Whether it is a fact that the rural/urban quota has not been adopted for the appointments on contract basis in Health Department during the period from 1st April, 2007 to 31st March, 2008?
ANSWER
DR. SAGHEER AHMED, Minister for Health:
No. appointment has been made on contract basis during the period from 1st April 2007 to 31st March, 2008 except 18 sweepers/sanitary workers in district Shikarpur.
The criteria for the employment in PBS-1 and PBS-2 as per appointment/ promotion and transfer (APT) rules, (1974) is as under:-
Posts in Basic Pay scale 1 & 2 shall ordinary be filled on local basis.

Taluka-wise name and number of Hepatitis A, B, C patients in District Dadu out of them number of patients as are being provided treatment?
ANSWER
DR. SAGHEER AHMED, Minister for Health:
Hepatitis-A us usually self limiting illness and does not enter into the chronic stage; hence, patients suffering from Hepatitis-A are not being registered.
However, the list of Taluka wise names and number of Hepatitis B and C patients in District Dadu is at Annexure placed on the table of the House.

(a) Is it a fact that Government intends to establish new Hospitals/Dispensaries in villages of Taluka Johi District Dadu;
(b) If answer to (a) above is in affirmative, names of the villages where such Hospitals/ Dispensaries will be established?
ANSWER
DR. SAGHEER AHMED, Minister for Health:
(a) Yes, it is a fact that district Government Dadu intends to establish Government’s dispensaries in Taluka Johi under ADP Scheme 2008-09.

Number of Hospitals/Dispensaries as are in possession of law enforcing agencies in the Province alongwith steps taken by the Government to vacate them?

DR. SAGHEER AHMED, Minister for Health:
Total 19 Health Centers of Health Department are in possession of different Law enforcing agencies.
Steps taken by the Government to vacate them.
· District Health Administration has taken on board the concerned authorities for vacation of the occupied premises for may times but the result is awaited yet.
· Health department has requested the Chief Secretary Sindh to convene a meeting with all stakeholders to resolve this issue.

Category-wise/grade-wise (Doctors, Nurses, Para Medical Staff & Officers etc.) number of vacancies lying vacant in Health Department alongwith criteria for recruitment?
ANSWER
DR. SAGHEER AHMED, Minister for Health:
Category-wise/grade-wise (Doctors, Nurses, Para Medical Staff & Officers etc.) number of vacancies lying vacant in Health Department along with criteria for recruitment is at Annexure placed on the table of the House.
*467. MS. HEER ISMAIL SOHO: Will the Minister for Health be pleased to state:-
(a) Is it a fact that large number of sub-standard blood banks are in the province of Sindh;
(b) If answer to (a) above is in affirmative, the action being taken against such blood banks?
ANSWER
DR. SAGHEER AHMED, Minister for Health:
(a) It is not correct that large number of sub-standard blood banks are running in the province. However, it may be possible that very few pathological labs may do hidden practice of illegal blood banks.
(b) Sindh Blood Transfusion Authority (SBTA) has nominated district focal persons for each district to visit the blood banks day to day as well as a team of SBTA is also vigilant to catch hold of such culpirits.
Moreover, recently an illegal blood bank located at New Karachi was raided by the Sindh Blood Transfusion Authority on the directive of the Minister Health and found serious irregularities, thus the same has been sealed and further action is under process as per law.
Simultaneously, team of Blood Transfusion Authority has sealed Talah Blood Bank Korangi, Hasan General Hospital blood bank, Malir and Godhra Blood Bank, New Karachi on account of not fulfilling the specific criteria.

(a) Number of Taluka Hospitals, Rural Health Centers and Basic Health Units functioning in Taluka Juddo and Dighri alongwith number of Doctors and other Staff working therein;
(b) Is it a fact that three years ago Dialyses Machine was provided to taluka hospital Dighri but it is not been used;
(c) If answer to (b) is in affirmative, measures taken by the Government to make it functional;
(d) Is it a fact that there is ban on Government Doctors to run a private hospital;
(e) If answer to (d) above is in negative, intension of Government to ban the doctors to run private hospitals?

(b) It is fact that the Dialysis Machine is available in Taluka Hospital Digri. The Executive District Officer Health Mirpurkhas has taken efforts to make it functional. The Doctors/Paramedics from Taluka Hospital Digri are deputed at Hemodialysis Centre Mirpurkhas to get the training of Dialysis. After their training the said Machine will be made functional. The District Government Mirpurkhas will provide the funds for its functioning etc.
(c) The reply is the same as mentioned in (b)
(d) There is no ban on Govt's Doctors to run Private Hospitals, except those who are getting non-practicing allowance (NP A), by the government.
(e) No such proposal is under consideration with the Government, because there seems no logic which compels the government to impose the ban on government doctor to run the private hospital/clinic.

ANSWER
DR. SAGHEER AHMED, Minister for Health:
(a) Few Maternity Homes of the Province have Incubators for new born babies, whereas most are without Incubators.
(b) After devolution all the district Govts. Are supposed to purchase incubators for Maternity Homes as per their requirement and budget allocation.

*627. MRS. HUMERA ALWANI: Will the Minister for Health be pleased to state:-
(a) Month in which Dengue fever appears alongwith reasons of its spread and preventive steps taken by the Government to control it;
(b) Number of patients suffered due to Dengue fever in the Province in 2005-2006?
ANSWER
DR. SAGHEER AHMED, Minister for Health:
(a) Dengue appears in the months from June to January which rises progressively after monsoon and its peak is in Oct, Nov, and mid of December.
The reasons for its spread are as follows:
• Stagnation of water especially from out flow from air conditioners, over head tanks, etc.
• Overhead water tanks are not covered properly which is source of breeding i.e helps to completes the breeding cycle.
• Hot and humid environment favour development of larvae to mosquitoes, the mosquitoes feed themselves on human blood during hot weather therefore it is more common in hot weather.
• Body is not fully covered in hot weather which increases biting area by infected mosquito.
• Improper netting and frequent opening of doors and windows during hot weather makes it easy for mosquito to enter into house and stay into cool places and bite during morning and evening.
• Water is stored in open bucket and container, storage water containers are not properly covered which helps in breeding. When water is stored for more than 3 days in open containers.
• Poor surveillance and shortage of fund support makes transmission report non available and spread of infected patient to distant area.
The Government is taking following preventive steps to control it:
• From time to time Public awareness messages are being published through electronic and print media to adopt precautionary measures and to improve water storage practices.
• Seminars and workshops, in collaboration with WHO and other donor agencies are being organized to aware the general public about dengue, precautionary measures, personal hygiene and to train the health care providers.
• Fogging and fumigation is also being done from time to time.
• Provincial government is providing medicines for spray and district government is purchasing the same, as well.
• Impregnated nets have been provided by Federal and Provincial Governments to all districts of Sindh for dengue cases.
• Proper solid waste disposal.
(b) Number of Patients suffered due to dengue fever in the Province in 2005 were 258 and in 2006 were 1525.

(a) District-wise number of dialysis machines available in Sindh Government Hospitals as well as name of the Hospitals;
(b) Out of them number of machines out of order and without technician alongwith number of people suffering in kidney diseases in the Province?

(a) Is it a fact that there is shortage of Anti-rabies and Anti-snake vaccination in Hospitals;

There is no shortage of Anti-rabies and Anti-snake vaccination in Hospitals of Sindh except the following.

(a) Names of Sindh Government Hospitals and Dispensaries situated at Karachi with the facility of Ultra Sound alongwith expenditure incurred on it during the financial year 2002-03, 2005-06 and 2007-08;
(b) Whether the above facility is available to deserving poor patients free of cost;
(c) If answer to (b) above is in negative, reasons thereof?
ANSWER
DR. SAGHEER AHMED, Minister for Health:
(a) Details of the Names of Sindh Govt. Hospitals and Dispensaries situated at Karachi with the facility of Ultra sound along with expenditure incurred on it during the financial year 2002-03, 2005-06 and 2007-08 are at Annexure placed on the table of the House.
*However, no any Sindh Government Dispensary at Karachi has the facility of ultrasound.
(b) Most of the institutions are providing ultrasound facility free of charge. Whereas in few institutions Rs. 40/ (per patient) is being charged as user charges which are deposited in the account of patient welfare association to meet the expenses of consumable items of ultrasound.
(c) The fees is being charged from affording patients only and is being utilized for purchase of consumables i.e jelly, thermal printer paper roll, special tissue papers, special condoms, stationery etc.

(a) Is it a fact that breast feeding to newly born babies is good and according to National Health Policy for the babies;
(b) If answer to (a) above is in affirmative, measures taken by the Government for awareness of its benefits to the families and communities of the Province?
ANSWER
DR. SAGHEER AHMED, Minister for Health:
(a) Yes, it is a fact that breast feeding to newly born babies is good and according to the National Health Policy for the babies.
(b) Measures taken by the Govt. for awareness of its benefits to the families and communities of the province are as follows:
i. "Breast Feeding Promotion Program", launched in 1990, at National level with formation of Provincial Steering Committees.
ii. "Baby Friendly Hospital Initiative" was also launched.
iii. MOH, Islamabad has also launched Integrated Management of Neonatal & Childhood Illness (IMNCI), as strategy under Maternal, Neonatal and Child Health (MNCH) in 2007 and is being carried through Provincial Health Department.
iv. The LHWs go from door to door and provide health education. Whereas LHVs/Midwives, provide health education on importance of breast feeding at Health Facility level.
v. To impart importance of exclusive breast feeding, Workshops/Seminars/Health Education Sessions for mothers and female health staff are organized by Health Department from time to time.
vi. Posters/Stickers on breast feeding have been developed by Health Department, to be displayed at Health facilities of all districts.
vii. Health education material is also being distributed in community.
viii. Impact of health education is being monitored, continuously, through HMIS.
*901. SYEDA MARVI RASHDI: Will the Minister for Health be pleased to state:-
(a) Is it fact that cases of commercial sale of blood are increasing day by day particularly in Karachi and generally in the province;

(a) No, it is not a fact that cases of commercial sales of blood are increasing day by day particularly in Karachi and generally in the province, because blood is being provided to the needy patients on voluntary or exchange basis through 83 registered Blood Banks in the Province. Moreover Sindh Blood Transfusion Authority (BTA) has nominated district focal persons of each district to monitor the blood banks time to time, as well as teams of BTA are vigilant to monitor illegal blood banking regularly.
