Summary of Proceedings

RESOLUTION.

Provincial Assembly of Sindh at its sitting held on 27th November, 2008 has unanimously passed the following Resolution moved by Mr. Muhammad Ayaz Soomro, Minister for Law & Parliamentary Affairs, Sindh, Syed Sardar Ahmed, Minister to Government of Sindh and Jam Madad Ali Khan, Leader of Opposition, Provincial Assembly of Sindh:-

“This Assembly expresses deep shock and dismay over the recent bombings and spate of violence in the City of Mumbai which have killed over 100 people belonging to various nationalities; gravely regrets the loss of precious innocent lives; recognizes this atrocity as a crime against humanity, perpetrators of which must be severely punished; and expresses wholehearted solidarity with the people of Mumbai, India at this time of crisis.”

*86. MRS. HUMERA ALWANI: Will the Minister for Home be pleased to state:-

(a)  Is it a fact that Jirgas has been banned by the High Court of Sindh;

(b)  If answer to (a) above be in affirmative, number of Jirgas held in violation of ban alongwith action taken by the Government against Sardars who arranged the Jirgas?

 

ANSWER

DR. ZULIFQAR ALI MIRZA, Minister for Home:

(a)   Yes, this is a fact that honourable High Court of Sindh in case Mst. Shazia Petitioner versus Station House Officer & Others Respondents C.P No. 92 of 2004 has declared the holding of Jirgas as unlawful dated 24.04.2008 at Annexure-I placed on the table of the House.

(b)   The Regional Police Officer, Sukkur has informed that only 12 cases of Jirgas violation took place in Sukkur Region, out of which 11 cases were challaned and 1 is pending investigation.

The Capital City Police Officer Karachi, and Regional Police Officer Hyderabad have reported that no incident of Jirgas violation occurred in their respective regions.

(a)   03 (UTP) Prisoners in Central Jail, Karachi.

          10 (Convicted) Prisoners in Central Jail, Hyderabad.

          05 (Convicted) Prisoners in Central Jail, Sukkur.

(b)   No such proposal across the board for release of prisoners aged 75 years and above, is under consideration.

The District-wise/month-wise number of cases of murders, rapes, robberies, vehicle and motor-cycle thefts reported in the province during the period from 1st, January 2008 to 31st, May 2008 is at Annexure-I placed on the table of the House.

*274. MR. ARIF MUSTAFA JATOI: Will the Minister for Home (Jails) be pleased to state:-

Monthly food and beverage allowances provided to prisoners under the prison rules alongwith number of calories above monthly allowance amount to per day?

ANSWER

MR. MUZAFFAR ALI SHUJRA, Minister for Jails:

There is no provision for payment of allowances on monthly or daily basis for food and beverage to the jail inmates. However they are provided cooked food (diet) cooked in jail kitchen (03) times daily according to the prescribed Prisoners Rules.

Whether the Sindh Government has protested to the Federal Government over the violations of the Human Rights of residents of Sindh detained illegally by bordering countries? 

ANSWER

DR. ZULIFQAR ALI MIRZA, Minister for Home:

Yes. When ever any case of human injustice is reported the Government of Sindh, Home Department keep in touch from time to time with the Ministry of Interior, Government of Pakistan.

*603. SYEDA MARVI RASHDI: Will the Minister for Home be pleased to state:-

Numbers of Targeted-Killings since 1st January, 2007 to 30th June, 2008 alongwith names & professions of such peoples and preventive measures taken by the Government?

ANSWER

DR. ZULIFQAR ALI MIRZA, Minister for Home:

During the period 1st January 2007 to 30th June, 2008, Twenty Nine (29) cases were reported in Karachi in which 37 persons were killed. The names and profession of deceased persons and other details are given at Annexure-I placed at the table of the House.

 
Following preventive measures have been taken to prevent target killing:-

(a)      Snap checking is carried out at random places at different times.

(b)      Police guards are provided to persons under security threats.

(c)      Improved Intelligence system to overcome such incidents.

(d)      Food/Mobile/Motor Cycle patrolling has been enhanced.

(e)      Instructions have been passed to ensure involvement/co-operation of member of society in security provision.

(f)       Proper briefing is conducted by the Commanding Officers to the sub-ordinates staff about the nature of their duties before deployed.

 

 

*605. SYEDA MARVI RASHDI: Will the Minister for Home be pleased to state:-

Whether Government permission is required to open Arm Shops alongwith numbers in the Province?

ANSWER

DR. ZULIFQAR ALI MIRZA, Minister for Home:

Yes. Permission of Government is required. There are 306 arms shops functioning in Sindh Province.

 

 

*674. MS. HEER SOHO: Will the Minister for Home be pleased to state:-

Number of incidents of bomb blasts took place in the entire Province from 1998 to 2008 and number of causalities in the blasts alongwith preventive steps taken or intended to be taken by the Government in this regard?

ANSWER

DR. ZULIFQAR ALI MIRZA, Minister for Home:

During the period 1998 to 2008, 184 incidents of bomb blasts occurred in Sindh Province in which 1770 casualties took place. However, the security has been tightened at all the public/religious places, strong picketing and effective patrolling is being carried out. All the DIGPs/SPOs/SHOs have been directed that the area police officers should keep close watch over the activities of terrorists. The police is fully competent to meet any such eventuality.
