(a)     Is it a fact that Sindh Government intends to constitute “Sindh Civil Special Police Force”;

(b)     If answer to (a) above is in affirmative, number of persons recruited, criteria of recruitment and its functions;

(c)     Whether Sindh Government will bear the salary and expenditure of above Police Force, if so, details thereof?

ANSWER

(a)       There is no such information about the establishment of “Sindh Civil Special Police Force (SCSPF)” form Government, hence the required report treated as nil.

(b)       Nil.

*586. MRS. HUMERA ALWANI: Will the Minister for Home be pleased to state:-

(a)     Number of persons Kidnapped for ransom and recovered persons with their name during the period from 1st January, 2008 to 30th June, 2008 in Karachi, alongwith Police Stations from where they were Kidnapped;

(b)     Is it a fact that usually Police & CPLC instigate people to pay ransom if so, reasons thereof;

(c)     Efforts taken by law enforcement agencies to recover the kidnapped persons?

 

ANSWER

DR. ZULFIQAR ALI MIRZA, Minister for Home:

(a)       37 persons kidnapped for ransom out of which 34 persons recovered and 01 killed during the period from 1st January, 2008 to 30th June, 2008 in Karachi. Details at Annexure, placed on the table of the House.

(b)       The Anti Violent Crime Cell CCP, Karachi mainly recovers kidnapees through police operations. There is no reason police or CPLC should instigate people to pay ransom as doing so does not make difference and investigation continues until the kidnappers are apprehended i.e. whether a person is released after the payment of ransom or otherwise, AVCC continues to search the criminals. There is no benefit for AVCC or CPLC to advise people as such except in situations where it is done on purpose to trap the kidnappers. The situation or case before the respectable MPA might be the one where kidnapees family would have preferred the payment of ransom on their own.

(c)       The AVCC, being a specialist investigation unit, is responsible for the prevention of kidnapping for ransom through detection and investigation. However, prevention of the crime is exclusively the domain of operation branch. On its part the AVCC function in coordination with several intelligence agencies and CPLC and developed information network to follow up the crime. Uptill June, 2008 the AVCC has busted number of professional and organized kidnapping gangs including Mashooq Brhohi gang Qadir Nohani gang, a few most notorious ones to mention. During the first half of 2008 out of 37 kidnapped persons  34 persons were recovered and one killed while 44 kidnapers arrested and 03 killed.

 

 

*589. MRS. HUMERA ALWANI: Will the Minister for Home be pleased to state:-

(a)     Functions of telephone No. 15 Police force, how long it takes to reach on calls & emergency place;

(b)     Number of vehicles & Policemen of 15 in Karachi and Hyderabad with details?

 

ANSWER

DR. ZULFIQAR ALI MIRZA, Minister for Home:

(a)     MCC-15 receives/entertains two types of calls:

(a)       Crime Calls

(b)       Distress Calls

(i)        As soon as the caller is called/complain is received, details of the caller are collected, and the same is forwarded to the wireless operator to pass the emergency to the concerned police station for taking necessary action.

(ii)       Now it is the responsibility of the area police to reach at the scene of crime as soon as possible, the total, time taken in process of receiving the phone call and reaching the crime spot is 05, 07 minutes (average).

(iii)      Sometimes if area police feels that they need more than above specified time to reach at the spot then they take help from other Mobile/Units/Muhafiz Force patrolling in surrounding areas.

(iv)      As for as the distress calls are concerned 15 centres conveys all such calls to the concerned quarters/authorities to solve the problem in the same manner which is adopted in crime call situation.

*681. MRS. HUMERA ALWANI: Will the Minister for Home be pleased to state:-

(a)     Is it a fact that police weapons were provided to influential persons in previous Government in District Thatta out of them number of weapons gotten back by police;

(b)     If answer to (a) above is in affirmative, action taken by the Government against police personnel and influential persons involved in above crime?

 

ANSWER

DR. ZULFIQAR ALI MIRZA, Minister for Home:

(a)       Yes. This is fact that during the previous Government the Thatta Police had issued    65 Governmental weapons to private persons for their protection from criminals. However, all these weapons have been recovered and deposited in the court.

(b)       As such no action into the matter is warranted.

 

 

*1173. MR. ARIF MUSTAFA JATOI: Will the Minister for Home be pleased to state:-

Grade-wise number of officers/officials terminated from Service prior to 31st December, 2002 were subsequently reinstated in Service in Sindh Police during the period from 1st January, 2003 and 31st December, 2007 along with the reasons for dismissal/re-instatement?

The number and type of seized P.B. weapons sold by the Home Department Malkhana during the period 1st July, 2008 till 31st March, 2009 along with the name and licences number of buyer and sale price?

DR. ZULFIQAR ALI MIRZA, Minister for Home:

List showing details of persons and licences number of P.B weapons for the period from 01.07.2008 to 31.03.2009 is at Annexure, placed on the table of the House. A total of 312 persons have been issued such weapons form Fire Arms Bureau, Sindh during this period.

The price of Rifle 7.62 M. M (Kalashnikov) or other automatic prohibited bore weapons was Rs. 16,800/- However, on 17.02.2009, Home Department has revised the price of weapons which are as under:-`

(a)       The incidents of domestic violence against women and Karo-Kari are increasing in the Province to some extent for which necessary steps are underway to check the same.

(a)     Whether there is any welfare plan is under consideration of the Government to establish for police officers/officials or for their families martyred/injured during different incidents in the province;

(b)     If answer to (a) above is affirmative, nature of such programme?

 

ANSWER

DR. ZULFIQAR ALI MIRZA, Minister for Home:

(a)       Yes, welfare plans are under consideration of Government regarding families of martyred/injured officers/officials. Under the President’s Directive, a comprehensive Health Insurance Plan for all the personnel of Sindh Police is in the pipeline.

Moreover, the Chief Minister, Sindh has already enhanced compensation of Shaheed officers/officials from Rs. 500.000/- to 2,000,000/- permanent incapacitation from Rs. 300,000 to 500,000/-and temporary incapacitation from (Rs. 50,000/- to Rs. 150,000/-) to (Rs. 50,000/- to 200,000/- w.e.f 01.06.09 vide order No. FD (SR-III) 10 (06)/2006 dated 20.05.2009 alongwith allotment of a plot to families of Shaheed officers/officials.

(a)     Is it a fact that an area of about 2000 acres in being “Licensed/leased” out from open jail Badin;

(b)     If answer to (a) above is in affirmative, terms and conditions of the transaction alongwith copy of lease agreement?

ANSWER

HAJI MUZAFFAR ALI SHUJRA, Minister for Jails:

(a)       Yes, it is true that about 22 acres was offered for lease. Accordingly, I.G Prisons had advertised in the leading newspaper but the rates offered by four Bidders were very low. Hence, the proposal was dropped. Security deposit was also returned and the matter stands cancelled.

(b)       No, answer is required.

 

 

*2203. MS. NAHEED BEGUM: Will the Minister for Home be pleased to state:-

Number of cases of kidnapping for Ransom registered during the period from January, 2009 to May, 2009 in the province along with number of persons challaned involved in these cases as well as number of persons recovered/killed?

(a)       The are no such prisoners in the jails of Province of Sindh whose cases are not being tried in the court. However, at times, trial takes longer time for years together.

Number of tribal clashes occurred in the province during the period from 31-01-2009 to 31-07-2009 alongwith district-wise number of people killed in these clashes?

During the period from01.07.1988 to 30.06.1992 total 1132 persons were kidnapped in Karachi where 962 persons were recovered. Whereabouts of remaining 170 persons could not be traced out. Month-wise details are at Annexure, placed on the table of the House.

(b)       REASONS OF DISTURBANCE

On 16 July, 2009 the prisoners went on roofs of barracks hostaging the three members of guarding staff and agitated against scheduled load shedding of electricity by WAPDA Authorities and extending locking time in the evening.

AND

On 5th August 2009 the prisoners went on roofs of barracks hostaging the five members of guarding staff for extending locking time in the evening.
