District-wise number of district public safety committees actively working in the Province alongwith its performance in detail?
ANSWER
DR. ZULIFQAR ALI MIRZA, Minister for Home:
At present there are no District Public Safety Commissions functioning. However, in the year 2002 these Commissions were established in the following 12 districts of Sindh but their term of office expired after (3) three years in terms of section 45 of the Police Order-2002, Since then, the committees are not functioning but their Secretaries who are government officials continue to work in these 12 districts:-

Is it fact that Special Crime Cell abolished by Sindh Government, if so, reasons thereof?

There has never been such a cell, so no question arises for abolishment.

Yes: The National Aliens Registration Authority (NARA) is the agency of the Federal Government which has been specially established to control and check illegal immigrants, the agency is fairly working well. Beside, Special Branch of the Sindh Police also checks and takes legal action against illegal immigrants and over stay cases.
*155. MRS. HUMERA ALWANI: Will the Minister for Home (Jails) be pleased to state:-
(a) Details of Jails in the Province of Sindh, with capacity to confine the prisoners there in the prisons;
(b) Is it fact, that due to shortage of Police vans, prisoners could not be produced in the Courts properly, if so do Government intend to improve it?

(b) Due to shortage of court production police and prison vans there is a problem of production of inmates in the court. It is pointed out that Government has approved sanction of purchase of 153 prison vans and police department are in the process of doing the needful. Moreover shortage of police personnel should also be made up. It is also mentioned that the delay in shifting of responsibilities of court production from Sindh Police Department to Sindh Prison Department is due, to said problems of shortage of resources as mentioned above.

Month wise number of political prisoners confined in Jail during the period from 1st January, 2005 to 30th April, 2008 in the Province?
ANSWER
HAJI MUZAFFAR ALI SHUJRA, Minister for Jails:
No Political Prisoner has been confined in any Jail during the period from 1st January, 2005 to 30th April, 2008 in Sindh, neither as of to date.

ISSUANCE OF NEW ARMS LICENSE
i. Applicant (private) should be Income Tax/Agriculture Tax payers.
ii. Officers of Armed Forces/Civil Officers of BPS-17 and above.
iii. Foreign Diplomats (on the recommendations of Ministry of Foreign Affairs).
iv. Registered security companies.
v. Multinational companies and other public limited companies traded/listed on stock exchange.
vi. Professional including doctors, engineers and lawyers.
vii. Any other organization/group/individual with the approval of Ministry for Interior.

Conditions/Clause and establishment of Community Police as well as their criteria for selection?

According to the District Coordination Officer, Karachi. The City District Council of the City District Government Karachi vide Resolution No.443 dated 24.01.2009 has changed the nomenclature and re-named the Community Police as City Warden Services and accordingly changed the designations of its functionaries as Chief City Warden, Additional Chief City Warden, Deputy Chief City Warden and wardens.
Earlier, the Community Policing system was introduced under section 142 of the SLGO in September, 2007 in order to enforce municipal rules and regulations as mentioned under schedule VIII of the SLGO.
To maintain strict watch over municipal properties, encroachment of land, unauthorized construction, encroachment on storm water drains, illegal installation of hoardings/bill boards, unauthorized digging/cutting of roads unauthorized opening of cabins/shops huts and dumping of garbage at non-designated places. Further to assist Traffic Police aid TMAs to manage smooth traffic flow and facilitate pedestrian, crossings at busy intersections and discouraging unauthorized parking at shopping plazas, malls, etc.
Community Police now the City Warden Services, only interact with the community and has no power of seizure, arrest or use of weapon.
As regards the selection criteria for recruitment in City Warden Services the same is carried out strictly in accordance with the Government policy of recruitment and through wide publicity in the leading newspapers.

There are 197 Security Companies functioning in Sindh Province under Sindh Private Security Companies (Regulation & Control) Ordinance-2000. List placed at Annexure, placed on the table of the House. Criteria for issuance of Operating Licence is as under:-
1. Should be registered as a company with the SECP under the Companies Ordinance 1984.
2. Clearance from different law enforcing agencies through Ministry of Interior, Govt. of Pakistan.
3. Security clearance by Sindh Police (Special Branch) of the Directors of the Company.
4. Financial Resources-minimum limit 1.5 million cash in Bank.
5. Undertaking by the Company that they shall abide all the Rules/Policy of the Provincial Government regarding regulation & control etc.
6. After completion of all the codel formalities, summary is submitted through Home Minister to Honourable Chief Minster Sindh the Competent authority for approval.
7. After approval by Chief Minister Sindh the company shall pay a sum of Rs. 2 lac as registration fee, Rs. 40,000/- for branch office, if they open other than the Head Office and Rs. 25000/-Annual Renewal of licence fee.

(b) Yes; the case was registered at Police Station Baldia in Hyderabad District and F.I.R. bearing No. 21/06 under Section-302/34 was registered against accused (1) Zahid Lashari, (2) Sabir Lashari, (3) Muharam Lashari & (4) Shahid Lashari (all arrested). The case was sent up on 27.03.2006 before the trial court where it is pending trial.
