Number and location of license wine shops alongwith daily sale of wine from each shop and excise tax collected therein in the province of Sindh?
ANSWER
MR. MUKESH KUMAR CHAWLA, Minister for Excise & Taxation:
Number and location of license wine shops alongwith approximately daily sale of wine shops and tax collected therein during the financial year 2007-08 and illegal manufacture and sale of illicit liquor is criminal act by the criminal aliment and legal action taken by the department to curb such illegal trade, as per details at Annexure, Placed on the table of the House.
*537. HAJI MUHAMMAD HAYAT KHAN TALPUR: Will the Minister for Excise & Taxation be pleased to state:-
Is it a fact that illegal raw liquor is being made and sold in the Province of Sindh, if so, measures taken to stop it alongwith District and Taluka wise number of cases against raw liquor makers as were challaned/punished upto date?
ANSWER
MR. MUKESH KUMAR CHAWLA, Minister for Excise & Taxation:
The illegal manufacture & sale of illicit liquor is carried out by criminal elements but Excise & Taxation Department to the best of its capacity and resources keeps on checking such illegal activities. For this purpose respective Directorate, Excise and Taxation Officers and Divisional Intelligence Officers / Provincial Intelligence Officer take legal action to curb such illegal trade. During the Financial Year 2007-2008 following cases of raw liquor were detected and challaned in the Court of Law.

*866. MR. PITANBAR SEWANI: Will the Minister for Excise & Taxation be pleased to state:-
(a) On which date and grounds, the wholesale and Retail Liquor Shops were suspended/ renewed during current government;
(b) On which date and grounds the wholesale and Retail Liquor Shops were restored;
(c) Whether the charge sheet at the time of suspension was issued;
(d) Whether the Inquiry against the suspended Liquor Shops was established or not?
ANSWER
MR. MUKESH KUMAR CHAWLA, Minister for Excise & Taxation:
(a) On 10th May 2008 various wholesaler and retailsale liquor licenses were suspended on the allegation of non maintenance of proper record and violating the prescribed hours of the business etc.
(b) The licensees were restored on 15th May 2008. 17th May 2008. 22nd May 2008, 24th May 2008 and 14th June 2008 after issuance of Show Cause Notice keeping in view the reply of the licensee as well as the concerned Excise & Taxation Officer. No loss of revenue was detected/ reported, however licensee were strictly warned to be careful in future.
(c) Show Cause Notice as prescribed under the law was issuance to the license mentioning the allegation.
(d) Some minor discrepancies with regard to the non maintenance of the record on the date of suspension only were noted for which licensees contended that this happened due to immediate closure of shop by way of suspension and therefore, they could not enter the sale on the day of suspension. However, no loss of revenue was found and the licensee were therefore restored after strict warning.

Name of the Owner of Budah Liquor Shop situated in District Larkana and whether the owner is alive or not?
ANSWER
MR. MUKESH KUMAR CHAWLA, Minister for Excise & Taxation:
No liquor license under the name of “Budah Liquor Shop” exists in the jurisdiction of the District Larkana as per Excise record.

Name of the Owner of Princely Wine Shop situated at Karachi which has been restored during this Government?

Presently following are the licensees of M/s Princely Brothers as per available record:-

Number of Liquor manufacturing factories working in Karachi alongwith date from which they are working and names of the owners of these factories as well as monthly production of each factory?
ANSWER
MR. MUKESH KUMAR CHAWLA, Minister for Excise & Taxation:
There is only one Distillery situated in Karachi namely M/s Indus Distillery & Brewery (Pvt) Limited. The (formerly M/s Beach Brewery (Pvt) Limited. The Distillery is functioning since 1996 and presently its production ranges from 6000 to 7000 Doz Qts PMFL per month. The license was sanctioned in the name of Private Limited Company as mentioned above. As per law such company is regulated by Directors under the provisions of the Companies Ordinance. 1984.

ISO 9000 standard has to be maintained by the Liquor Manufactures;
Whether the factories are maintaining the same or not, the said standard has not been displayed at the liquor Bottle of M/s Indus Distillery and Brewry (Pvt) Ltd. Karachi and no specification is seen on the cover of the bottle?
ANSWER
MR. MUKESH KUMAR CHAWLA, Minister for Excise & Taxation:
ISO certification is certification of maintaining international standard and the manufacturers usually obtain the same at their own will and on demand of their foreign customers. This is however, not mandatory for any liquor manufacturer Excise law/ rule and license conditions also do not bind the liquor manufacturer for ISO 9000 standards.

Month-wise quantity of drugs recovered in each District of the Province by the Department during the period from 01-01-2007 to 01-08-2008?

No new Wine Shops license was issued during the period from 2002 to 2007, therefore, the information may be treated as Nil.

(a) Is it a fact that Pakistan Telecommunication Limited (PTCL) and Karachi Electricity Supply Company (KESC) owe millions in property Tax dues to Sindh Government;
(b) If answer to (a) above is in affirmative what does Government intend to do to make them compel to pay such dues?
