RESOLUTION
The Provincial Assembly of Sindh in its sitting held on Saturday, the 21st March, 2009 has unanimously passed the following Resolution moved by Ms.Shazia Atta Muhammad Marri, Minister for Information, Sindh and Engineer Muhammad Rafiq, Minister for Katchi Abadies & Spatial Development, Sindh:-

    “This Assembly recognizes 23rd of March as the historic day of the passing of Pakistan Resolution; acknowledges the Pakistan Resolution as the compelling impetus for the struggle for independence; salutes the zealous leaders who were behind the Resolution; pays homage to the indomitable courage for removing all impediments and made great sacrifices for an independent Pakistan; and reiterates its commitment to remain whole-heartedly devoted to the betterment of Pakistan and its people through sustained democracy."

(a)   Is it fact that gang war in Lyari started in the regime of previous government, if so, what is the present policy of the government to control it;

(b)   Number of people/policeman/gangsters died/injured/property damaged during year alongwith reasons of gang war?

ANSWER

DR. ZULIFQAR ALI MIRZA, Minister for Home:

(a)      This gang war started in 1992. As regards policy of the present government is fully committed to ensure, that all such notorious gangs are eliminated, peace is restored.

(a)   Is it fact that E-Policing concept/plan is under consideration of the Government;

(b)   If answer to (a) above is in affirmative, functions, duties, and responsibilities of the same?

ANSWER

DR. ZULIFQAR ALI MIRZA, Minister for Home:

(a)      Yes.

(b)      The functions, duties and responsibilities of E-Policing plan is that Police department with collaboration of Information Technology Department, Government of Sindh, is executing & implementing a Mega Project to computerize the Police department’s record. Details are as under.

 

Functions/ Objectives:

The basic objectives of E-police Project is to convert the traditional police stations of Sindh into E-powered police stations, which will become a much improved source of service to citizens of the province.

Other projects directly related to this project which will be benefited directly by the implementation of this project are:-

      Automation  of National Crime Database , which will be later on accessed by FIA, Police, ISI, IB and other law enforcement agencies.

      Automation and interconnection of the police infrastructure of other provinces of Pakistan.

      Establishment of NR3C by FIA (Federal Investigation Agency)

      E-Policing of Islamabad

      E-Policing by other provinces.

 

This project includes provision of basic ICT infrastructure at specific locations of Sindh Police. Email collaboration suite, office Productivity suite and customized applications will be provided to boost the internal efficiency of Sindh Police.

 

Main Functions/ Highlights:

Computer-Aided Dispatch (CAD) System for Madadgar 15

Centralized Call Center of 70 seats for Madadgar 15 emergency Center.

Email, collaboration and Office productivity Suite

Automation of major Internal Registers for Police stations of SINDH

Police Portal

Prisoner Registration, Record and Movement System, PRRMS

Video Conference and Trail System for Sindh Police and Prisons Department.

Anti Cyber Crime Cell

Surveillance System for Traffic Monitoring

 

RESPONSIBILITIES:

Information Technology Department, Government of Sindh.

 

Project Execution By:

Information Technology Department, Government of Sindh in collaboration with Sindh Home Department, Police Department and Prisons Department.

 

Operation & Maintenance

From Administrative point of view the system will be maintained by Police and Prisons Department accordingly.

Duties will assigned by Police Department as per their need and requirement.

 

 

*213. MRS. HUMERA ALWANI: Will the Minister for Home be pleased to state:-

(a)   Is it a fact that in month of May 2008, public seized three decoits, and due to negligence of Eidgah Police Station Karachi, accused were set on fire,

(b)   If answer to (a) above is in affirmative, action taken by the Government and planning to stop such incidents in future?

ANSWER

DR. ZULIFQAR ALI MIRZA, Minister for Home:

(a)      Yes. It is a fact that the public had set three persons on fire considering them as dacoits.

(b)      Yes, an enquiry was conducted by Mr. A.D Khawaja, GIGP East Zone, CCP Karachi as a result of which SHO Eidgah SI Nasir Mehmood was placed under suspension and show cause notices were issued to DSP Malik Mazhar Hussain and SHO Eidgah SI Nasir Mehmood.

All efforts are being made to ensure that such incidents do not re-occur where people take law in their own hands.

 

 

*214. MRS. HUMERA ALWANI: Will the Minister for Home be pleased to state:-

(a)   Does the Government intends to offer plan/package of “General Amnesty” for decoits/criminals, wanting to leave the heinous profession forever,

(b)   If answer to (a) above is in affirmative, details therefor;

(c)    Does the Government intends to plan to control robberies, decoitees and Kidnappings;

(d)   If answer to (c) above is in affirmative, details therefor?

ANSWER

DR. ZULIFQAR ALI MIRZA, Minister for Home:

(a)       No.

(b)      Nil.

(c)       Yes.

(d)      Effective strategy to control heinous crime i.e. Dacoity, Robbery and Kidnapping for ransom has been evolved. The following measures have been adopted to control the heinous crime:-

(i)       Deployment on the basis of crime mapping.

(ii)      Snap checking under supervision of Senior Officers.

(iii)     Co-ordinated response of all police units i.e. Police Station, Mohafiz and Madadgar-15.

(iv)     Establishment of Special Investigation Units in Zones,

(v)      Investigate red-handed capture, heinous/sensational cases.

(vi)     Develop information on gangs.

(vii)    Establishment to Mobile Phone Crime Unit under DIGPs.

(viii)   Survey of Cell Phone Markets.

(ix)     Action against Sale of snatched/ stolen Mobile Phones.

(x)      Action against unauthorized sale of SIMs.

(xi)     Independent Cell for registration of FIR in every Police Stations under the direct supervision of SSPs.

(xii)    Launching operation in Forests/ Rever-Rine/Kecha areas of all Districts in Rural area to bust gangs and destroy their hideouts. This practice is being carried out due to which 5- gangs of criminals have been busted, 477 hardened criminals were arrested and several hideouts of dacoits were destroyed.

 

 

*419. MRS. HUMERA ALWANI: Will the Minister for Home be pleased to state:-

(a)   Is it a fact that unregistered SIMS causes heinous crime;

(b)   If answer to (a) above is in affirmative, steps taken by the Government in this regard?

ANSWER

DR. ZULIFQAR ALI MIRZA, Minister for Home:

(a)   Yes, unregistered SIMs can be used for committing any crime.

(b)   In order to curb this menace, teams of SIU (Special Investigation Unit) of Sindh Police has been constituted to carry out raids alongwith representatives of PTA against shops/Kiosks selling mobile phone SIMs without proper authorization. During these raids 850 unregistered SIMs have been seized. This action has yielded good results. A survey conducted in this regard has also shown that due to these checks there is a drastic reduction in their sale.

 

 

*490. MR. ARIF MUSTAFA JATOI: Will the Minister for Jails be pleased to state:-

(a)   Is it a fact that Central Jail Karachi is being shifted outside the city;

(b)   If answer to (a) above is in affirmative, plan of the Government for the current land of Central Jail, Karachi?

ANSWER

HAJI MUZAFFAR ALI SHUJRA, Minister for Jails:

(a)       No. Central Prison Karachi is not being shifted from its present location to any other site.

(b)        Nil.

(a)   Whether it is a fact that the Sindh Public Safety Commission has not been constituted;

Is it a fact that the enforcement of the Sindh Essential Services Act is the responsibility of the Home Department?

ANSWER

DR. ZULIFQAR ALI MIRZA, Minister for Home:

Yes. It is a fact that Sindh Essential Service (Maintenance) Act, 1958 falls within the purview of Home Department as per Sindh Government Rules of Business 1986.

 

 

*805. MR. NADEEM AHMED BHUTTO: Will the Minister for Home be pleased to state:-

District-wise details of the persons died during the Police custody in last five financial years and causes of each death as well as action taken by the Government against the Police officials responsible for the same?

DR. ZULIFQAR ALI MIRZA, Minister for Home:

District-wise details of the persons died in police custody during the last five financial years, alongwith their causes of death and action taken by the Govt. of Sindh against involved persons are given at Annexure, placed on the table of the House.

(a)   Is it a fact that an enquiry has been conducted regarding irregularities and financial embezzlements in various uplift schemes of coastal areas by Home Minister;

(a)       No, this is not true.

(a)   Number of vans available at each Jail of the province to carry on the prisoners to various courts on their hearing in the province;

(b)   Is it a fact that vans are not sufficient for the purpose;

(c)    If answer to (b) above is in affirmative, intention of the Government to take measures to solve the problem?

ANSWER

HAJI MUZAFFAR ALI SHUJRA, Minister for Jails:

(a)      There are all together 155 Prison vans with Sindh Police. Vans are placed at the disposal of respective DPO (s) in Sindh and SP Security Karachi.

(b)      Yes! There is shortage of vans.

(c)      The Government being fully cognizant of this and plans to buy more vans in order to ensure prompt production of prisoners for their appearance before the trail courts on their date of hearing.

(a)   Number of children confined in each jail alongwith offences in which they have been involved as on 20-07-2008;

(b)   Whether above childrens are kept with habitual criminals or separately?

(a)   Is it a fact that crime No.132, 1996 of Taluka Police Station Larkana has not yet been challaned;

(b)   Is it a fact that on the direction of Hon’able High Court circuit Branch Larkana DIGP Crimes to send up the said accuseds;

(c)    If answer to (a) & (b) above be in affirmative, who is responsible for such delay and negligence as well as the reasons thereof?

ANSWER

 DR. ZULIFQAR ALI MIRZA, Minister for Home:

(a)       Yes, it is a fact.

(b)       Yes, it is a fact.

(c)       The fact is record of the said case was lost/missing. Therefore, PPO Sindh ordered an inquiry to probe into the matter and fix responsibility. Accordingly DPO Larkana constituted an inquiry team under the supervision of Muhammad Siddiq Odho TPO Saddar Larkana consisting of Inspector Ghulam Shabbir Soomro, SHO PS Taluka and Inspector Amanullah Magsi SHO PS Dhamrah vide order No. CB/368/2005 dated 14.03.2005.

The inquiry team after conduction the probe found HC Allah Warayo Abbasi guilty and fixed all responsibility on him. It is pertinent to mention that HC Allah Warayo Abbasi had died earlier to the holding of this inquiry. The case is still pending for want of Police papers.

 

 

*1294. MS. FARHEEN MUGHAL: Will the Minister for Home be pleased to state:-

(a)   Is it a fact that Sindh Government intends/plans to induct Ten thousand youths in Police annually;

(b)   If answer to (a) above be in affirmative, district-wise details thereof with expected date for implementation on the plan?

ANSWER

DR. ZULIFQAR ALI MIRZA, Minister for Home:

(a)      There is no plan for induction of Ten Thousand Youths in Police annually.

ANSWER

HAJI MUZAFFAR ALI SHUJRA, Minister for Jails:

(a)      There are 1683 convicted prisoners in the various jails of Sindh Province, out of which 1451 are for life imprisonment and 232 under death sentence.

(b)       Yes.

(c)      Jail wise number of male/female, who have been detained due to conviction of life imprisonment/death sentence details given as under:-

(a)   Is it a fact that use of Gutka and main-puree is increasing rapidly in the Society and is being prepared/sold openly;

(b)   If answer to (a) above is in affirmative, do Government intends to take action against Sellers of these harmful Gutkhas and main-puree?

ANSWER

DR. ZULIFQAR ALI MIRZA, Minister for Home:

(a)      Sindh Government has imposed a ban on preparation and sale of Gutka and Main-Puree but there is no case reported at any Police Station in Sindh regarding its open sale.

(b)      There are standing instruction to Sindh Police for taking action against the sellers. This also needs awareness to people this being health hazard.

 

 

*1408. MR. SALEEM KHURSHEED KHOKHAR: Will the Minister for Jails be pleased to state:-

(a)   Whether it is fact that Government awards relief to the prisoners confined in the jails on account of Christmas?

(b)   If answer to (a) above is in affirmative, the details thereof?

ANSWER

HAJI MUZAFFAR ALI SHUJRA, Minister for Jails:

(a)      No. All prisoners are provided relief on occasions of Eid-ul-Fitr and on National day’s i.e  23rd March and 14th August in the shape of remission as provided in the constitution and Jail Manual.

(b)      As the reply is not in affirmative, hence no detail.


*1441. MR. SALEEM KHURSHEED KHOKHAR: Will the Minister for Home be pleased to state:-

(a)   Is it a fact that more than 40 persons died on 8th-9th January, 2009 in new Karachi area due to fire and Government Ordered to initiate the enquiry and now has received its report of the said enquiry;

(b)   If answer to (a) above be in the affirmative, the details thereof along with name and designation of Police Officers deputed to carry out the enquiry?

ANSWER

DR. ZULIFQAR ALI MIRZA, Minister for Home:

(a)   Yes, this is a fact that on 08th January, 2009 “Jhugies” hutments on  plot No. ST-6/7/8 Sector 5/L, North Karachi caught fire in which 40 persons died due to sever burn-injuries. The Govt. had ordered an inquiry to probe into the cause of fire. The inquiry Committee in its report has submitted the following findings:-

(i)    After going through the written/verbal statement of all relevant persons it is established that the loss of human lives could be minimized if sufficient numbers of fire brigades had reached the spot instantaneously not intermittently.

(ii)   The inquiry also reveals through exhausting statements of neighbours/area residents/some of the affectes (as per their verbal statement) that the residents of the plot were in the habit of using fire during cold weather to reduce the chilling effect of cold. The Fire may had been started from Stove/Burner/Angethi which was used at night and the residents of the hut, who without extinguishing it properly, went to sleep which resulted in the loss of many human lives.

(b)   The Inquiry Committee comprised of DIG Police West Zone Mr. Sardar Abdul Majeed 2) Mr.Khurram Waris, SSP/Investigation-I West Zone (3) Dr. Muhammad Farooque SP/New Karachi Town West Zone, CCP Karachi.

(a)   Whether incidents of desecration of churches took place within the jurisdiction Police Stations of Korangi and Darkhashan during December 2008 to January 2009;

(b)   If answer to (a) above be in the affirmative, the date wise details thereof;

(c)    Whether the culprits involved in above incidents are arrested, if so, the details thereof, if not, the reasons therefor?

ANSWER

(a)      Yes. This is true that an incident of desecration of a church took place within the jurisdiction of Korangi Police Station on 02.01.2009 as reported by complainant Muneer Bhatti s/o Inayat Bhatti. However, no such incident took place within the jurisdiction of Darakhshan Police Station during 2008-2009 todate.
