister for Environment & Alternative Energy be pleased to state:-

(a)   Is it a fact that digital maps are being prepared of the cities/towns of the Province;

(b)   If answer to (a) above be in affirmative, names of such towns/cities as well as criteria for their selection in this scheme?

ANSWER

MR. SHAIKH MUHAMMAD AFZAL, Minister for Environment & Alternative Energy:

(a) Yes.

(b) Karachi, Hyderabad, Sukkur, Mirpurkhas, Khairpur, Shaheed Benazirabad and Larkana are the cities/towns have been taken up in the first phase, for the preparation of digital maps from the environmental point of view. They have been included being the major cities/towns of Sindh.
 

 

*2462. MS. HEER ISMAIL SOHO: Will the Minister for Labour be pleased to state:-

(a)   Is it a fact that Gases factory at Dhabeji, District Thatta has been closed;

(b)   If answer to (a) above is in affirmative, reasons for its closure alongwith number of labours as were working there?

ANSWER

MR. AMIR NAWAB, Minister for Labour:

Yes, it is fact that Gas factory as Dhabeji, namely M/s. Al-Abbas Sugar Mills Ltd. Situated at Dhabeji, District Thatta has been closed, since 15-05-2009. Accordingly to the management of M/s Abbas Sugar Mills, Dhabeji unit, District Thatta, the plant was closed due to facing serious problems of non availability for raw materials, acute shortage of power and water supply, extreme liquidity problems, market demands and similar other factors/causes beyond their control which resulted in closure of plant. As result thereof the services of 202 workers has been terminated and in acceptance of their terminations they collected their legal dues.

In a latest development, these 202 terminated workers have been again been taken into employment by the said management.

 

 

*2467. MS. HEER ISMAIL SOHO: Will the Minister for Labour be pleased to state:-

(a)   Is it a fact that 118 labours have been terminated from Thatta Cement Factory;

(b)   If answer to (a) above be in the affirmative, the reasons thereof, alongwith number of employees working on regular/daily wages basis in above factory?

ANSWER

MR. AMIR NAWAB, Minister for Labour:

(a) No, it is not correct.

(b) Services of 45 labourers were engaged by the contractor, were terminated by the concerned contractor, 12 of these contract workers have filed their cases in the lobour Court Hyderabad. The Management of the Thatta Cement Factory claims that they itself did not terminate services of any Labour/Worker. The detail of total workers are as under:-

Number of factories, mills and industries running in district Thatta alongwith number of employees working therein each on regular/daily wages basis?

 

ANSWER

MR. AMIR NAWAB, Minister for Labour:

There are 17 registered manufacturing units in District Thatta, number of employing 3794 workers. The unit-wise number of the workers, on regular as well as on temporary/ contractual basis is as under:-

*2543. MRS. HUMERA ALWANI: Will the Minister for Environment & Alternative Energy be pleased to state:-

(a)   Is it a fact that major part of Metropolis/inhabitants facing from acute lead pollution which possess serious threat to the health of the citizens;

(b)   If answer to (a) above be in the affirmative, preventive measures taken by the Government in this regard?

ANSWER

MR. SHAIKH MUHAMMAD AFZAL, Minister for Environment & Alternative Energy:

(a) Yes. Lead levels have been detected in the ambient air at different locations of Karachi. Since all the four major refineries i.e. Pak-Arab Refinery, National Refinery, Pakistan Refinery and Attock Refinery are now producing lead-free petrol, the presence of lead in the atmosphere has considerably reduced. The already available lead content will also get diluted gradually.

(b) However through Vehicular Emission Control Programme, the Environmental Protection Agency, Sindh conducts checking of vehicles and takes appropriate action under the law in coordination with Traffic Police.
 

 

*2544. MRS. HUMERA ALWANI: Will the Minister for Environment & Alternative Energy be pleased to state:-

(a)   Is it a fact that the level of lead pollution has been found in different areas of Karachi such as Quaidabad, Sohrab Goth, Shahrah-e-Faisal, Kala Pull, Malir City, Nazimabad, Saddar, Model Colony and Guru Mandir;

(b)   If answer to (a) above is in the affirmative, steps taken by the Government to minimize it?

 

ANSWER

MR. SHAIKH MUHAMMAD AFZAL, Minister for Environment & Alternative Energy:

(a) Yes. Lead levels have been detected in the ambient air at different locations of Karachi including Quaidabad, Sohrab Goth, Shahrah-e-Faisal, Kala Pul, Malir City, Nazimabad, Saddar, Model Colony and Guru Mandir.

(b) In Pakistan, environmental Lead was indentified as a problem in 1998. In 2001, the Government encouraged refineries to phase out Lead content from the petroleum products. This target has been achieved before time, and currently all four refineries of Pakistan are producing Lead-free petrol. Since then the level of Lead in the atmosphere has considerably reduced and will gradually be eliminated totally.
 

 

*2709. MS. HEER ISMAIL SOHO: Will the Minister for Environment & Alternative Energy be pleased to state:-

(a)   Is there any program of the Government to carry on survey and studies with reference to environmental effects of Sugar Mills;

(b)   If answer to (a) above be in the affirmative, the details thereof?

 

ANSWER

MR. SHAIKH MUHAMMAD AFZAL, Minister for Environment & Alternative Energy:

(a) Yes, a study entitled “Study on Environmental Assessment of Sugar Mills in Sindh” has been included in the current years Annual Development Programme to be funded from the block allocation maintained by the Planning & Development Department for conduct of studies.

(b) The study will identify all major environmental degradation impacts and also propose remedial measures.

 

*2955. MR. ARIF MUSTAFA JATOI: Will the Minister for Environment & Alternative Energy be pleased to state:-

(a)   Is it a fact that cement factories in the vicinity of Karachi are burning solid waste as a fuel with out the approval of SEPA or any environmental impact report;

(b)   If answer to (a) above is in affirmative, the details thereof?

 

ANSWER

MR. SHAIKH MUHAMMAD AFZAL, Minister for Environment & Alternative Energy:

All the cement factories are in the process of being surveyed and monitored by the Environmental Protection Agency, Sindh for the purpose of enforcement of Pakistan Environmental Protection Act 1997. The alleged burning of solid waste is also being      probed into. Action will be taken against all such cement factories which are violating the law and they will be prosecuted before the Environment Tribunal.
