“This Assembly resolves and strongly recommends to the Government of Sindh to take effective measures towards protecting the precious land in coastal areas of Badin and Thatta districts. The active process of sea intrusion and ever increasing rate of erosion has already eaten away millions of acres of fertile land, pushing the population into insurmountable socioeconomic hardships.”

Details of amount spent by the Department on preservation of cultural heritages of Sindh for the financial year 2007-08?

MS. SASSUI PALIJO, Minister for Culture & Tourism:
The historical places and archeological sites have been declared as Protected Heritage under the Antiquities Act, 1975 and the responsibilities of their upkeep and maintenance lies with the Archaeological Department, Government of Pakistan. Presently, 130 sites in Sindh have been declared as cultural heritage by the Federal Government. However, as a matter of fact, these sites are not being looked after properly Consequently. Government of Sindh has approached the Federal Government for transfer of these sites for their proper care. Furthermore, a bold initiative has been taken by the Sindh Government by creating an Endowment Fund of Rs. One billion during the Current Financial Year 2008-09 for upkeep of cultural heritages. For proper utilization of funds a Committee has been constituted.

The amount spent by the Department for the promotion of poetry of great Sufi Saint Hazrat Sachal Sarmast during the last five financial years in detail?

MS. SASSUI PALIJO, Minister for Culture & Tourism:
First literary work on Hazrat Sachal Sarmast was done a century ago in 1902, when an authenticated Risalo titled “Mian Sachal Jo Risalo” was published. Since then no serious effort has been made on the thought and message of the Sufi poet. It is the honour of the present government that on the 187th Urs of Hazrat Sachal Sarmast in September 2008, “Mian Sachal Jo Risalo” has been re-published at a cost of Rs. 4,30,000/- (Rupees Four Lac thirty thousand) during the Current Financial Year 2008-09. Popular Kalam of the Sufi poet sung by renowned singers recorded on CD’s in Urdu language has been released by the Department.
The Culture Department has constituted a committee consisting of scholars and academics to conduct in-depth research on the life and works of Hazrat Sachal Sarmast (R.A).

(a) Is it a fact that the Islam Kot Museum in Thar is working under the administrative control of Sindh Government and is in deplorable condition;
(b) If answer to (a) above be in affirmative, the details thereof alongwith annual budget for the year 2007-2008?

MS. SASSUI PALIJO, Minister for Culture & Tourism:
(a) A small museum in Islamkot Town was established by the Town Committee Islamkot in a 3 room building. It was being managed by Town Committee upto 2002. Presently it is closed. Reportedly there were about 500 coins and artifacts which have now been kept in store. The possession of the premises is with Taluka Municipal Administration, Islamkot.
(b) It may be mentioned that Culture Department is establishing a Cultural Complex at Mithi with museum as one of its components. The scheme, will be completed by June, 2009. Efforts will be made for transfer of artifacts from Islamkot to Mithi Museum.

(a) Is it a fact that the historical and precious articles had been stolen from Historical Graveyard of Makli in District Thatta during the last 3 years;
(b) If answer to (a) above be in affirmative, the year wise details thereof including the steps taken by the department for recovery of the same?

MS. SASSUI PALIJO, Minister for Culture & Tourism:
Makli Necropolis is protected under the Antiquities Act 1975. It is declared world heritage site by UNESCO. Its administrative control is with Federal Government’s Department of Archeology and Museums. The Director Archeology (Southern Circle) has reported that:
“there is no incident or case of theft occurred during last three years. For safeguard and protection of the monuments at Makli, Archeology Department has posted two officers and 28 staff members”
However, it has been noticed that preservation, upkeep and maintenance of Makli monuments is not being done properly and its conservation is far from international standard. There have been complaints of removing richly carved stones from the tombs of Makli.
The Minister Culture, Government of Sindh alongwith officers of the Department visited Makli on 31st July 2008 and held detailed meeting with Director Archeology, DCO Thatta and other concerned officers regarding conservation of Makli monuments. It was exhorted to prepare short term and long term schemes for proper safeguard and preservation of Makli. It was also decided that reported cases regarding theft be probed in properly and action be taken against the person involved. On the recommendation of the Culture Department, Government of Sindh, the Federal Ministry of Culture is preparing a Master plan for protection and preservation of Makli monuments.
The Culture Department, Government of Sindh has taken-up with Federal Government, the issue of proper upkeep of the monuments and has also proposed for transfer of this and other archeological sites situated in Sindh to the Provincial Government.

(a) District wise details of cattle farms working under Government as on 1-8-08;
