*516. MR. NADEEM AHMED BHUTTO: Will the Minister for Mines & Minerals be pleased to state:-
(a) Is it a fact that the heavy quantity of Thar Coal is the property of Government of Sindh, if so, its approximate quantity as on 15-6-2008;
(b) Is it a fact that advertisement appeared on 3-6-2008 in the National News papers inviting the interesting parties, if so, authority who has given advertisement?
ANSWER
SYED QAIM ALI SHAH JILANI (Chief Minister) Mines & Minerals:
(a) It is a fact that Thar Coal is a subject that pertains to the Government of Sindh.
The Fourth Schedule of the Constitution of Pakistan, under the Federal Legislative List (Item No.18(a) in Part I and Item No.2 in Part II) provide that the Mineral resources necessary for generation of nuclear energy, Mineral Oil and Natural Gas are Federal subject. All other Mineral Resources including Coal are Provincial subject.
The total estimated coal reserves of Thar Coal Field are 175.506 billion tons.
(b) The advertisement published in national newspapers on 04.06.2008 (not on 03.06.2008) did not relate to the Government of Sindh. Federal Ministry of Petroleum & Natural Resources had invited expression of interest for development and operation of test-pit in Thar Coal field. The object of this project was to gather data for preparation of bankable feasibility.

Whether it is a fact that functions and responsibilities of Sindh Coal Authority for coal in Thar is being transferred to the Thar Coal Authority?
ANSWER
SYED QAIM ALI SHAH JILANI (Chief Minister) Mines & Minerals:
The Coal Authority does not exit any more after withdrawal of its notification by the Cabinet Division at Annexure-I, placed on the table of the House.
Sindh Coal Authority is a statutory body established under Sindh Coal Authority Act, 1993 passed by the Provincial Assembly of Sindh. It will continue to function as per its statutory mandate.
Sindh Government vide its notification dated 22.07.2008 constituted “Thar Coal & Energy Board” headed by the Chief Minister, Sindh comprising of Federal Minister for Water & Power as Vice Chairman, Federal Minister for Law & Justice, Deputy Chairman Planning Commission, two Provincial Ministers, Secretary Ministry of Water & Power, Chief Secretary Sindh and one eminent person nominated by the Government of Sindh as members. The Managing Director of the Board will also be a member as well as the Secretary of the Board at Annexure-II, placed on the table of the House.
The purpose of constitution of Board is to act as a bridge between the Provincial and Federal Governments in development of Thar Coalfield on fast tract basis and to facilitate the investors in coal based power projects in Thar.

Whether the Minister for Mines and Minerals is a Member of the Thar Coal Authority?
ANSWER
SYED QAIM ALI SHAH JILANI (Chief Minister) Mines & Minerals:
Thar Coal Authority does not exit any more, as Federal Government vide its notification No. 4-9/2008-Min-1 dated: 11.10.2008 has withdrawn its earlier notification regarding constitution of Thar Coal Authority at Annexure-I, placed on the table of the House.
Sindh Government vide its notification dated 22.07.2008 constituted “Thar Coal & Energy Board” headed by the Chief Minister, Sindh comprising of Federal Minister for Water & Power as Vice Chairman, Federal Minister for Law & Justice, Deputy Chairman Planning Commission, two Provincial Ministers, Secretary Ministry of Water & Power, Chief Secretary Sindh and one eminent person nominated by the Government of Sindh as members. The results of the Feasibility study on Deposits of Granite in Thar District?
ANSWER

The feasibility study of Granite Deposits in District Tharparkar is being carried out through M/S. Centre for pure and applied Geology University of Sindh Jamshoro.
The inception report and interim report have been submitted by the Consultant. However, the physical survey, mapping, Digitalizing and relevant Geological Study work is in progress. The study is to be completed in (33) months from July 2007. The final report will be submitted by February 2010.

(b) If answer to (a) above be in affirmative, the details therefor as well as legal status of the authority after the formation of Thar Coal and Energy Board?

(a) Thar Coal Authority does not exit any more, as Federal Government vide its notification No.4-9/2008-Min. I dated 11.10.2008 has withdrawn its earlier notification regarding constitution of Thar Coal Authority at Annexure-I, placed on the table of the House.
(b) Thar Coal and Energy Board was established vide a notification by the Government of Sindh at Annexure-II, placed on the table of the House. Which will act as a bridge between the Provincial and Federal Governments in development of Thar Coal field on a fact track basis.

(a) Is it a fact that some companies were granted coal mining lease and exploration Licences for coal in Badin, Tharparkar and Thatta Districts for the years 2005, 2006 and 2007;
(b) If answer to (a) above be in affirmative, the names of such companies alongwith the quantity of coal procured in each District/years?
ANSWER

(a) It is a fact that a coal mining lease was granted to a Chinese company in Thatta District while exploration licenses of coal were granted in the area of District Badin, Tharparkar and Thatta during the year 2005 to 2007.
(b) The name of the company which was granted mining lease of coal at Thatta is at annexure-A where as annexure-B shows names of the companies which were granted exploration licenses. Most of these companies are at the exploration stage and none of them has commenced production.

District-wise amount spent on publicity and public awareness programmes in the Province during each of the last three financial years alongwith results achieved?
ANSWER
MR. JAM MEHTAB HUSSAIN DAHAR, Minister for Population Welfare:
As per Pakistan Demographic and Health Survey 2007 knowledge of Family Planning methods in Pakistan is almost universal, 96 percent of currently married women know at least one modern method of family planning. The most commonly known methods are the pill (92 percent), inject able (89 percent) and female sterilization (87 percent). About two-thirds also know a traditional method of family planning, either rhythm or withdrawal.

* Rs.10,000/- were spent in each RHS Center each for holding seminars on RH issues (about 45-50 persons participated in each seminar).
* During the year 2006-07 Rs.60,000/- were spent for sensitizing Nazmeen on Population and Development issues in each districts except Karachi (about 100 persons participated in each Seminar)
