(a)   Is it a fact that e-filling system of paying tax has been made mandatory in the Province by 15th August, 2008;

(b)   If answer to (a) above be in affirmative, objectives of such system and details thereof?

 

ANSWER

JAM SAIFULLAH KHAN DHAREJO, Minister for Revenue:

(a)      The Board of Revenue has no e-filing system for paying taxes.

(b)      Not applicable.

*959. SYEDA MARVI RASHDI: Will the Minister for Revenue be pleased to state:-

Percentage of Revenue collection through stamp duty on registration of documents alongwith Percentage of stamp duty that levied on registration of property transaction?

 

ANSWER

JAM SAIFULLAH KHAN DHAREJO, Minister for Revenue:

The revenue collection through stamp duty and on registration of document is 44.33% of total collection. Stamp duty on registration of property transaction is chargeable at the rate of 3% on Conveyance Deed, Gift deed and Sale Certificate.

 

 

*960. SYEDA MARVI RASHDI: Will the Minister for Revenue be pleased to state:-

(a)   Amount recovered as stamp duty from the Employees Old Age Benefits Institution (EOBI) on leasing of a plot measuring 8,986 square yards on I. I. Chundrigar Road, District Karachi;

(b)   Time for which lease has been granted?

 

ANSWER

JAM SAIFULLAH KHAN DHAREJO, Minister for Revenue:

(a)      Stamp duty amounting to Rs. 32,650,410/- was recovered vide challan No. 12 dated 24.07.2008

(b)      Lease has been granted for period of 99 years.

 

 

*973. MR. NADEEM AHMED BHUTTO: Will the Minister for Revenue be pleased to state:-

(a)   Names of villages in the all tapas and dehs of defunct District Karachi west and Malir as were regularized or leased under Sindh Goth Abad Scheme from 1-7-2007 to 30-6-2008 alongwith area of each Goth legal requirements for the above said purpose;

(b)   Whether it is a fact that the sanads of owner ship rights are awarded to the owner of the constructed houses as well as sanads issued on vacant plots as well as maximum area of constructed house in a village regularized/leased under SGAS, is allowed to keep?

 

ANSWER

JAM SAIFULLAH KHAN DHAREJO, Minister for Revenue:

(a)   No village in any tapa and deh of defunct District Karachi West and Malir were regularized or leased under Sindh Gothabad Scheme from 01-07-2007 to 30-06-2008.

(b)   Yes, it is laid down in section 3 of the Sindh Gothabad (Housing Scheme) Act, 1987 that the District Officer (Revenue) may on the recommendations of the Allotment Committee, allot land not exceeding two ghuntas (240 sq: yards) for construction of house to a deserving person who is in genuine need of residential accommodation in a village residing in deh/area notified by the Government to be the rural areas for the purpose of the Act, free of cost in the manners on the terms and conditions as are framed by the Sindh Gothabad (Housing Scheme) Rules 2008. This Limit of two ghuntas (240 Sq: Yards) is however not applicable to the land or Asaish whereupon a deserving person has built a house before the coming into force of this Act with a view to taking up permanent residence.

 

 

*1018. MR. ARIF MUSTAFA JATOI: Will the Minister for Revenue be pleased to state:-

(a)   Whether it is a fact that Sindh Tenancy Act, has been amended to include a provision for “Hari Courts”;

(b)   If answer to (a) above be in affirmative, the powers and scope of these courts?

 

ANSWER

JAM SAIFULLAH KHAN DHAREJO, Minister for Revenue:

(a)      No. Nevertheless, the power of appointing Tribunal in each Taluka for the settlement of disputes between Tenants and landloard, continues to exist in sections 26 & 27 of the Sindh Tenancy Act, 1950.

*1032. DR. MUHAMMAD RAFIQUE BANBHAN: Will the Minister for Revenue be pleased to state:-

Details of cultivated land in acres which remained un-cultivated due to shortage of water on the tail of Faiz Ganj wah Taluka Faiz Ganj during the year 2007-08 in District Khairpur Mirs?

Dehs (i) Budho Mullo, (ii) Khair Muhammad Mojai (iii) Aub & (iv) Lakhrand of Taluka Faiz Ganj, District Khairpur Mirs are located at the tail of Faiz Ganj Wah. Total cultivable area of these four Dehs is 9619-31 acres. An area of 7987-31 acres in Kharif 2007 and an area of 8,188-31 acres in Rabi 2008 remained un-cultivated due to shortage of water.

 

 

*1033. DR. MUHAMMAD RAFIQUE BANBHAN: Will the Minister for Revenue be pleased to state:-

Details of cultivated land in acres which remained un-cultivated in Gani abad due to shortage of water on the tail of Ali Nawaz wah Taluka Faiz Ganj during the year 2007-08 in District Khairpur Mirs?

 

ANSWER

JAM SAIFULLAH KHAN DHAREJO, Minister for Revenue:

Dehs (i) Chibhrero (ii) Batheer (iii) Anheri and Bani of Taluka Faiz Gunj Distirct Khairpur Mirs fall in the tail of Ganiabad water course of Ali Nawaz Canal. Total cultivable area of above Dehs is 3,586-38 acres. An area of 3,479-38 in Kharif 2007 and 3,127-38 acres in Rabi 2008 remained un-cultivated.

 

 

*1139. MR. FAYAZ ALI BUTT: Will the Minister for Relief be pleased to state:-

(a)   Compensation paid to flood affectees who affected in the year 2007 in Mehar, K.N. Shah, Johi, Warah and Shahdad Kot Talukas;

(b)   Is it fact that many cheques are still not cashed;

(c)    If answer to (b) above is in affirmative, reasons thereof?

 

ANSWER

JAM SAIFULLAH KHAN DHAREJO, Minister for Relief:

(a)      The District Co-ordination Officer Dadu vide his letter No. GAC/Acctt/2009/118 dated 21.1.2009 has reported that in all 7904 families affected during floods 2007 have been compensated in taluka Mehar, K. N. Shah and Johi.

Lake-wise, that District Co-ordination Officer Kambar-Shahdakot @ Kambar vide his letter No. DCO/2009/208 dated 23.1.2009 has reported that 4088 families were surveyed in taluka warah and 238 families in Taluka Shahdadkot. Out of which, 2884 families were delivered cheques of Rs. 15000/- each while 1204 cheques were cancelled as the family heads were un-traceable besides duplication.

(b)      In district Dadu about 241 compensation cheques had not been encashed while in Taluka warah and Shahdadkot delivered cheques were cashed.

(c)      The District Co-ordination Officer Dadu has informed that cheques of financial assistance of Rs. 15000/- each affected family were issued to all 7904 affected families from the account maintained by the DCO from which the cheques for relief and rescue operation were also issued simultenouly from the same account to the other parties hence 241 affected families who did not open their bank account in respective banks and due to that fact they could not get encashed their cheques of Rs. 15000/- besides non availabili of funds.

 

 

*1174. MS. NUSRAT SEHER ABBASI: Will the Minister for Relief be pleased to state:-

District-wise number of persons killed during monsoon rains of 2007 (July, August 2008) in the Province?

The district-wise details of persons reportedly died due to monsoon rains 2007 for the monthly of July & Onward not 2008 are as follows:-

*1175. MS. NUSRAT SEHER ABBASI: Will the Minister for Relief be pleased to state:-

(a)   Number of residential houses destroyed/damaged in Khairpur District during monsoon rains of 2008;

(b)   Whether it is a fact that compensation was paid to affecttees of the rains;

(c)    If answer to (b) above is in affirmative, details thereof?

 

ANSWER

JAM SAIFULLAH KHAN DHAREJO, Minister for Relief:

(a)      The Districts Co-ordination Officer Khairpur vide his letter No. DCO/KHP/GB/120 dated 31.1.2009, has reported that in all 2695 houses were fully/partially damaged (Katcha/Pacca) during monsoon rains 2008.

(b)      Not yet.

(c)      A summary has already been floated to Honourable Chief Minister Sindh for sanction of funds. However, the rain affectees will be compensated shortly.

 

 

*1177. MS. NUSRAT SEHER ABBASI: Will the Minister for Revenue be pleased to state:-

Names, Educational qualification, grade and place of domicile of the persons posted as Tapedars in District Khairpur Mirs as on 1st May, 2008?

 

ANSWER

JAM SAIFULLAH KHAN DHAREJO, Minister for Revenue:

The requisite information received from the Executive District Officer (Revenue) Khairpur is at Annexure, placed on the table of the House.

 

 

*1282. MS. FARHEEN MUGHAL: Will the Minister for Revenue be pleased to state:-

(a)   Is it a fact that the inhabitants of ten Goths established under Goth Abad Scheme near Latifabad No. 11, Hyderabad displaced and their houses were demolished in August/ September 2008;

(b)   If answer to (a) above is in affirmative, the reasons therefor?

 

ANSWER

JAM SAIFULLAH KHAN DHAREJO, Minister for Revenue:

(a)      No Goth established under Gothabad Scheme near Latifabad No. 11 Hyderabad was displaced or the houses were demolished in August/Septermber 2008.

(b)      Not applicable.

*1357. MR. RAM SINGH SODHA RAJPUT: Will the Minister for Relief be pleased to state:-

(a)   Is it a fact that during last year 2008 Thar has been declared as drought hit area;

(b)   If answer to (a) above be in affirmative, the proposed relief programme and time by when such relief work will be started?

 

ANSWER

JAM SAIFULLAH KHAN DHAREJO, Minister for Relief:

(a)      The entire District Tharparkar consisting of (i) Taluka Mithi (ii) Chachhro (iii) Nagarparkar & (iv) Diplo reportedly affected by famine due to non occurrence of sufficient rains during monsoon seasons 2008 has been notified as Calamity Affected Area vide Notification No. R/F-4059/08/09/2009 dated 10.1.09.

(b)      At the initial stage recovery of Jamabandi & Non Jamabandi items has been suspended in the drought affected area till further orders vide Notification No.DD(E&I)HQ/2008/97 dated 22.11.2008.

The relief operations in the drought affected area will be started shortly.

 

 

*1403. MR. ARIF MUSTAFA JATOI: Will the Minister for Relief be pleased to state:-

District-wise location of emergency disaster relief centres exists in the Province alongwith the details of the emergency supplies items such as cloth, food etc. maintained at each centre?

The Emergency Disaster Relief Centres indentified by the District Coordination Officers in their District Disaster Plans are reproduced as under:-

However at the time of emergency, the above mentioned centres are functional from where the relief good/relief articles are provided to the inmates of relief camps/out side relief camps.

 

*1404. MR. ARIF MUSTAFA JATOI: Will the Minister for Relief be pleased to state:-

District-wise disbursement of aid given to the affected due to heavy rains during December, 2008 in the Province?

 

ANSWER

JAM SAIFULLAH KHAN DHAREJO, Minister for Relief:

No relief assistance/ex-gratia relief is disbursed to the rain affectees as yet. However a summary has already been floated for the Honourable Chief Minister Sindh for sanction of funds. The rain affectees will be compensated shortly.
