Reasons of Closure

Shortage of teachers is because no appointment has been made since 1995. However, the present Government has taken this issue on top priority and taking all necessary steps to ensure that all the viable closed schools are opened as soon as possible. The time-linked targets have been assigned to the EDOs and we hope that maximum closed schools will be made functional after vacations.

 

 

 

 

*17. DR. MUHAMMAD RAFIQUE BANBHAN: Will the Minister for Education be pleased to state:-

The present enrolment of students and teaching & non-teaching working staff in Technical College/Institution in Taluka Faiz Ganj District Khairpur?

ANSWER

PIR MAZHAR-UL-HAQ, Minister for Education:

That 150 students are studying at government Monotechnic Institute, Fiaz Gunj and 110 students are studying at Government Mono technic Institute, Thari Mirwah. 35 posts of teaching and non teaching staff are sanctioned for G.M.IFiaz Gunj against which only 01 Instructor and 03 menial staff are working, whereas 16 posts are teaching and non-teaching staff are sanctioned at G.M.I Thari Mirwah against which only 03 teaching and 03 menial staff are working. 39 posts are lying vacant in both Institutions. The procedure is being followed for recruitment of vacant posts, so that effective teaching system can be ensured at both the technical institutes.

*109. MRS. HUMERA ALWANI: Will the Minister for Education be pleased to state:-

(a)      District-wise number of schools presently running without furniture & electricity in the Province;

(b)      Does Government intend to plan in this regard?

 

PIR MAZHAR-UL-HAQ, Minister for Education:

ANSWER

(a)      In all, there are 49028 Schools in the Province of Sindh, out to which 7572 are non-functional whereas 41456 Schools are functional. Out of these 41456 Schools, 29035 Schools are running without electricity whereas 5037 schools without furniture.

(b)      Yes. The Government has already planned to provide all missing facilities to the Schools, including Electricity and Furniture. In the current financial year, 2007-08, Rs.2.3 billions have been provided to Districts at the rate of Rs. 100.00 million to each District to provide such facilities. Similar amount will also be provided in the next financial year.

 

 

*112. MRS. HUMERA ALWANI: Will the Minister for Education be pleased to state:-

(a).  Functions & responsibilities of private school directorate;

(b).  Does Government intends to control high fees of private schools if so, details?

 

PIR MAZHAR-UL-HAQ, Minister for Education:

ANSWER

(a).     Functions:

     The Function of Directorate of Privately Managed Institutions is to foster students success by facilitating, monitoring and evaluating use of current, proven and effective instructional practices to ensure that each student acquire the knowledge, skills and core values necessary to achieve personal success and to enrich the country.

Create a thriving, dynamic and inspiring educational environment in Privately Managed Institutions in Sindh Province that produces self directed life long learners who can achieve full potentials in their academic, creative, personal, physical, moral and spiritual development.

Simulate citizen of all ages to trust in, invest in, and benefit from privately managed institutions, so that they can make their best contribution to the country.

 

(b).     Responsibilities:

To improve and enhance the quality education in the Private institutions of Sindh.

To monitor and assist about 12,000 private institutions from secondary to college level in the province of Sindh for improving quality education.

Registration/Renewal of registration of private Secondary, O-A level & Bachelor level.

To conduct inspection of private institutions through inspection committees constituted for the purpose.

To bring unregistered institution with in the legal frame work and to take action for their closure.

Yes. The Education & Literacy Department, Government of Sindh intends to control high fees of Private Schools in Sindh. Before, devolution plan i.e. 14th August, 2001 the Directorate College, Schools and Technical Education were responsible and lookafter the public as well as private schools/colleges/Technical Institutions in Sindh. The Government of Sindh, introduced an ordinance “the Sindh Private Educational Institution (Regulation & Control) Ordinance 2001, Amended act 2003 and Rule 2005”.

The Sindh Private Institution (Regulation & Control) Ordinance 2001 clause 61 (ii) reads as under:

“The fee structure of an institution shall not be interfered with by the Registering Authority but fee shall not be increased during the course of any Academic year”.

In the Sindh Private Institutions (Regulation & Control) Rules 2005,clause 7(3) reads as under:

“The fees may be increased up to five percent only of last fees schedule to proper justification and approval of the Registration Authority”.

The Directorate of Registration & Inspection of Private Institutions Sindh, Education & Literacy Department, Government of Sindh is trying hard to implement the ordinance 2001, Amendment Act 2003 and Rule 2005 in letter and spirit and improvement is coming.

 

 

*113. MRS. HUMERA ALWANI: Will the Minister for Education be pleased to state:-

(a)   Whether it is a fact that there is major difference of syllabus between Government & private schools;

(b)   If answer to (a) above be in affirmative, does the Government intends to give uniform policy in this regard?

ANSWER

PIR MAZHAR-UL-HAQ, Minister for Education:

No. In Matric system of Education, the syllabus is the same. However, Private Schools affiliated with Cambridge University i.e. for studies of “O” & “A” levels have totally different syllabus which is not taught in Government Schools.

 

 

*115. MRS. HUMERA ALWANI: Will the Minster for Education be pleased to state:-

(a)   Is it fact that Sindhi language subject is not being taught in most private schools in the province;

(b)   If answer to (a) above be in affirmative, reasons thereof and action taken by the Government to make Sindhi subject compulsory in these schools?

ANSWER

PIR MAZHAR-UL-HAQ, Minister for Education:

Yes, although teaching of Sindhi Language Subject if compulsory and should be taught in all the Private Institutions/Schools in Sindh.

The Registration of all the Private Institutions/Schools in Sindh is issued under the condition that the schools/Institutions will teach Sindhi Language as a subject.

It is obvious in Form “B” under clause 4 (t), which is specimen of Registration Certificate, that “the Institutions/Schools to ensure teaching of Sindhi Language in accordance with the Law & Rules”. Minister Education and Literacy issued the directive in his first briefing to the Education Department in this regard and the Government will ensure that at the end of Summer Vacations, when the Schools will re-open, all these Schools will teach Sindhi Language to their students.
