*171. MR. ARIF MUSTAFA JATOI: Will the Minister for Rural Development be pleased to state:-

Initiatives taken by the Department for promotion of Rural Development during the period  from 1st January, 2007 to 31st  December, 2007?

 

ANSWER

MR. ZUBAIR AHMED KHAN, Minister for Rural Development:

The Rural Development Department was not formally functional during the period w.e.f January 2007 to 31st December 2007. However, it has been re-activated w.e.f 6th October, 2009 by amending Rules of Business.

After notification of the function the Rural Development Department has prepared 6 Development Schemes which have been prepared for Development of Rural Areas of the Province which are approved by the Provincial Development Working Party (PDWP) in its meeting held on 31-12-2009. Being Non-ADP/New Schemes. A summary for Chief Minster, Sindh has been submitted for seeking his approval for inclusion in the Annual Development Programme 2009-2010.

District wise number of schemes of water supply and sewerage completed during 2008-2009?

In all fifteen schemes were completed by Public Health Engineering Department during, financial year 2008-09. District wise details of completed schemes are as under:-

*2201. MR. NADEEM AHMED BHUTTO: Will the Minister for Public Health Engineering be pleased to state:-

(a)   Is it a fact that work on filter plant scheme of Khairpur Mirs Town is stopped for last 13 years;

(b)   If answer to (a) above is in affirmative, the reasons therefor, alongwith intentions of the Government to restart the work and complete the Scheme?

ANSWER

MR. MUHAMMED ADIL SIDDIQUI, Minister for Public Health Engineering:

(a)      The Filter Plant 2.5 M.G.D (Rapid Gravity Filter) for Urban W/S/Scheme Khairpur was approved by the Government of Sindh under Tameer Sindh Programme in 1995 for Estimates cost of Rs. 82.792 Million.

(b)      The work on scheme was started in 1995, the scheme was required to be completed in 1999 as per approved PC-I but Rs. 47.00 Million only were released upto 06.1999, whereas the scheme remained unfunded from 1999 to 2003 (4 years) and same was revised in 2003 for Rs. 90.380 million and scheduled to be completed in June-2004 but the scheme could not be completed because funds were not released as per approved PC-I. The work on scheme has been carried out upto June, 2008. After that the work stopped due to non availability of funds and expenditure incurred so far is Rs. 78.6487 million.

Now, it is proposed by the Government that the scheme will be executed and completed by Asian Development Bank under “Sindh Cities Improvement Programme”.

Number of trainees who have completed training or in process of training under the BBYDP in the department as on 1st June, 2009 alongwith the type and scope of the training?

 

ANSWER

MR. MUHAMMED ADIL SIDDIQUI, Minister for Public Health Engineering:

No Training under BBYDP was initiated/launched in Public Health Engineering Department as such number of Trainees may be considered as Nil.

(a)   Is it a fact that the scheme to provide clean drinking water to the inhabitants of taluka Matli district Badin has still not completed even after the lapse of 21 years;

(b)   If answer to (a) above is in affirmative, the reasons thereof?

 

ANSWER

MR. MUHAMMED ADIL SIDDIQUI, Minister for Public Health Engineering:

(a)      No it is not correct the scheme has been completed in three phases.

Scheme to provide clean drinking water to the inhabitants of Taluka Matli (Ph-I) was launched in the year 1971 which was completed and was made functional with effect from June, 1975. The Phase-II of the scheme was launched during financial year 1975 and 1980 which was completed and was made functional in June, 1983.

The 3rd Phase of water supply scheme was launched during the year 1986-87 which was completed in June, 1999 and was subsequently made functional w.e.f. March, 2001. All these schemes are functional and providing water to 85,500 persons of District Matli and presently these schemes are being maintained and operated by TMA Matli.

(a)   Is it fact that after local Government Ordinance, 2002 the department devolved in local Government system as “Municipal Area”;

(b)   If answer to (a) above be in affirmative, the details thereof alongwith number of villages surveyed/registered during period from 2002 to 30-05-2009;

(c)    Number of villages out of above notified as a double registered/ surveyed twice?

The details of on going water supply scheme from Ghar Masam Branch and to filter the water for Thatta City including its total cost, the progress so far made and the amount spent there on and the schedule date of completion?

 

ANSWER

MR. MUHAMMED ADIL SIDDIQUI, Minister for Public Health Engineering:

Neither there is any on-going Water Supply Scheme from Ghar Masan Branch nor any filtration scheme exists for Thatta City. However, existing Water Supply to Thatta is based on the Source Jam Branch. Allah Koi Minor and K.B. Feeder. This scheme is functional and maintained by TMA Thatta.

 

 

*2390. MR. ARIF MUSTAFA JATOI: Will the Minister for Public Health Engineering be pleased to state:-

Number of towns/villages which discharge waste effluent directly into the Right Bank Rice canal?

ANSWER

MR. MUHAMMED ADIL SIDDIQUI, Minister for Public Health Engineering:

There are 07 (Seven) Numbers of towns/villages discharge waste effluent into the Right Bank Rice Canal, pertaining to Public Health Engineering Circle Larkana.

 

The details shown against each are as under:-

The number and size of Katchi Abadies in Karachi District which are on land not owned by the Sindh Government?

ANSWER

MR. MUHAMMAD RAFIQUE ENGINEER, Minister for Katchi Abadies:

According to inventory of katchi abadies prepared by Sindh Katchi Abadies Authority (SKAA), on the basis of information supplied by defunct Karachi Metropolitan Corporation, 539 settlements were identified as katchi abadi in City District Karachi. This inventory of katchi abadi is based on the cut-off date 23rd March, 1985 as provided under Section-19 (1) of Sindh Katchi Abadies Act-1987.

In City District Karachi, 50 katchi abadies spread over an area of 876.19 acres exist on land not owned by Sindh Government. Details are as under:-
