VI.    PRIVATE RESOLUTIONS:
    1.Resolution No. 148, given notice of by Mr. Muhammad Moin Aamir Pirzada, MPA regarding the decision of Indian Government not to send the Indian Cricket team to Pakistan due to recent terrorist attacks in Mumbai is deeply shocking for all Cricket fans and lovers and as such the decision is condemned.
    2.Resolution No. 226, given notice of by Mr. Arif Mustafa Jatoi, MPA regarding Sindh Government to demand the Federal Government not pay 8 billion rupees in 10 years backdated salaries and benefits to 7,000 specially selected people and use that money to provide fresh employment to 50,000 poor people.
    3.Resolution No.134, given notice of by Ms. Husna Aftab, MPA regarding All the international companies which have come in search of oil and gas, as per PAC Petroleum Consortium Agreement, are bound to spend 1% on the welfare, development and social activities of the concerned area people.
    4.Resolution No. 223, given notice of by Mr. Masroor Ahmed Jatoi, MPA regarding the Sindh Government to immediately issue appointment orders to the 75,000 unemployed youth currently being given 4-6 months of skills training under the BB Youth Development Program so the skills training is not wasted.
    5.Resolution No.152, given notice of by Ms. Zareen Majeed, MPA regarding approach the Federal Government to hand over the possession of all archeological sites of Sindh to the Government of Sindh alongwith the funds allocated annually by the Federal Government for better management of these sites.

    1. Motion No. 55, given notice of by Ms. Humera Alwani, MPA regarding the illegal immigrants belonging to India, Bangladesh, Sri Lanka, Afghanistan and other countries be extradited to their original countries.
    2. Motion No. 21, given notice of by Mr. Nadeem Ahmed Bhutto, MPA regarding the rights of all natural resources in Sindh may be given to the Sindh Province.
    3. Motion No. 5, given notice of by Mr. Arif Mustafa Jatoi, MPA regarding Sindh Government should take urgent steps to compensate and rehabilitate the recent fire affected victims of Hyderabad City.
    4. Motion No. 8, given notice of by Mr. Arif Mustafa Jatoi, MPA regarding the existing price hike has badly hit the already economically crippled poor people of the Province of Sindh.
    5. Motion No. 22, given notice of by Mr. Nadeem Ahmed Bhutto, MPA regarding the right of Sindh Government may be got accepted over the coastal Islands and the agreements done about their allotment etc by the Federal Government in respect of these Islands may be got cancelled.

Summary of Proceedings

RESOLUTION.

Provincial Assembly of Sindh in its sitting held on Wednesday, the 11th February, 2009 has unanimously passed the following Resolution moved by  Mr. Anwar Ahmed Khan Mahar, MPA:-

“This Assembly resolves to pay tribute to the Saint Poet of Sindh Hazrat Shah Abdul Latif Bhitai on the occasion of his 265th death anniversary".

*436. MR. ARIF MUSTAFA JATOI: Will the Minister for Industries be pleased to state:-

(a)   Is it a fact that Sindh Government’s Sugar Mill located in Dadu District has been sold to a private party;

(b)   If answer to (a) above be in affirmative, terms and conditions of the sale alongwith sale proceeds?

ANSWER

MR. MUHAMMAD ABDUL RAUF SIDDIQUI, Minister for Industries:

(a)   It is a fact that the Sindh Government’s Sugar Mill namely Dadu Sugar Mill has been sold to a private party through Official Assignee, on the orders of Hon’ble Sindh High Court.

 

(b)   The mill, Dadu Sugar Mill, was sold for Rs. 90.0 (Ninety) million with the conditions that;

(i)    The buyer possesses experience in running & managing sugar industry for a period of at least five years.

(ii)   The buyer has net worth of Rs. 350.0 million.

(iii)  The buyer makes the payment in one go (without installments) at the time of acceptance of offer.

(iv)   The buyer will operate the mill in coming crushing season (2008-09).

(v)    The mill shall not be dismantled/ shifted, nor any of its land put to use for nay purpose other than housing the mills, for at least five years with effect from the date of finalization of the purchase of the mills.

 

 

*489. MR. ARIF MUSTAFA JATOI: Will the Minister for Industries be pleased to state:-

Number of Industrial plots in SITE Karachi as approved for bifurcation/Sub-Division into smaller pieces by their owners during 1st January, 2007 to 30th June, 2008?

ANSWER

MR. MUHAMMAD ABDUL RAUF SIDDIQUI, Minister for Industries:

The detail of bifurcation/sub-division of land/plots mentioned in the list at placed on the table of the House.

The portion of each plot is mentioned in the list and no further bifurcation/sub-division is made, purpose/trade is also mentioned in the list at placed on the table of the House.

 

 

*575. MR. SALEEM KHURSHEED KHOKHAR: Will the Minister for Industries be pleased to state:-

Grade/Pay Scale under which provincial Assistant Registrar Joint Stock of Companies and Registration firms Karachi are being appointed/inducted?

ANSWER

MR. MUHAMMAD ABDUL RAUF SIDDIQUI, Minister for Industries:

Provincial Assistant Registrar, Joint Stock Companies, Sindh and Registrar of Firms is not appointed, there is no post of Provincial Assistant Registrar, Joint Stock Companies, Sindh and Registrar of Firms is allocated in Government Budget. Director Industries (B-19) is the Provincial Registrar, Joint Stock Companies, Sindh by virtue of his posting. The Senior Officers of this Directorate working in grade-17/18 are being nominated as Provincial Assistant Registrar, Joint Stock Companies, Sindh and Registrar of Firms by Director Industries/ Registrar, Joint Stock Companies, Sindh at Annexure, placed on the table of the House.

 

*577. MR. SALEEM KHURSHEED KHOKHAR: Will the Minister for Industries be pleased to state:-

Whether YMCA Polytechnic is registered under Societies Act, 1860 by the Assistant Registrar Joint Stock Companies?

ANSWER

MR. MUHAMMAD ABDUL RAUF SIDDIQUI, Minister for Industries:

M/s Young Men’s Christian Association Technical Institute is registered with Provincial Assistant Registrar Joint Stock Companies under Section-20 of Societies Registration Act, 1860 vide Registration No. KAR-1518 of 1962-63, dated 02.04.1963.

*579. MR. SALEEM KHURSHEED KHOKHAR: Will the Minister for Industries be pleased to state:-

Name and designation of appointing authority of administrator/caretaker body, alongwith the law which vest him the powers, and the period of Caretaker body of YMCA?

ANSWER

MR. MUHAMMAD ABDUL RAUF SIDDIQUI, Minister for Industries:

(i)    The Government of Sindh through Secretary Industries is empowered to appoint an Administrator/Caretaker body under Section 16-A of Societies Registration Act, 1860. (Copy of relevant section is at Annexure-I, placed on the table of the House.

(ii)   That the first tenure of the Administrator/Caretaker body was of 90 days as mentioned in Department Notification No. SO-II (LTI&C)14-10/2004 dated 17.04.2004 and its subsequent partial modification dated 19.04.2004 then after the tenure of Committee was extended for further six months vide Department’s Notification No. SO-II (LTI&CD)14-10/2004 w.e.f 20.7.2007 (copies of Notifications are at Annexure-II & III, placed on the table of the House.

(iii)  After expiry of tenure of the Administrator intimation was received on 29.1.2005 form          Mr. Samuel Xavier in his capacity of General Secretary of YMCA Technical Institute in compliance of Section-4 of Societies Registration Act, 1860 regarding election of Managing Committee for the year 2005 Annexure-IV at placed on the table of the House.

(iv)   As far as YMCA is concerned it is added here that it is a different entity having different Registration No. 39 of 1913 and it is working according to their bye-laws however two cases bearing No. 167/2004 and CP No. B.330/2005 are pending before the Honourable High Court of Sindh.

 

 

*636. MR. ARIF MUSTAFA JATOI: Will the Minister for Industries be pleased to state:-

The total Assets and liabilities of the Sindh Sugar Corporation as on June 30, 2007 and on June 30, 2008?

ANSWER

MR. MUHAMMAD ABDUL RAUF SIDDIQUI, Minister for Industries:

The Assets and liabilities of Sindh Sugar Corporation Limited (SSCL) on 30.06.2007 and 30.06.2008 are worth Rs. 1354 million and liabilities amount to Rs. 3126 million which are the same as they were in the year 1998-99 as the two sugar mills of Sindh Sugar Corporation Limited (SSCL) i.e. Thatta Sugar Mill and Dadu Sugar Mill are closed/ non-operational since the year 1994-95 and 1998-99 respectively and the corporation is under liquidation.

ANSWER

(a)   There are Fifteen (15) cases registered by SITE Limited against various persons/companies during period from 01.07.2007 to 30.06.2008 in different Courts. Details of each case at (Annexure-A).

(b)   There are Thirty seven (37) cases registered against SITE Limited during period from 01.07.2007 to 30.06.2008 in different Courts. Detail of each case at (Annexure-B).

(c)    There are Nine (9) cases out of (a) and (b) decided in favour/against SITE Limited upto 30.06.2008. Detail of each case at (Annexure-C).

(d)   Paid amount by SITE Limited to the lawyers. Detail of each case at (Annexure-D).

ANSWER

MR. MUHAMMAD ABDUL RAUF SIDDIQUI, Minister for Industries:

(a)   Nooriabad SITE is being provided water through sub-soil water source. The Scheme for supplying water from Keenjhar Lake is nature and the work will be started very soon. And tenders were floated in leading news papers and will be opened on 1-12-2008 and 24-12-2008 respectively, at Annexure, placed on the table of the House.

(b)   As and when the above project is completed, 5.0 MGD water will be supplied to SITE Nooriabad.

 

 

*754. MR. ARIF MUSTAFA JATOI: Will the Minister for Industries be pleased to state:-

Total number of plots in SITE Hyderabad, out of them number of plots available with the Government for allotment to investors?

MR. MUHAMMAD ABDUL RAUF SIDDIQUI, Minister for Industries:

SITE Limited is a Company, established under Company's Act, 1913 (now 1984) it is governed by the decisions of the Board of Directors. It is informed SITE Hyderabad was established in 1950 and land acquired by the SITE in Phase-I is 1264 acres and in Phase-II is 300 acres. There is no land available in Phase-I for allotment, however 120 acres land out of the 300 acres are available for industrialists in Phase-II, SITE Hyderabad details are as under:-
