RESOLUTION
The Provincial Assembly of Sindh in its sitting held on Tuesday, the 21st April, 2009 has unanimously passed the following Resolution moved by Ms. Naheed Begum, MPA:- “All the international companies which have come in search of Oil and Gas, as per the PCA Petroleum Consortium Agreement are bound to spend one percent of their profit on the Welfare, Development and Social Activities of the concerned area people and to also to provide them an employment. It has been observed that such agreement is not acted upon in this in its true spirit, therefore, this Assembly recommends to the Provincial Government to approach the Federal Government that these companies must be bound to spend at least one percent of their profit on the Welfare, Development and Social Activities of the concerned area people and to also provide them employment.”

(b) The Government has already made a 3 years plan being implemented since the last financial year whereby Rs. 100.000 millions are being provided to each district (Total 2.3 billions per year) for providing missing facilities including construction of buildings for shelter-less schools.
*157. MRS. HUMERA ALWANI: Will the Minister for Education be pleased to state:-
District wise details of Scholarship granted to Boys and Girls students of class IX to XII in academic year 2007-08 alongwith required criteria for the same?
ANSWER
PIR MAZHAR-UL-HAQ, Senior Minister for Education:
Following Stipend/scholarships were given to the girl students studying in Class VIth to XIth during the academic year 2007-08.
(i) Stipend at the rate of Rs.1000/- per student per year studying in class VI to X by Reform Support Unit (RSU). District-wise details at Annexure-I, placed on the table of the House.
(ii) Stipend at the rate of Rs. 2000/- per girl student per year among 7460 girl Students of class X & XI by Decentralized Elementary Education Project (DEEP). District-wise details at Annexure-II, placed on the table of the House.
(iii) One time scholarship at the rate of Rs.3500/- per girl student was distributed during the year 2007-08 among 936 top merit beneficiaries of class XI. District- wise details at Annexure-III, placed on the table of the House.
Required Criteria:
The girl student should be currently enrolled in any Government School i.e. (Middle/Secondary and Higher Secondary) and she must be a regular student having atleast 80% attendance.
*183. MR. NADEEM AHMED BHUTTO: Will the Minister for Education be pleased to state:-
(a) Is it a fact that Seven years ago Government High School of Nau Kot Town District Mirpur Khas was upgraded as Higher Secondary School;
(b) Is it also a fact that necessary teaching staff and building as well as library and laboratory facilities have yet not been provided;
(c) If answer to (a) & (b) above is in affirmative, the reasons therefor?
ANSWER
PIR MAZHAR-UL-HAQ, Senior Minister for Education:
(a) Government Boys Higher Secondary School Naukot is not completely up-graded, however, permission was accorded by the District Government to start only class XI in the above said School. Hence, it is running as Branch of Higher Secondary School of Government (Comp) Higher Secondary School Mirpurkhas currently.
(b) Yes, these facilities are yet to be provided. However, SNE proposal for creation of staff and provision of furniture and equipment of Higher Secondary School at Government (B) High School Naukot has been approved by the Finance Department vide order dated 24-9-2008. The approval for utilization of funds is however, awaited from Finance Department. The building of the Higher Secondary School Naukot has been handed over to Education Department on 3rd September, 2008. As soon as the approval for utilization of funds is given by the Finance Department, the facility of laboratory, furniture and staff will be provided accordingly.

*222. MR. NADEEM AHMED BHUTTO: Will the Minister for Education be pleased to state:-
Number of seats reserved in NED University Engineering & Technology for Student domiciled in Sindh on rural basis and urban basis respectively in year 1995-96 and in 2006-07?
ANSWER
PIR MAZHAR-UL-HAQ, Senior Minister for Education:
No admissions at NED University are made on the specific allocation for districts. However, majority of seats at NED University are allocated on the following criteria;
(a) All Board of Intermediate & Secondary Education of Sindh and Federal Government.
(b) A-Level and equivalent Foreign Examinations-but for Sindh domicile.
(c) The only reservation of Rural Area seats is category 06 means "Candidates who are Matric or SSC from any Rural Area in the City District Karachi.
There is no quota seats except for Sports and for Children of Engineering University Employees and nominees of Donors to NED University (Dinshow Family, S.S. International and Latif-e-Jamal (H.E.J Foundation) - all together only 3% of total admissions.

Number of Nonfunctional Government Schools in the Province of Sindh?

There were 7700 non-functional Government Schools in the Province of Sindh, out of which around 1494 Schools (as on 19-3-2009) have been reopened and the efforts of Government are yielding progress day by day and there is a hope that this number will be decreased considerably in few months.

(a) No any enquiry was initiated in this regard because offer letters were issued during the previous Government for PST, JST and HSTs posts but none of those persons were allowed to join service.

(a) Is it a fact that Government has proposed to open new primary/secondary Schools and Colleges in the province;

ANSWER
PIR MAZHAR-UL-HAQ, Senior Minister for Education:
(a) Yes, the Government has proposed to open following new colleges/institutes in Sindh. However, opening of new primary Schools are banned and the Government is making efforts to re-open the closed schools first.

(a) Is it a fact that offices of Education works project have been accommodated in the building of NJV school Karachi;
(b) If answer to (a) above is in affirmative, details thereof including the date since when they were allowed alongwith intention of Government to shift said offices from there?
ANSWER
PIR MAZHAR-UL-HAQ, Senior Minister for Education:
(a) No. such offices of Education Works Project have been accommodated in the building of NJV School Karachi. The Offices of Works and Services are however, functioning since 1963 in the Annexe building which has no concerned with the school building and is under the ownership of City District Government Karachi.
(b) Not applicable.
*422. MRS. HUMERA ALWANI: Will the Minister for Education be pleased to state:-
(a) Is it a fact that drop out of ratio in girls schools has increased during the last five years;
(b) If answer to (a) above is in affirmative, reasons thereof alongwith policy of the Government to minimize the said drop out ratio?
ANSWER
PIR MAZHAR-UL-HAQ, Senior Minister for Education:
(a) Yes, the overall dropout ratio of girl students has increased compared to earlier years.
(b) Reasons:
(i) Almost no recruitment of teachers was made in all categories since about 11 years.
(ii) Closure of about 7700 schools at all levels in Sindh.
(iii) Bad government i.e. OPS, detailment, deputations, no promotions, corruption during last regime.
Policy of the government to minimize the dropout ratio:
In this regard the Government is following multi-pronged reform strategy of providing both supply and demand side incentives. These include rehabilitation of schools, recruitment of teachers, free education, distribution of free text books, drive for opening closed schools, till now 1494 schools have been reopened and payment of stipend @ Rs. 1000/- per year per girl student from class VI to Xth. However, as a pilot program, 30 talukas have been selected where the drop out ratio of female students is highest and Stipend of Rs. 2400/- per year per student has been started through money orders to the individual female students going to Middle and High Schools as an incentive to their parents to send their daughters to schools.
*423. MRS. HUMERA ALWANI: Will the Minister for Education be pleased to state:-
(a) Is it a fact that high level of misappropriation of funds occurred in account of SMC funds during last five years;
(b) If answer to (a) above is in affirmative, district-wise details alongwith intention of the Government to conduct inquiry in this regard?
ANSWER
PIR MAZHAR-UL-HAQ, Senior Minister for Education:
(a) For the last 3 years no funds have been transferred by the Provincial Government on account of SMC’s grants as such no misappropriation are reported. The amount provided to each school is around to Rs. 200/- per child per year.
(b) Since nominal amount was involved, as such, no enquiry was required in absence of any complaint.
*451. SYED RAZA HYDER: Will the Minister for Education be pleased to state:-
(a) Working strength of Government Schools, Colleges, Technical/Mono Technical Colleges in District West, especially Orangi Town;
(b) Number of Schools without Teachers, Furniture, Electricity, Water alongwith details of SMC fund allocated for Schools, Colleges and Technical/Mono Technical Colleges for Orangi Town?

PIR MAZHAR-UL-HAQ, Senior Minister for Education:
(a) Details are given as under:-
1. Number of Primary Schools (Boys & (Girls) are 88. Staff position is 668.
2. Number of Lower secondary Schools (Boys & Girls) are 10, Staff position is 128.
3. Number of Secondary Schools (Boys & Girls) are 21, Staff position is 257.
4. The Polytechnic Institutes is 8, out of which 2 are Colleges, 3 Monotechnic and 3 Polytechnic Colleges.
(b) (25 Schools requires basic facilities in the Town)
20 primary schools out of 88 primary schools & 5 lower secondary schools out of 10 lower secondary schools are without basic facilities, either of water supply, furniture, and electricity. All other primary & secondary schools are enjoying basic facilities.

(a) No repair work has been taken over in the schools of Baldia Town. However, there are 16 units under the process of construction, out of which 08 units are completed and 06 are in advance stage whereas 02 are at initial stage.
(b) Classes in 02 schools (one lower secondary & the other secondary) have not yet been started due to SNE, furniture etc, which is under process to start classes in these schools as soon as possible.

Is it a fact that the World Bank had specifically set the pass percentile at 60 percent for the written examination for School teachers conducted by IBA in 2007?
ANSWER
PIR MAZHAR-UL-HAQ, Senior Minister for Education:
Yes, the World Bank had specifically set the pass percentile at 60% for the written examination for school teachers conducted by IBA in 2007.
*764. MRS. HUMERA ALWANI: Will the Minister for Education be pleased to state:-
(a) Is it a fact that upto the decade 1970 in Sindh Text Board Books it was written in the text books that Quaid-e-Azam Mohammad Ali Jinnah, founder of Pakistan born in Jherk Thatta;
(b) If answer to (a) above be in affirmative, reasons to remove said version from the history of Sindh and current Text Books alongwith intention of the Government to correct this error?
ANSWER
PIR MAZHAR-UL-HAQ, Senior Minister for Education:
(a) The Sindh Text Book Board came in to being under an Ordinance in 1970. Therefore, it is not correct that any such book had been published by Sindh Text Book Board.
As a matter of fact, the book of Sindhi written by Mr. Abdullah M.R.A.S. Abbasi, Assistant Deputy Educational Inspector Thatta District, printed in 1950 by Maktab-e-Abbasia, Karachi at page No.3, indicate that the place of birth of Quid-e-Azam Muhammad Ali Jinnah was village Jherk District Thatta, photo copy of the lesson at Annexure-A, placed on the table of the House.
The textbook of Sindhi Language for Class VII, Lesson No.2, printed by Sindhi Adabi Board in the year 1955 also mentioned that Quid-e-Azam Muhammad Ali Jinnah-founder of Pakistan was born in small village of Jherk, photo copy of the lesson at Annexure-B, placed on the table of the House.
However, lateron the Book Sindhi Reader-II, printed & published by Sindhi Adabi Board in the year 1962, mentioned at page No.29 in Lesson No.11 that Quid-e-Azam Muhammad Ali Jinnah was born in Karachi, photo copy of the lesson at Annexure-C, placed on the table of the House.
(b) The reasons for not removing the version from the Text Book, are available on the record that this Board was not in the existence at that time i.e. 1950, 1955 or 1962.

(a) Whether it is a fact that the post of learning coordinators (LCO’s) have been abolished;
(b) If answer to (a) above be in affirmative, the reasons thereof?
ANSWER
PIR MAZHAR-UL-HAQ, Senior Minister for Education:
(a) Yes.
(b) The posts of LCOs were created through a project and were meant to last till the life of project. After the completion of the project life, the posts have been abolished and the employees have been reverted to their original posts.

Details of recently announced Public-Private Partnership to establish low cost schools in the Province such as number of schools planned, curriculum, fee’s and number of students to be covered?
ANSWER
PIR MAZHAR-UL-HAQ, Senior Minister for Education:
The public-private partnership project is aimed to establish low cost private schools through provision of per child subsidy to create greater access to education in marginalized areas of Sindh, enhance the quality of education, increase thereby the number of students and reduce gender disparity as well.
The project is initially proposed for 10 districts of Sindh i.e Larkana, Kambar Shahdadkot, Dadu, Sanghar, Mithi (Tharparkar), Khairpur Mirs, Shaheed Benazirabad, Badin, Thatta and Umerkot.
Initially 1000 schools have been planned under this project wherein national curriculum will be adopted with no fee from any child and about 250,000 students will be covered under this project.
