During the current Government the development works as are executed by District Government Dadu and Taluka administration Johi, the cost, names of villages and the details of said works?

ANSWER

AGHA SIRAJ KHAN DURANI, Minister for Local Government:

The progress report of development works executed by the District Government, Dadu at Annexure-I, placed on the table of the House.

The progress report of Development Scheme of ADP 2007-08 (on going schemes) upto date of Taluka Municipal Administration, Johi at Annexure-II, placed on the table of the House.

 

 

*404. MR. NADEEM AHMED BHUTTO: Will the Minister for Local Government be pleased to state:-

(a)   Is it a fact that recently the City District Government Karachi’s works Department has invited offers, through an advertisement, from the renowned Developers for the coastal belt from manora, and sandspit to Hawksbay for the re-creational, commercial housing and business purposes, if so, the details thereof;

(b)   Whether the Sindh Government has taken the decision to displace the fishermen from the area and allot the 40,000 acres of said land to the city District Government Karachi?

 

ANSWER

AGHA SIRAJ KHAN DURANI, Minister for Local Government:

(a)      Advertisement for an expression for interest was issued by Planning and Development Department in the national newspapers for the project to be initiated in collaboration with Government of Pakistan and City District Government Karachi. The Master Plan group of offices of City District Government, Karachi received the proposals form the potential bidders which were processed in the Land Utilization Department. But the project has not been materialized due to non creation of an exclusive investment unit/authority.

(b)      No such decision to displace the fishermen taken or the land has been allotted.

 

 

*414. MR. NADEEM AHMED BHUTTO: Will the Minister for Local Government be pleased to state:-

(a)   Is it a fact that according to Karachi Strategic Development Plan year 2020, the land requirements of the City District Government Karachi, shall be provided by the Board of Revenue and other Land owning Agencies;

(b)   Whether the Board of Revenue and other land owning Agencies were consulted for the above said purpose before including such reservation allocation of land in the KSDP 2020; if so, the details thereof?

ANSWER

AGHA SIRAJ KHAN DURANI, Minister for Local Government:

(a)      Yes, as per Section 4.1.22 of KSDP-2020 to meet the future city and Government amenities requirements of more than 27 millions population by the year 2020. Which shall be made available (reservation and allocation) by the Board of Revenue, Government of Sindh and other land-owning agencies on priority basis. Other claims and interests will be set aside to ensure availability of the required land/sites for public and urban amenities and facilities.

(b)      During the course of planning, consultation and input from the land-owing agencies, stakeholders, utility agencies and technical committees comprising professionals and subject experts were sought through a series of discussions.

(a)   The category wise details of contigent/work charged staff working in the Lyari Development Authority during the period from 1.7.2007 to 30.6.2008;

(b)   Whether the above mentioned employees would be regularized as per Government Policy?

AGHA SIRAJ KHAN DURANI, Minister for Local Government:

(a)      During the period 01.7.2007 to 30.6.2008, 14 persons have been appointed on contigent /work charged basis at the rate of Rs. 1500/- per month which were revised as per Government announcement during the Budget Session 2008-2009 w.e.f 01.7.2008. They are getting Rs 6000/- per month. The details of the incumbents are as under:-

*506 MR. NADEEM AHMED BHUTTO: Will the Minister for Local Government be pleased to state:-

(a)   Is it a fact that 39,069 acres of Revenue land, situated in Gadap town, Keamari town, and Bin Qasim town has shown reserved for CDGK in the Karachi Strategic Development Plan 2020;

(b)   If answer to (a) above be in affirmative, details thereof as well as per acre rate paid by the CDGK?

ANSWER

AGHA SIRAJ KHAN DURANI, Minister for Local Government:

Not correct. As per the Karachi Strategic Development Plan-2020, reservation/allocation of Government and other land for city recommended. The required land shall be made available (reservation and allocation) by the Board of Revenue, Government of Sindh/concerned land-owning agencies to meet the future needs.

 

 

*656. MR. ARIF MUSTAFA JATOI: Will the Minister for Local Government be pleased to state:-

Is it a fact that the drainage Scheme 33 in Karachi is incomplete and not connected to the main drainage network of Karachi for discharge in to the Sea?

 

ANSWER

AGHA SIRAJ KHAN DURANI, Minister for Local Government:

Scheme-33 is basically comprised of Cooperative Housing Societies, which were allotted land by the Board of Revenue, Government of Sindh, its development is carried out from the funds collected from the Cooperative Housing Societies/allottees. Due to low recovery and paucity of funds the development work is slow.

Its Storm Water Drainage System is designed in 3 zones. The main drain of Zone-A was laid in 1985, it is complete and connected with Lyari River. Similarly, the main drain of Zone-B was laid in 1986, it is also complete and connected with Nallah Songal. The drainage system of Zone-C is incomplete. However, the Rain Water during the Rainy seasons is being disposed of through open channel towards Thaddo Nallah by natural contours.

At present the City District Government, Karachi (CDGK) has appointed a consultant to carry out the physical survey of the scheme and prepare the PC-I/Estimates alongwith the Design, so that, the Drains Works besides other development works could be taken-up on priority basis by considering the receipt from Cooperative Housing Societies/financial position of the Scheme.

 

 

*711. MR. ARIF MUSTAFA JATOI: Will the Minister for Local Government be pleased to state:-

Whether Frere Hall in Karachi is under the administrative control of the CDG Karachi or the Sindh Government along with the budget for its maintenance during July 1, 2008 till June, 30, 2009?

ANSWER

AGHA SIRAJ KHAN DURANI, Minister for Local Government:

Frere Hall in Karachi, is under the administrative control of the City District Government, Karachi. However, no exclusive funds are provided for the repair of Frere Hall. Expenditure for its regular maintenance is met out from the allocated funds under the Head of account “Maintenance and Repair of Buildings of CDGK” in every annual budget of the City District Government, Karachi.

Any expenditure has not been made on Frere Hall during the period from 1st July, 2008 to 30th July, 2009.

 

 

*715. MR. ARIF MUSTAFA JATOI: Will the Minister for Local Government be pleased to state:-

(a)   Is it a fact that the Hyderabad Development Package contains a budgetary provision of 103.750 million for consultancy fees;

(b)   If answer to (a) above be in affirmative, reasons why the said consultancy could not have been done by the Government Department?

ANSWER

AGHA SIRAJ KHAN DURANI, Minister for Local Government:

(a)      Yes, it is true.

(b)      The Consultant is appointed for the planning designing & top supervision of works under Hyderabad Development Package due to following reasons.

(i)     Earlier District Coordination Officer Hyderabad was the Project Director HDP being a non-technical person he required a comprehensive team of planners and engineers to implement various projects of HDP. Hence agreement with M/s Osmani and Company was signed for consultancy services dated 08-06-2005.

(ii)    Hyderabad Development Package comprises a wide variety of works in different engineering fields like preparation Hyderabad Master Plan, preparation of PC-I, Planning & Designing of water supply net work, water supply treatment plants, sewerage network, sewerage pumping station, sewerage treatment plants, roads, flyovers, bridges, solid waste management, development of Parks, Playground and Graveyard etc. in view of large range of works in different engineering fields it was necessary to appoint the consultants as also done for Taamir-e-Karachi Programme and as usually done for all similar assignments.

(iii) Non availability of highly qualified engineers with advanced technical expertise in the Government Departments.

 

 

*725. MR. ARIF MUSTAFA JATOI: Will the Minister for Local Government be pleased to state:-

Total expenditure of Water Supply Schemes for CDG Karachi from 1st July, 2006 to           30th June, 2008 alongwith quantity and source of water supplied under these schemes?

 

ANSWER

The detail of expenditure of water supply schemes for City District Government Karachi, for the period form 1st July, 2006 to 30th June, 2008 is at Annexure, placed on the table of the House.

*756. MR. ARIF MUSTAFA JATOI: Will the Minister for Local Government be pleased to state:-

Is it a fact that under the SLGO 2001, the Sindh Government is legally bound to appoint District Ombudsman?

ANSWER

AGHA SIRAJ KHAN DURRANI, Minister for Local Government:

Yes, but as required under Section- 134 (6) read with Third Schedule of SLGO-2001, in the first instance the Government shall constitute a Selection Committee for appointment of Zila Mohtasib comprising the following members:-

(i)           A Judge of the High Court nominated by the Chief Justice of the High Court.

(ii)          A member of Public Service Commission.

(iii)        The Provincial Mohtasib.

The Zila Mohtasib is to be appointed on the recommendation of Selection Committee.

The Committee is not yet constituted.

 

 

*1080. SYEDA MARVI RASHDI: Will the Minister for Local Government be pleased to state:-

Annual revenue collected from Karachi city through sell of garbage as well as per-tone price of garbage?

 

ANSWER

AGHA SIRAJ KHAN DURRANI, Minister for Local Government:

Due to non issuance of NOC by M/s. Shangai Shengong Environmental, the agreement for sale of garbage has not been enforced as yet.

 

 

*1081. SYEDA MARVI RASHDI: Will the Minister for Local Government be pleased to state:-

(a)   Is it a fact that the Department failed to remove graffiti in the city of Karachi;

(b)   If answer to (a) above be in affirmative, further steps being taken to clean the city?

 

ANSWER

AGHA SIRAJ KHAN DURRANI, Minister for Local Government:

(a)      In City District Karachi, more than 15 different land owning agencies are exercising the municipal functions. Besides CDGK these agencies includes, Defence Housing Authority, Seven (6) Cantonment Boards, Karachi Port Trust, Port Qasim Authority, Civil Aviation Authority, Pakistan Steel, Sindh Katchi Abadis Authority, Pakistan Railways, Lyari Development Authority, Malir Development Authority. In addition, 18 TMAs have their own jurisdiction with regard to the municipal functions. Removal of graffiti/walk-chalking is the responsibility of the concerned local body/agency handling the municipal function.

CDGK is taking regular steps for removal of the graffiti/wall-chalking from the walls even of the private buildings from the major roads within its jurisdiction. In addition, the City Nazim is imposing Section 144 Cr. PC placing ban on graffiti/wall-chalking for seven days in a month, from time to time.

(b)      Recently, the City Nazim Karachi took an important initiative of creating crop of volunteers  “I OWN KARACHI” which alongwith City Nazim Karachi, white-washed the walls in different areas of the city.

 

 

*1185. SYEDA MARVI RASHDI: Will the Minister for Local Government be pleased to state:-

(a)   Is it a fact that Clifton Fish Aquarium is in deplorable condition and no money has been allocated for repair/renovation of the Aquarium;

(b)   If answer to (a) above is in affirmative, does Government intend to do in this regard?

 

ANSWER

AGHA SIRAJ KHAN DURRANI, Minister for Local Government:

The repair/renovation work of Clifton Fish Aquarium, CDGK, is in progress. The City District Government has allocated an amount of Rs. 100 million for its repair/renovation work during the fiscal year 2008-09.

 

 

*1189. SYEDA MARVI RASHDI: Will the Minister for Local Government be pleased to state:-

(a)   Whether it is a fact that City District Government has decided to demolish the houses in order to build Malir river flyover;

(b)   If answer to (a) above is in affirmative, number of houses expected to affect due to such flyover?

ANSWER

AGHA SIRAJ KHAN DURANI, Minister for Local Government:

The land in use of (41) forty one housing units from Shah Faisal Colony, hindering the opening of the constructed/completed Bridge over Malir River, was acquired under Land Acquisition Act-1894, with the issuance of the required Notification by the Executive District Officer, Revenue Group of Officers, City District Government, Karachi. These (41) forty one housing units have been demolished on payment of compensation.

Consequently, the Bridge has been opened for the vehicular traffic.

 

 

*1192. SYEDA MARVI RASHDI: Will the Minister for Local Government be pleased to state:-

(a)   Is it fact that city district Government is carrying out repair work at the Khalikdina Hall;

(b)   Whether above mentioned Hall is protected under the Sindh Cultural Heritage protection act?

ANSWER

AGHA SIRAJ KHAN DURANI, Minister for Local Government:

(a)      The roof of veranda of Khalikdina Hall was eaten by termite and had reached to crumbling position. Keeping in view the safety of visitors, the City District Government, Karachi has decided to replace just deteriorated wooden planks matching the originality of the said roof.

(b)      Yes, keeping in view of the provisions of the said act, the minor repair work was carried out in consultation with Madam Yasmin Lari, the Chairperson of Sindh Cultural Heritage Foundation and the same work is according to her satisfaction.

 

 

*1542. MR. MUHAMMAD HANIF SHAIKH: Will the Minister for Local Government be pleased to state:-

Number of bridges/under passes, developed, under development by the CDGK during the period from 2005 to 2008 alongwith facilities provided to the public?

 

ANSWER

AGHA SIRAJ KHAN DURANI, Minister for Local Government:

Flyovers/Bridges/Interchangs/Underpasses facilitating speedy movement of traffic under Signal Free Corridor-I & II, were constructed/completed in a record period of 8 to 12 months. These include:-

·         National Stadium Flyover,

·         Hassan Square Interchange,

·         Ghareebabad Underpass,

·         Liaquatabad Underpass,

·         Underpass and Flyover at Shahrah-e-Quaideen,

*1543. MR. MUHAMMAD HANIF SHAIKH: Will the Minister for Local Government be pleased to state:-

Detail/number of mega project inaugurated by CDGK during the period from 2005 to 2008?

 

ANSWER

AGHA SIRAJ KHAN DURANI, Minister for Local Government:

The City Nazim Karachi conceived/initiated/completed Mega Projects under Signal Free Corridor-I and Signal Fee Corridor-II, whereas work on the Signal Free Corridor-III starting from Empress Market upto Safoora Goth Chowrangi is progressing at a faster pace and will be completed shortly.

Mega Projects completed under Signal Fee Corridor-I, starting from SITE upto Shara Faisal, inaugurated on 09.02.2007, in a record time of EIGHT months, include:

·               Karsaz Interchange,

·               National Stadium Flyover,

·               Hassan Square Interchange,

·               Ghareebabad underpass,

·               Liaquatabad underpass

·               Nazimabad underpass.

 

 

*1546. MR. MUHAMMAD HANIF SHAIKH: Will the Minister for Local Government be pleased to state:-

Details of improvement and new development in Sewerage system by CDGK during the period from 2005 to 2008 with detail of areas and number of public facilitate from it?

 

ANSWER

AGHA SIRAJ KHAN DURANI, Minister for Local Government:

Several works regarding improvement of sewerage systems, through lying of Sub-main, Main and Trunk Sewers in entire Zone-II (B), KW&SB i.e. Lyari Town (containing eleven Union Councils, with 750, 000 population), Liaqatabad Town (containing eleven Union Councils, with 1,265,000 population) and Gulshan-e-Iqbal Town (containing thirteen Union Councils with 663,000 population), have been executed during the period from 2005 to 2008, worth of millions of rupees, the total population of these three towns are facilitating.

Details of new development and up gradation of hospitals by the CDGK during the period from 2005 to 2008 alongwith latest facilities provided there to the public?

 

ANSWER

AGHA SIRAJ KHAN DURRANI, Minister for Local Government:

Details of different projects initiated/completed during the period 2005-2008, are given below:-

·               Setting up of Cardiac Emergency Centre in CDGK Hospital at Shah Faisal Town.

·               Establishment of Cardiac Emergency Centre at Landhi.

·               Establishment of 50 bedded Hospital at Dawood Goth, Baldia Town.

·               Establishment of 50 bedded Hospital at Ranchore Line, Karachi.

·               Establishment of 100 bedded Hospital at Gulshan-e-Iqbal.

·               Up-gradation of Defunct KMC Hospital to General Hospital, Model Colony, Karachi.

·               Up-gradation of 36 bedded Hospital and Maternity Home to the 50 bedded Hospital, Surjani, Karachi.

·               Up-gradation of Rural Health Centre (RHC) to 50 bedded Hospital, Baldia Town.

·               Up-gradation of Rural Health Centre (RHC) to 50 bedded Hospital, Murad Memon Goth, Karachi.

·               Up-gradation of Basic Health Unit (BHU) to the level of Urban Health Centre (UHC) at Pehalwan Goth Karachi-shifted to Mother Child Health Centre at Nazimabad.

·               Up-gradation or Rural Health Unit (RHU) in village Rehri to A level.

These Model Schools will provide high standard education to the children through trained and qualified teachers besides provision of meals, books and uniforms free of cost.

Theses forty Model Schools are being set up in the existing Primary/Secondary Schools in City District Karachi. The estimated cost for establishment of 40 Model Schools, is Rs. 558.929 million. So for Rs. 335.248 million has been spent.

Pakistan Army through Headquarters 5 Crops, constructed Askari Park, in more than        16 acres area, in place of old Sabzi Mandi, on main University Road, Karachi.

In addition, 15.7 acres of land of the old Sabzi Mandi belonging to CDGK, 0.92 acre private property was acquired and handed over to Headquarters 5 Corps for development of Askari Park with massive investment from the Pakistan Army.

(a)   Is it a fact that a new flyover bridge has been constructed over Malir river;

(b)      Project length is 5.00 Kilometers including 1.2 Kilometers Bridge over Malir River between Shah Faisal Colony and Korangi No.10. Todate expenditure of Rs.1068.711 Million has been consumed and Bridge opened for Traffic on 4th February, 2009.

(a)   Is it a fact that City Government intends to establish a I.T tower in Karachi;

AGHA SIRAJ KHAN DURANI, Minister for Local Government:

The City District Government, Karachi has planned to construct 47 storied I.T. Tower, near Civic Centre, Gulshan-e-Iqbal, Karachi.

This mega project will offer 10,000 call seats under one roof, children amusement park, a parking lot for 2500 cars, a 5-star hotel of 1500 rooms, commercial centres/offices, restaurants, auditorium with a capacity of 3000 seats, small conference halls and other facilities.

This huge project will boast economic, commercial and industrial activities in Pakistan besides making a revolution in the field of science and technology. The training of 3000 youths for Cal Centre will cost Rs: 120 million, out of which Rs: 20 million will be given by the City Government and the rest Rs: 100 million will be arranged through investors. 50% of the call seats have been reserved for women. The first batch of trainees has already passed out. Through this Call Centre trade activities and products of Pakistan would be shown to the entire world and the businessmen and industrialists would be able to introduce their products from there, at a very low cost.

Karachi, the largest city of Pakistan is called “Mini Pakistan”. Such a project of information technology in this city will turn minds of youths towards acquiring education of science and technology to play important part in the reconstruction and development of the country.

(a)   Whether schemes of water supply and sewerage have been sanctioned for Lyari Town, Gadap Town, Bin Qasim Town and Keamari Town during the period from 2004 to 2009;

Quantity of percent of drinking water as is not fit for human consumption in the Karachi City along with initiatives taken by the Government in this regard?

 

ANSWER

AGHA SIRAJ KHAN DURANI, Minister for Local Government:

The raw water is not fit for domestic use. Therefore, treatment is given through sedimentation filtration and disinfection by means of pre and post chlorination in order to bring it within the drinking water parameters laid down under WHO guidelines. According to existing filtration capacity the KW&SB supplies water from following Filter Plants:-

 

·               COD                 150 MGD

·               PIPRI                135 MGD

·               GHARO              25 MGD

·               N.E.K.                25 MGD

·               K-2                  100 MGD

·               HUB                  80 MGD

 

To meet demand and supply due to less filtration capacity, un-treated but properly chlorinated water is being supplied to the consumers with sufficient residual chlorine to stop re-emergence of bacteria in the distribution system.

 

The Karachi Water and Sewerage Board is providing water to the citizen of Karachi which is fit for human consumption.

(a)   Is it a fact that no proper fire safety system exist in the Province causing rapid increase in fire incidents;

AGHA SIRAJ KHAN DURANI, Minister for Local Government:

(a)      The Government of Sindh under the Annual Development Programme for the year 2007-2008, has provided the Fire Fighting Equipments to the Taluka Municipal Administrations in Sindh as per their requirements as per provision as defined under Section-54 and 54-A of the Sindh Local Government Ordinance, 2001, except the eighteen Town Municipal Administrations of Karachi, as there is already available sufficient Fire Fighting Equipments.

 

(b)      The Government of Sindh has also created provision in the Annual Development Programme for the year 2010-2011, to improve the Fire Fighting System in the TMAs on the modern technology/lines which is under process in the Finance Department for consideration.

PREVENTIVE STEPS/REMEDIES

Karachi Building Control Authority declares the buildings dangerous on inspection and recommendations of the Technical Committee on Dangerous Buildings. In the first instance KBCA issues notices under Sindh Building Control Ordinance 1979, amended 1982 to the occupants/owners requiring them to demolish the building at their own risk and cost. However, KBCA provides the technical facility in demolition.

Incase, the owner/occupants fails to demolish it then KBCA takes measures or demolition through the contractors when the building is vacant and free from all Court liabilities, stay order, status quo or the Court proceedings by virtue of  Suit/CP, if any filed.

 

KBCA alters the occupants, owners even the passer by, neighbours through the Print Media giving details of the buildings declared dangerous from time to time especially during the monsoon season. KBCA always establish Rain Emergency Centre during monsoon and keeps water over the dangerous buildings and also advises the owners and occupants to vacate the dangerous buildings.

 

 

*2681. MS. NUSRAT SEHER ABBASI: Will the Minister for Local Government be pleased to state:-

(a)   Is it a fact that Government does not grant permission to construct a building where in no parking area is allocated;

(b)   If answer to (a) above is in affirmative, number of buildings under construction without allocation of parking area in Karachi?

 

ANSWER

AGHA SIRAJ KHAN DURANI, Minister for Local Government:

(a)      Yes, it is a fact that KBCA approves the building plan with the provision of Car Parking wherever admissible under the Karachi Building and Town Planning Regulations-2002.

(b)      KBCA does not allow the completion/occupation of the building without physical provision of the Car Parking of the building under construction for which the building plan has been approved. It can be confirmed only on receiving the completion plan from the owner/architect, however the KBCA does not allow completion without provision of Car Parking.
