*114. MRS. HUMERA ALWANI: Will the Minister for Education be pleased to state:-

District wise number of Government training & vocational schools/colleges working in the entire Province alongwith names Government of training and number of staff, working therein?

ANSWER

PIR MAZHAR-UL-HAQ, Minister for Education:

There are 178 numbers of Government Training and Vocational Colleges/Schools in Sindh. District wise details are given in the Annexure, placed on the table of the House. With sort of training in different trades.

 

 

*116. MRS. HUMERA ALWANI: Will the Minister for Education be pleased to state:-

(a)   Is it a fact that Degree boys college Ghorabari, Taluka Ghorabari, District Thatta has not been handed over by Education works to Education department since last ten years, if so, reasons thereof;

(b)   Do Government intends to run degree boys college Ghorabari, if so, details?

 ANSWER

PIR MAZHAR-UL-HAQ, Minister for Education:

(a)      The construction work of Government Degree Boys College, Ghorabari, District Thatta was completed in the year 2003 and accordingly the Works & Services Department, District Thatta handed over the college building in the same year i.e. 2003 to Executive District Officer (Education) District Thatta. However, the District Government Thatta has temporarily established a Girls Primary School in the said building. The Department of Education is now making efforts to start the college classes in the building and shift the students of primary school to some other place.

(b)      Yes, the college will start functioning after shifting of students of primary school to some other place.

 

 

*182. MR. NADEEM AHMED BHUTTO: Will the Minister for Education be pleased to state:-

(a)   Is it a fact that from the Sindh Text Book of Class III, the lesson in connection with Shah Abdul Karim grand father of Shah Abdul Latif Bhittai (R.U.A) has been deleted by the Sindh Text Book Board authority;

(b)   If answer to (a) above be in affirmative, the reasons therefor?

 ANSWER

PIR MAZHAR-UL-HAQ, Minister for Education:

(a)      It is not correct that the Board has deleted the Lesson on “Shah Abdul Karim Grand-father of Shah Abdul Latif Bhitai” from Sindhi Reader for Class-III. In fact, after implementation of the New Integrated Curriculum 2002, approved and notified by the Ministry of Education. Curriculum Wing, Islamabad. The same Lesson was shifted from class-III to Aasan Sindhi for Class-V, at page No.4 and 5, as per Curriculum requirement. Besides, the lesson on “Shah Abdul Kareem Bulri” has also been provided in the book Sindhi Nisab for Class XI-XII at page No.135. However, the present Government has decided to place the said lesson in class-III Text Book for which directives have been issued to the directorate of Bureau of Curriculum and Sindh Text Book Board, Jamshoro.

(b)      Reasons:

After every 5 years, policy in respect of curriculum is reviewed by the Curriculum Wing, Ministry of Education, Islamabad. This change was also made by the above Ministry and thus adopted by Sindh Text Book Board Authority, which are now decided to bring back in the text books.


*184. MR. NADEEM AHMED BHUTTO: Will the Minister for Education be pleased to state:-

(a)   Is it a fact that a uniform scheme of studies was announced by the Federal Government for all the Technical Institutes of the Country to which Sindhi language subject is always included in Sindh Province under the Sindh Language act 1972;

(b)   If answer to (a) above be in affirmative, reasons therefor not implemented since last four years?

ANSWER

PIR MAZHAR-UL-HAQ, Minister for Education:

(a)      It is a fact that a uniform scheme of studies was announced by the Federal Govt. for all Technical Institutes of the country according to which Sindhi Language is included in Sindh Province under the Sindhi Language Authority Act, 1972 in the courses which includes language component.

(b)      The decision has been implemented since beginning and the Sindhi language Subject is included in all the regular courses viz Diploma in Commerce, Diploma in Business Administration and Technical Schools. However, in case of Diploma of Associate Engineer (DAE), course components do not include any language, except technical English.

(a)   Is it a fact that in partnership of World Bank and Sindh Government “Education Reform Programme” continued for last three years,

(b)   If answer to (a) above is in affirmative, year and district wise amount disbursed for three years?

ANSWER

PIR MAZHAR-UL-HAQ, Minister for Education:

(a)    Sindh Education Reform Program (SERP) with the support of the World Bank started in 2006-07. However, as yet the loan is being provided in installments. Only one tranche of such Development policy Credit of US$100.00 million has been received from the World Bank which was credited to the State Bank of Pakistan in the Financial Year 2006-07.

(b)    Rs. 100 million were released to each District Government in March, 2007 as per details given below:-

*251. MR. MUHAMMAD NAWAZ CHANDIO: Will the Minister for Education be pleased to state:-

Date of construction of intermediate College Golarchi alongwith its present condition and staff posted therein?

 

ANSWER

PIR MAZHAR-UL-HAQ, Minister for Education:

(i)       There is no Intermediate college in Golarchi working under the directorate of Colleges, Sindh. However, there is a Higher Secondary School upgraded in 2002.

(ii)   The present condition of the building is satisfactory.

*345. SYED GHULAM SHAH JILANI: Will the Minister for Education be pleased to state:-

(a)   Whether Government intends to regularize 860 adhoc lecturers appointments during 2005-2006;

(b)   Whether it is a fact that adhoc lecturers have been regularized in Punjab, if so, whether Government intends to regularize the said lecturers?

ANSWER

PIR MAZHAR-UL-HAQ, Minister for Education:

(a)      There is no provision in the existing Recruitment Rules of Government of Sindh to regularize the services of adhoc employees. The appointment of Lecturers (BS-17) in Education Department on regular basis is always made through Sindh Public Service Commission. However, the Govt. intends to regularize the 860 adhoc lecturers by giving them opportunity through Sindh Public Service Commission.

(b)      The Department of Education & Literacy does not have any information regarding regularization of adhoc lecturers by the Government of Punjab.

 

 

*346. SYED GHULAM SHAH JILANI: Will the Minister for Education be pleased to state:-

(a)   Is it a fact that the lecturers of Physics, Chemistry and Mathematics subject are not available in degree College Johi;

(b)   If answer to (a) above is in affirmative, does Government intends to provide lecturers in the College?

 ANSWER

PIR MAZHAR-UL-HAQ, Minister for Education:

(a)      It is a fact that Lecturers in Physics, Chemistry and Mathematics are not available at Govt. College Johi.

(b)      As soon as the process of appointments of lecturers is above subjects is finalized, the lecturers in the above said subjects will be posted there on priority. However, the Principal of the College has informed that stop gap arrangements are, being made to avoid suffering of the education of students in these subjects.

 

 

*403. MR. NADEEM AHMED BHUTTO: Will the Minister for Education be pleased to state:-

(a)   Grade-wise number of sanctioned posts of trained Sindhi language teachers for primary schools, secondary schools and higher secondary schools in Karachi;

(b)   Out of them number of teachers, working in these schools?

 ANSWER

PIR MAZHAR-UL-HAQ, Minister for Education:

There are 23 Public/Private Universities functioning in Sindh Province as per details shown below:-

(i)   In Public Sector, there are 10 Universities presently functioning in Sindh Province as per details shown at Annexure-I, placed on the table of the House.

(ii)  In Private Sector, 13 Universities are functioning in Sindh Province as per details shown at Annexure-II, placed on the table of the House.

 

 

*471. MS. HEER ISMAIL SOHO: Will the Minister for Education be pleased to state:-

Number and details of Girls and Boys Primary Schools without boundary wall in the Province?

 ANSWER

PIR MAZHAR-UL-HAQ, Minister for Education:

6193 Boys, 1802 Girls and 7039 mixed (Boys/Girls) Primary Schools, totaling 15034 Schools are without boundary walls.

(a)   Is it a fact that the Government Women College hostel is deplorable condition in District Khairpur Mirs;

(b)   If answer to (a) above is in affirmative, does the Government intend to renovate said hostel?

(a)      The Govt. Women College Hostel Khairpur was in deplorable condition. However, the repair/renovation work has been completed and only flooring and drainage remains to be completed.

PIR MAZHAR-UL-HAQ, Minister for Education:

The month of July is vacation period in all the Schools, therefore, all the Books were made available in Market before start of Academic Session i.e. 1st August 2008.

(a)   Date of appointment of Mr. Abdul Hakeem Jamali as EDO Education Dadu alongwith qualification and post held by him before his posting;

(b)   Is it a fact that the said unqualified and un-eligible officer was replaced by other officer on 20.7.2008 and was not ready to hand over the charge;

(c)    If answer to (b) above be in affirmative, the details thereof alongwith action taken against him for disobeying the orders?

*981. SYEDA MARVI RASHDI: Will the Minister for Education be pleased to state:-

(a)   How much a private school could increase its fee annually;

(b)   Is it a fact that private schools can not increase “Fee” unless written permission is to be sought by directorate?

ANSWER

PIR MAZHAR-UL-HAQ, Minister for Education:

(a)      The Registering Authority may only grant increase in fee up to 5% of the last fees schedule.

(b)      Yes, it is a fact that Private Schools can not increase “Fee” unless permission is obtained from the Directorate of Registration / Inspection of Private Institutions Sindh, Education & Literacy Department, Government of Sindh in light of Sindh Private Educational Institutions (Regulation and Control) Ordinance 2001, Amended Act 2003 and Rules 2005 “Clause-7(3)” at Annexure, placed on the table of the House.

*1073. SYEDA MARVI RASHDI: Will the Minister for Education be pleased to state:-

(a)   Is it a fact that hostel of the historical Noor Muhammad High School Hyderabad is being used by the Rangers and they have rented out its portion to a private party;

(b)   If answer to (a) above is in affirmative; reasons thereof alongwith action intended to the taken by Government to vacate the said hostel?

 ANSWER

PIR MAZHAR-UL-HAQ, Minister for Education:

(a)      Yes, the hostel is under the possession of Rangers and its portion has also been rented out to a private party.

(b)      The hostel was occupied by the Rangers for their accommodation purpose. However, efforts are being made to get the hostel vacated from them. The matter has been taken up with Zila Nazim and District Coordination Officer Hyderabad so as to resolve the issue amicably by providing alternate accommodation to the Rangers Authorities.
