Facilities.

Main Laboratory Tando Jam has four main sections, Microbiology, Parasitology, Epidemiology and Pathology. Under the existing infrastructure, all the essential chemical equipments and other facilities are available for Culture, Isolation, Identification and Drugs sensitively for Bacterial Isolates (Diagnosis of Bacterial Disease of Livestock) coporolgical examination and endo parasites (diagnosis of babesiasis and theleriasis) and ELISA (Enzyme linked imuunsorbent assay) and serological test for Rinderpest disease.

 

Facilities at each Sub-Centers:

In all six sub-centers facilities are available for coprological examination of endo parasites and slide microscopy for protozoan disease.

*936. MRS. SHAMIM ARA PANHWAR: Will the Minister for Livestock be pleased to state:-

(a)   Is it a fact that the Government plans to establish Cattle Colony in each District of Sindh;

(b)   If answer to (a) above be in affirmative, the complete details thereof alongwith the expected time therefor?

 

ANSWER

MR. ABDUL HAQUE BHURT, Minister for Livestock:

(a)      Yes.

(b)      The Development Scheme “Establishment of cattle colonies with district and private participation phase-I” for an estimated total cost of Rs. 3328.912 millions has been approved on 20-02-2007. It is expected to be completed by 30-06-2011.

The cattle colonies are to be established at the following places, under phase-I:-

(1)  Deh Posarko Taluka Mithi

(2)  Deh Rohalri (Taluka Mithi)

(3)  Mehrand/ Dodharo (Taluka Diplo) of District Tharparkar

(4)  Tando Allahyar

(5)  Umerkot

(6)  Khairpur

 

Development work on following three locations is under going.

(1)      Deh Rohalri Taluka Mithi, Near Naukot Fort.

(2)      Mehrand (Taluka Diplo) of District Tharparkar.

(3)      Umerkot

Plots of remaining three location have been identified by District Government and work will start soon.

 

*940. MRS. SHAMIM ARA PANHWAR: Will the Minister for Livestock be pleased to state:-

(a)   District wise details of animal Hospitals and Dispensaries working in the Province as on 01-01-08 alongwith staff sanctioned/working at each Hospital/Dispensary as on same date;

(b)   The allocation of the budget of each Hospital/ Dispensary for the financial year 2007-08 and how much amount was spent on medicines?

 

ANSWER

MR. ABDUL HAQUE BHURT, Minister for Livestock:

(a)  Details of Veterinary Hospitals, Dispensaries & Centers along with staff sanctioned /working at each Hospital/Dispensary is at Annexure-I, placed on the table of the House.

(b)      Since the Veterinary Services have been devolved, therefore District Government are providing budget for medicines and vaccines. However provincial Government is assisting the District Government in controlling trans-boundary animal diseases by providing medicines, vaccines and other inputs to Veterinary Hospitals/Dispensaries/Centers. Special campaigns for the control of Endo and Ecto parasites are also organized by provincial Government.

Budget allocation for Veterinary Hospitals/ Dispensaries for supply of medicines during the year 2007-2008 is at annexure-II, placed on the table of the House.

 

 

*969. MR. NADEEM AHMED BHUTTO: Will the Minister for Livestock be pleased to state:-

(a)   Is it a fact that as a result of current rains, various diseases have broken out in the domestic animals including Buffalos, Cows, Sheeps and Goats in upper Sindh areas particularly Salehpat, Pano Aqil, Keti Narajo, Keti Kharal, Kot Diji and Khanpur;

(b)   Is it a fact that the Animal Husbandry has not taken any measures to combat the critical situation including providing medicines at the veterinary hospitals?

ANSWER

MR. ABDUL HAQUE BHURT, Minister for Livestock:

(a)      No any disease breakout in the domestic animals including Buffaloes, Cows, Sheep and Goats has occurred in the area.

(b)      No.

Provision of veterinary services after devolution is the mandate of District Government. However, Provincial Livestock Department is always in close coordination with District authorities.

The Directorate of Animal Husbandry has prepared contingency plan to meet any emergency & ample quantities of Vaccines and Medicines were provided to the District Officers Livestock/ Animal Husbandry of the concerned Districts in the Province.

 

 

*1006. MR. ARIF MUSTAFA JATOI: Will the Minister for Livestock be pleased to state:-

(a)   Whether it is a fact that cattle have been imported from foreign countries for cross breeding during the period 1st January, 2000 till 29th August, 2008;

(b)   If answer to (a) above be in affirmative, the details thereof such as varieties and number?

 

ANSWER

MR. ABDUL HAQUE BHURT, Minister for Livestock:

(a)      No. Government of Sindh has not imported any cattle.

(b)       Answer is not in affirmative.

 

 

*1031. DR. MUHAMMAD RAFIQUE BANBHAN: Will the Minister for Livestock be pleased to state:-

Number of Veterinary Centres/Doctors available in Taluka Faiz Ganj & Thari Mirwah alongwith budget of each Veterinary Centre exist in Taluka Faiz Ganj & Thari Mirwah District Khairpur Mirs?

ANSWER

MR. ABDUL HAQUE BHURT, Minister for Livestock:

There are 03 Veterinary Dispensaries and 01 Veterinary Centre in Taluka Faiz Ganj with       01 Veterinary Officer and 09 Stock Assistants.

There are 04 Veterinary Dispensaries and 03 Veterinary Centers in Taluka Thari Mirwah with 03 Veterinary Officers and 20 Stock Assistants.

Since the Veterinary Services have been devolved, therefore District Government are providing budget for medicines and vaccines. However provincial Government is assisting the District Government in controlling trans-boundary animal diseases by providing medicines, vaccines and other inputs to Veterinary Hospitals/Dispensaries/Centers. Special campaigns for the control of Endo parasites are also organized by provincial Government.

The Budget for medicines provided to Taluka Faiz Ganj during 2007-2008 is Rs. 37,386/- and budget provided for purchase of medicines to Taluka Thari Mirwah during 2007-2008 is       Rs. 83,664/-. Details of budget for each Veterinary Dispensary & Veterinary Centre is as under:-

In the Livestock Department following Directorates are engaged in research on Animal and Prevention of Disease:-

(1)      Directorate of Animal Breeding Sindh, Hyderabad.

(2)      Directorate of Veterinary Research and Diagnosis Sindh Tando Jam.

(3)      Directorate of Poultry Production & Research Sindh, Karachi.

(4)      Directorate of Animal Husbandry Sindh, Hyderabad.

 

 

*1050. MS. HEER ISMAIL SOHO: Will the Minister for Livestock be pleased to state:-

(a)   Is it a fact that veterinary hospitals have been established in every district of the Province;

(b)   If answer to (a) above is in affirmative, category-wise number of staff appointed, alongwith facilities as are being provided in the hospitals to control diseases?

(a)   Is it a fact that mad cow disease (Bovine Spongiform Encephalopathy or BSE), is prevalent in cattle in the Province;

(b)   If answer to (a) above is in affirmative, facilities possessed by the Department to diagnose above disease as on 1st July, 2008?

ANSWER

MR. ABDUL HAQUE BHURT, Minister for Livestock:

(a)      No. case of mad Cow Disease (Bovine Spongiform Encephalopathy or BSE) has been reported in the province.

(b)      Replay is not affirmative.

Whether any steps are being taken to introduce Bio-gas technology to large cattle farms of Sindh?

*1314. MR. ARIF MUSTAFA JATOI: Will the Minister for Livestock be pleased to state:-

(a)   Is it a fact that project called S.L.S.P. has been launched to boost livestock production in the province;

(b)   If answer to (a) above be in affirmative, salient features of the scheme as well as Methodology of the program, Staffing, funding & number of districts to be covered?

ANSWER

MR. ABDUL HAQUE BHURT, Minister for Livestock:

(a)      Yes SLSP has been working in Sindh province since 2003-04.

(b)   The Project was designed for the ERADICATION OF RINDER PEST DISEASE IN PAKISTAN" and Pakistan was declared free of RINDER PEST in May 2007. Revised document titled “STRENGHTHENING OF LIVETSOCK. SERVICES PROJECT” with the following objects:-

1.  Improving animal nutrition through enhanced availability of feed/fodder.

2.  Establishing proper marketing systems to meet local and export requirements

3.  Establishing reliable Livestock management information systems at Federal, Provincial and district levels.

4.  Enhancing the Federal and Provincial Government Capabilities to address policy issues of the livestock sector.

5.  Up-dating and harmonizing livestock legislation at Federal and Provincial levels.

 

Methodology

The project is working on Four Results

1.    Public and Private sector service delivery mechanism

2.    Disease reporting and surveillance system

3.    Integrated models for improved productivity and service delivery.

4.    Information and communication (IMS) system
